The G4S officers will observe all movements in and around the library, Library Park, and Webster House Administration Center (WHAC) in order to ensure a safe and secure environment for patrons and employees. Library Behavior Rules do not apply to Library Park, which is leased to the City and operated as a municipal park. CONTACT: Officers are to report to the Old Town Library Manager. If she is not available, the Officer reports to the Person in Charge, or PIC. GENERAL DUTIES: Security officers are in the library and WHAC sites to:  Provide a safe and secure environment for patrons and staff.  Enforce the library behavior rules to Old Town Library and WHAC in addition to monitoring probable violations of Federal, State and Local laws and take appropriate action.  Ensure any patrons who wish to use library services are free to do so and that no one interferes with another’s use of the library services.  Provide high visibility by constantly patrolling the interior and exterior of the library, Library Park, and WHAC.  Maintain a professional appearance and attitude and treat all persons with respect, be friendly but not friends.  Review security camera footage in order to provide photos of library customers involved in incidents and criminal activity.  Contact Fort Collins Police Department to handle criminal activity in library, WHAC and park grounds. Patrol the Old Town Library building interior, the library park west to the perimeter of the Community Creative Center, and the 1st floor interior and exterior of the WHAC. Be sure to make contact with staff at the service desks, Answer Center and at WHAC on each patrol. 2. Check all public restrooms on each patrol round, especially the handicap stalls. 3. Respond to requests and calls for assistance from Library and WHAC staff as needed. 4. Assist with the lockup and clearing of the Library at closing time. 5. Enforce library rules and policies and issue Suspensions for those who refuse to comply with library rules and policies in library and WHAC. 6. Call Fort Collins Police department for assistance as necessary a. 911 b. 970-419-3273 – non emergency 7. Complete and submit a daily activity report (SOR) detailing hourly activity and any irregularities that occur. Complete incident reports (IR) as necessary to the situation. Input incidents directly into Patron Incident Tracking System (PITS). Upload suspension notices into PITS. Complete Incident Reports and PITS reporting on the computer in the library staff room. 8. When required and upon request, review security camera footage in order to retrieve photos of patrons violating behavior rules, following best practices for privacy and confidentiality. 9. Provide assistance with Lost and Found items and research high value items to identify ownership of such items, as needed. Contact owners of such items for pick-up of the items while following PRPLD confidentiality rules. The Circulation department maintains the Lost and Found drawer in the staff office. OPENING PROCEDURES:  Check-in using the phone system  Test radios and distribute to designated service points which is labeled on the back.  Assist with main entrance opening. Be visible to all patrons entering the building.  Begin daily SOR. PROCEDURES FOR DAILY SERVICE 1. Approaching patrons: a. Officers are to approach patrons in a professional and courteous manner. All patrons are to be treated equally and with respect. b. Officers are to make every attempt to enforce the rules in a way that prevents issues from escalating and patrons from becoming offended. c. Please take time to explain the rules if they are being challenged. d. Any disorderly conduct or belligerent behavior must be reported to the Person in Charge and assistance from law enforcement should be requested if needed. 2. Officers are to perform patrols inside, through Library Park and through Webster House Administrative Center on a regular basis throughout the shift. 3. Relationships and communication with library staff: a. Avoid all security-related discussions with library staff in open, public areas of the library. Discuss all security-related issues with the Person in Charge and she/he will route the concerns where they need to go. b. Officers should limit discussing observed patron behaviors with any library employees other than the Person in Charge unless required to enforce behavior rules and obtain information for an incident report. c. Officers are expected to behave in a professional manner at all times while on duty. They should refrain from engaging in personal relationships, lengthy conversations not related to work, and spending personal time with staff members in or around the library, especially while in uniform or while either are on-duty. 4. New officer training: a. When a new officer, permanent or flex, is assigned to the library, his or her training will be proctored by the tenured officer on site. 5. Library rules and policies: a. Under no circumstances should an officer question, pass judgment on, or dismiss any of the library policies that are in place. The officers’ duties are to enforce the rules and guidelines the library has in place. b. Under no circumstances should an officer change any of the library policies. c. Any concerns or suggestions regarding a policy should be directed to the library manager or deputy library director for analysis and he/she will make the decision on how to deal with that concern moving forward. d. Officers will refer all library-related inquiries by patrons (excluding directional questions such as location of restroom, copiers, etc.), to library staff. 