Minerva Bunker Gear Cleaners of Colorado Corp. is NFPA 1851 – 2014 edition 3rd party verified independent service provider (ISP) qualified to provide advanced cleaning, advanced inspection, and all repairs to the fire industry. Each of our five (5) facilities (Denver, New York, Charlotte, Miami, and Dayton) are currently verified. Providing this level of service will allow PFA to have the fastest turnaround available for this proposal within the 15 day turnaround requirement. As such, we will work closely with PFA to outline a service schedule to render our services on a scheduled and called upon basis. We are also recognized by all original equipment and component manufacturers to provide warranty repair(s) on products they manufacture for the industry we serve. We utilize Honeywell’s Advanced Protective Tracking (APT) system which will allow PFA the ability to monitor the condition of your gear in real-time. Our goal is to assist PFA with overall management of your inventory and within budget. We pride ourselves in offering superior service in helping to reduce the overall health hazard footprint in the fire service. We service hundreds of departments nationwide from small volunteer departments to large metropolitan departments such as F.D.N.Y.. Minerva Bunker Gear Cleaners is dedicated exclusively to the inspection, cleaning, decontamination, specialized hazmat cleaning, repair and alteration of NFPA 1971 certified structural and proximity personal protective equipment (PPE). Our industry record as well as our processes have offered our clients the highest standards in the industry. We strive to be the best from scheduling to recordkeeping. Keeping our firefighters safe is our highest priority and something we take very seriously. 2. Number of years in the business Minerva Bunker Gear Cleaners began operation in 2006 at our New York location providing firehouse pick-up, advanced cleaning, advanced inspection, repair, recordkeeping, and return delivery services to the City of New York Fire Department (FDNY). In 12 years of operation, we have expanded service to five (5) total locations. 3. Details about ownership Joseph Xiras is 100% sole owner of the business 4. The Facility Manager and production team for RFP 8786 for bunker gear repair have a combined 26 years of experience in maintenance of PPE. SCOPE OF PROPOSAL: 1. Provide a detailed narrative of the services proposed if awarded the contract per the scope above. The narrative should include any options that may be beneficial for the City and PFA to consider. Minerva Bunker Gear Cleaners is a company that specializes in the care and maintenance of emergency services personal protective ensembles and ensemble elements. In 2006 Minerva Bunker Gear Cleaners began operations in New York City, specializing in the cleaning, inspection, and repair of personal protective ensembles and ensemble elements used by emergency services personnel. Minerva Bunker Gear Cleaners provides end users, distributors and manufacturers with a highly skilled resource for aftermarket alterations, modifications and accessory additions for elements that are in service. It is understood by all of our staff members that the protective ensemble and ensemble elements worn by emergency services represent life support equipment and, the consequences of a failure involving an ensemble or ensemble elements may result in an injury or death to the user. Providing support services for emergency services personal protective ensembles and ensemble elements is our only business, and we take great pride in doing it well. Our team understands that needs are identified and met including the least possible impact on the operational unit. All repairs will be made to the manufacturer’s specifications. Minerva Bunker Gear Cleaners of Colorado, has adopted NFPA 1851 2014 or current Edition, Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, as our standard for creating a care and maintenance program. Minerva Bunker Gear Cleaners of Colorado Corp is a verified Independent Service Provider, (ISP), Third Party Verified facility. Minerva will ship the repaired garments back to the PFA Warehouse at 3400 W Vine Drive, Fort Collins, CO 80521 upon completion of services within the 15 calendar day turnaround time and returned marked “NFPA compliant”. During the inspection process if repair or replacement is required; communication with the Fort Collins Project Manager will be initiated with an estimate and approval obtained before any repairs begin. Any garment, which is deemed to have excessive repair costs, or being unrepairable or structurally unfit for firefighting, will not be cleaned and will be returned tagged as being “non NFPA Compliant”, at no cost, with a recommendation to replace the garment. Our expanded capabilities include the ability to provide Fluid Extract Testing, NFPA 5903 Vertical Flame Test, T.P.P. Test, Trap tear and Shear Strength Testing in conjunction with Intertek and approved by the Department of Environmental Resources. Intertek utilizes licensed chemical consultants and industrial hygienists that comply with current NFPA and Industry standards for the manufacturers of all bunker gear. Minerva’s cleaning services will include the thorough cleaning of protective ensembles or elements such as coats, trousers, hoods and inclusive of all types of outer shell, moisture barrier and thermal liner combinations by washing with cleaning agents and or specialized cleaning to remove hazardous Minerva Bunker Gear Cleaners New York - North Carolina - Florida - Ohio - Colorado bunkergearcleaners.com Page 7 of 28 materials or body fluids in full compliance with NFPA 1851, current edition and manufacturers guidelines. Any damage to the ensemble or ensemble element that occurs during repair, laundry process or wash water contamination will be replaced. All chemicals and cleaning agents used in the cleaning process have been approved by OEMs of bunker gear. Internal Quality Control procedures outline appropriate steps preventing cross contamination between all products laundered in our facility. Our comprehensive cleaning processes ensure that decontaminated ensembles or ensemble elements are truly decontaminated and safe to wear, validated by internal testing procedures. Our internal process controls prevent the