6. Other issues: When issues of other nature arise that do not pertain to the site security, such as concerns about work schedules, they should be directed to the local G4S office and the area supervisor and not to library personnel. CLOSING PROCEDURES:  Approximately one-hour prior to closing, ensure the WHAC is secure.  Approximately 15-minutes prior to closing, patrol all internal areas giving a friendly closing reminder to patrons.  At closing, switch the door to one-way only allowing patrons to leave and not enter building.  Check restrooms and clear all areas of patrons  Do not permit anyone back inside building after closing.  Turn the switch on the door to closed/lock and lock the door with key.  Watch all staff employees leave through the back door, wait for employees to enter their vehicles. Behavior Policy Behavior Rules DocuSign Envelope ID: 30E027C5-5AFC-42FD-B5CE-8DE4F950F370 Disruptive, threatening or unsafe behavior will not be tolerated on library property. If a library patron violates the behavior rules listed below, library staff or security personnel will inform the patron that the behavior is inappropriate, and depending on the severity of the behavior, may either ask that the behavior stop or instruct the patron to leave the building. If the patron refuses to leave, staff will contact local law enforcement. Disruptive behavior on the part of any library patron may result in the suspension of library privileges for up to one year. Any person who violates rules 1-6 while in or on library premises will be immediately ejected and excluded from all Poudre River Public Library District premises without first being given a warning. Any person so excluded shall lose all library privileges for a period of up to one year. Criminal incidents will be reported to the appropriate law enforcement agency. 1. Committing or attempting to commit any activity that constitutes a violation of any federal, state or local criminal statute or ordinance. 2. Physical abuse or threat of physical harm; behaving in a threatening, intimidating or violent manner toward any individual or group; or behaving in a manner that creates the potential of physical injury to oneself or others; or any form of unwanted touching or physical contact of another person. 3. Property damage: intentionally destroying, damaging, defacing or vandalizing library property; threatening to damage such property. 4. Sexual misconduct: engaging in any action that is sexually inappropriate or offensive. 5. Openly carrying a firearm or carrying a concealed firearm without a concealed firearm permit issued by the State of Colorado. 6. Possessing illegal drugs, marijuana, or open or unsealed containers of alcoholic beverages. Any person who violates rules 7-12 while in or on library premises may be given a warning at the discretion of library staff; then the person will be required to leave the premises for the day. Subsequent offenses by that person may result in that person's immediate ejection and exclusion from all Poudre River Public Library District premises for a period of up to one year. 7. Intoxication from drugs or alcohol resulting in observable behaviors that pose a risk to self or others or present an obstacle to the use and enjoyment of District facilities by others. 8. Use of the interior spaces of any Library District facility for activities not specifically authorized and arranged through Library management, including but not limited to:  Sales, soliciting, marketing, conducting surveys, or similar activities.  Distributing leaflets, flyers, or other material inside a library building 9. Use of tobacco or products containing tobacco or use of any form of smoking device inside library facilities or within 20 feet of entryways. 10. Violating the District’s Public Access to the Internet/Wireless Policy. 11. Openly carrying a knife or possessing other weapons or objects that could be used as weapons. Failure to comply with direction given by Library District staff or security guards acting in the performance of their duties or interference with the performance of such duties or other operations of the facility. Any person who violates rules 13-15 while in or on library premises may be given a warning at the discretion of library staff. Subsequent offenses by that person will result in that person's immediate ejection and exclusion from all Poudre River Public Library District premises. Any person so excluded may lose all library privileges for a period of up to six months. 13. Sleeping in library facilities. Exception: this rule shall not apply to young children. 14. Improperly using library restrooms, including, but not limited to, bathing, shaving, and washing hair or clothing. 15. Verbally harassing or intimidating staff, volunteers or other patrons. Any person who violates rules 16-19 while in or on library premises will be asked to correct the problem immediately or leave the premises until the problem is corrected. 16. Entering library buildings with bare feet or a bare chest. Babies are exempted from the bare feet rule. 17. Poor hygiene: posing a health, safety or sanitary risk or having bodily hygiene that detracts from the enjoyment of the library by others or damages District property. 18. Possession of any animals except service animals or as otherwise authorized by library staff. 19. Library users must keep packages, backpacks, luggage, or any other personal items with them at all times. Unattended Children Unattended children must exhibit adequate maturity to use library facilities appropriately. For details, see Library District policy 4.5, “Unattended Children” (http://www.poudrelibraries.org/policy/pdf/4.5.pdf). Spaces Designated for Youth Library staff and security personnel may ask adults using spaces intended for youth to vacate as needed. A patron may appeal a suspension decision to the Library District’s Executive Director by filing a written statement of appeal, including the basis of the appeal. The Executive Director has the discretion to reduce a suspension. A final appeal may be made to the District’s Board of Trustees or its designee. If the suspension involves a student of Front Range Community DocuSign Envelope ID: 30E027C5-5AFC-42FD-B5CE-8DE4F950F370 College, the Library District will make appeal decisions in concert with the Vice President of Front Range Community College Larimer Campus. Approved June, 2017 RULE ENFORCEMENT Persons who commit crimes in the library shall be referred to the Fort Collins Police Department. We do not wish to harass or single out any individual or group for any reason. We also wish to give people who violate a library rule an opportunity to correct their behavior. Always be polite and professional when approaching a patron who violates a rule. The situation should only be escalated by and from the patron, not from the security officer. The Library administration requests that we do not detain a suspect in the Library proper, if they wish to leave. Security can request they remain in place until Police arrive, but if the situation indicates an escalation then let the suspect leave, but maintain observation, and if equipped, take a photo of the suspect. Security may use Powers of Arrest outside the library building if appropriate. DISCLOSURE OF PATRON INFORMATION BY LIBRARY STAFF AND SECURITY TO OUTSIDE PERSONS OR AGENCIES: The following paragraph is quoted from the Colorado State Law Library, as it pertains to public libraries: The following is the responsibility of Library staff and Security is only to be called for escalated assistance: DocuSign Envelope ID: 30E027C5-5AFC-42FD-B5CE-8DE4F950F370 Unattended Child and Dependent Adult Procedures Assure the child that they are not in trouble and that you want to make sure their adult/caregiver (may be an older sibling) stays with them. If the child is lost, see Techniques for Soothing a Lost Child. If an unattended child appears to be lost, is being disruptive, or if in the judgment of supervisory staff, his or her safety is jeopardized, library staff will attempt to locate the parent or caregiver. If the parents or caregiver cannot be located, and the child is under the age of 12 years, the child may be placed in the care of the local law enforcement agency. The library and its staff members will not under any circumstances be responsible for determining whether an apparent caregiver, custodian or parent is a legally authorized caregiver, custodian or custodial parent of the child. Techniques for soothing a lost child Attempt to calm the child by assuring them that you will find their adult/caregiver. Techniques include:  Kneel down to the child’s level to speak with them.  Introduce yourself, show the child your name badge and say, “I work here.”  Asking the child for their name and age may put them at ease.  If the child is too upset to stay in place, walk with them. Ask another staff member to assist you by helping to locate the caregiver.  Unless the child offers a finger or a hand, don’t touch the child or restrain them in any way. Some families are very uncomfortable with strangers touching their children and this may also be upsetting to the child.  Sometimes nothing works, just keep talking to them soothingly and acknowledge that it is really scary when this happens. Dependent Adult Procedure  If a dependent adult becomes separated from their caregiver and/or their behavior is persistently disruptive enough to be in violation of the Behavior Rules, attempt to locate the caregiver and ask them to stay with their client and address the disruptive behavior.  If you are unable to locate the caregiver, contact the staff person in charge.  If no caregiver is located within 15 minutes, call Fort Collins Police department non-emergency number, 970-419-3273. Dogs/Pets Pets are not allowed inside the library. However, ADA service animals are permitted. Not all ADA approved animals have to wear identifying collar. Owners do not have to carry proof that the animal is a service animal. It’s ok to ask the owner the following questions. 1. Is this a service animal? 2. What service is the animal trained to provide? If the animal does not provide a service ask them to leave. The service animal must comply with all behavior rules. Food: Food and drink are allowed in the library everywhere but the Computer lab. Please ask anyone enjoying food at the computers to finish their meal in another area. Computers: Patrons are allowed two hours on the computer twice a day. Patrons with a guest pass are allowed one hour with possible extension based on availability. The 15 minute computers are designed for 15 minutes twice a day. Inappropriate content like pornography must be confirmed by two staff members. If confirmed the patron is to receive a warning. If the conduct continues they are violating rules 8 and 12. Security Desk: the Security Desk on the first floor is a place to rest and observe the main entrance. It is not a place to spend your whole shift. The desk needs to be clear of trash. Lockers: G4S officers have two lockers, one is for official documents and supply and the other is for personal belongings. Computer use for G4S officers: there is a computer in the staff room is for all staff not just security and must be kept clean of trash and supplies. The computer is used for SOR’s and IR’s that are saved on a flash drive. The computer also gives us access to an email system to send reports and information. Password to the computer is 9teen$. The Email is oldtownlibrarysecuri@gmail.com Pass: 201Peterson Needles: In the event that a needle is found in or outside the library, do not have staff handle the needle in any way. Have a staff member or second guard stand over the needle, put on proper gloves and get the sharps container from the staff bathroom. Discreetly bring the container to the needle. Safely insert the needle into the container, needle side down. If the needle was seen used in an unlawful manner get information on the informant and contact police. (Minimal handling of the needles as possible.) Equipment: -Security Phone, used only for work related issues and must always be on while on shift. It is also how each officer signs in and out for the day, using your PID and last 4 of SS#. The phone is also the only way pictures of trespassed patron or incidents can be taken. -Flash drive, contains all paperwork and incidents needed for security. Information is confidential. -Radios, owned by the library are for security and the rest are distributed throughout each area in the library. Traffic should only contain official security business. The chargers are located in the staff printer room. It is the officer working Sunday night’s responsibility to fax or E-mail them to the Aurora office. Fax# 1-303-363-6030 or send to area supervisor via E-mail. Personal Phone usage: must be kept to a minimum, out of sight of any person. Do not use Personal Cell phone to handle library security business or to take any photos for any reason. We are provided with a security phone. Fobs: Officers are provided with access fobs. Keeping track of the fob is the officer’s responsibility. The fob works for the back door, both employee area doors and the Webster building. Keys: The key to the front door is located in the Circulation office lock box, the code is (201). The only key the officer should use is marked “front-door.” The same key works in the fire doors and the janitorial closet. Police and Medical: -Dial 911 if the environment is hostile or there is a need for immediate assistance for medical or police. Calling the non-emergency line is ok when there is not an immediate need for assistance or wellness check. The non-emergency line is (970)419-3273. Any time medical or police are called an IR must be written. FIREARMS PROHIBITED The Poudre River Public Library District, pursuant to 29-11-104, C.R.S., prohibits the open carrying of any firearm or handgun, as defined in 18-12-101(e.5), C.R.S., on any property operated by the district. This prohibition does not apply to law enforcement officers. SECURITY PHOTOS AND CAMERAS: Security photographs taken must be discreet and only taken when a patron is being suspended or of a crime scene. Security photographs are only for internal library use, and are used only to enhance the description of the violator who is being trespassed. Any other use is prohibited except to assist law enforcement by request. If the Library District receives a request from the general public to inspect security camera recordings, the requestor will be advised as to whether they qualify for any of the listed exceptions. Library district staff and security guards will refer all non-District requests for security camera recordings to the Library District’s director. Access is allowed to law enforcement pursuant to a subpoena, court order or when otherwise required by law. Security Camera Procedures Policy: Please review Security Camera Policy. Use/Disclosure:  Video records may be used by individuals authorized access to the security cameras to identify the person or persons responsible for library policy violations, criminal activity on library property, actions considered disruptive to normal library operations or violations of the library’s Behavior Rules.  Video images may be shared with other Library staff to identify person(s) suspended from Library property and to maintain a safe and secure environment.  Library staff and G4S security officers will refer all non-District requests for security camera recordings to library manager or Executive Director.  Access is allowed to library-contracted security guards only with permission from authorized district employees, listed above.  Under certain circumstances, individuals authorized under these procedures may use a still shot or selected portions of recorded data to include with incident reports.  Access is allowed to law enforcement pursuant to a subpoena, court order, or when otherwise required by law.  In the event of a search warrant, which is executable immediately, the library’s Administration will comply with the search warrant and consult with legal counsel. Upon receipt of a subpoena or other court order, the library Administration shall consult with legal counsel to determine if the document is in proper form and that good cause for its issuance in a court of proper jurisdiction is demonstrated.