spread of disease or infection through cross contamination. Soiled elements are not cleaned with other items of clothing or laundry. Minerva’s process cleaning procedures are incorporated to remove all contaminates from the normal course of firefighting activities including gear heavily contaminated with tar, oil, fuels, grease, resins, gasoline, acid, asbestos, paint biological contaminants and other hazardous material which requires special handling. Our process does not harm the fire retardancy of the gear or damage the fabrics in any way. Minerva has the Capability to restore Water- repellent properties of ensembles and ensemble elements. All ensembles received will not be stored in direct sunlight or exposed to direct sunlight as well as fluorescent light while in our possession. All ensembles will be stored in accordance with NFPA 1971 standards on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting Our ensemble and ensemble storage areas are clean, dry and well ventilated and free of all contaminants such as, but not limited to hydraulic fluids, solvents, hydrocarbons, hydrocarbon vapors. Ensembles and ensemble elements shall be clean and dry before storage. Minerva’s repair capability is all encompassing; NFPA compliant as well as third-party ISP certified. We utilize Honeywell’s Advanced Protective Tracking application (APT) to document and detail all inspections and repairs performed on gear. Our capabilities provide custom alterations, repair of rips, tears and burn holes as well as repair of zipper or Velcro closures and additions of all types of pockets. Replacement of reflective trim and leather reinforcements is also a capability. Since we are a verified ISP we have capability to perform moisture barrier repair. All repairs provided to damaged or broken hooks and loops replaced are performed to not cause a breach to any moisture barrier material and will not affect the garment integrity. 2. Describe how the project would be managed and who would have primary responsibility for its timely and professional completion. Include a description regarding how the analysis will be performed for the various identified areas identified, the methods and assumptions used, and the limitations of the analysis. Project Management will be event oriented with schedule reviews and risk management. Our Colorado facility will use industry-proven business practices to reduce risk, time, cost and schedule. Project Management will focus on well managed team communication lead by our Facility Manager Misty Johnson and the Minerva customer team members. The Minerva team recognizes the importance of balance in any project management system. We ask questions regarding levels of performance, schedule lengths, in order to establish realistic baselines. This enables us to meet the real needs of the customer. Analysis of performance data enables the Minerva Team to take the actions necessary to ensure compliance in meeting customer requirements. Minerva’s process of continual incremental improvements in all aspects of delivering customer satisfaction will accumulate to achieve a higher level of service delivery excellence. These will continue over the life of the contract. Written communication via email and follow up with telephone confirmation will continue from receipt to delivery of PPE. 3. Describe the methods and timeline of communication your firm will use with the City’s Project Manager and other parties. Upon receipt of every PPE item, it is cleaned and inspected utilizing Routine Inspection forms with pass/fail scenario, addressing Coat, Coat liner, DRD, Trouser shell, Trouser Liner, Helmet, Hood Gloves and Boots. Once inspection has been completed the results along with serial number (if applicable), name and date of manufacturer certifications and all other pertinent information related to the item is logged to include the owner’s information if available if not available then unit information is used. Once item has been logged into the APT program inspected and cleaned it is laid flat on a table, starting at the top of the item it is inspected internally and externally at every facet from top to bottom utilizing manufacturer’s approved 25 item checklists designed for inspection and repair scenarios. Forms also include reminders of warranty periods. Repairs will be identified and submitted to PFA no later than day five (5) of the advanced inspection, complete liner inspection, advanced or specialized cleaning process. Turnaround time from receipt to return will not exceed 15 calendar days. Minerva will not proceed with repairs until authorization is obtained from the Project Manager. We will provide the Project Manager a list of required repairs identified during the advanced inspection process (I.e., any repairs not previously identified by the Program as part of the initial service request). As a result, manufacturers do not / cannot offer NFPA 1851 training to ISPs. Instead, NFPA 1851 – 2014 edition requires 3rd Party Verification of an ISP’s ability to perform advanced cleaning, advanced inspection, and all repairs. To meet the requirements of this section, is it permissible to submit NFPA 1851 – 2014 edition 3rd Party Verification Certificate?’ In a response from Murray Anduss on 8/15/18, it was indicated that that 3rd Party Verification Certificate would be acceptable. Can the work be completed in the necessary timeframe, with target start and completion dates met? Minerva will confirm that the serviceable life of the item(s) was evaluated. Minerva considers the serviceable life to begin when the products are manufactured, IAW NFPA 1851. All ensemble elements should be marked with a manufacture date; however, if a date is not clearly designated on the products, PFA will be responsible for providing the date to Minerva. Under no circumstances shall Minerva perform repair services that exceed the percentage of the original cost allowed based on the garment’s year of service. If Minerva determines a repair is within the applicable manufacturer’s warranty Minerva will follow the procedures enforcing the Manufacturer’s Warranty. Minerva Bunker Gear Cleaners New York - North Carolina - Florida - Ohio - Colorado bunkergearcleaners.com Page 17 of 28 If Minerva determines a repair is not within the applicable manufacturer’s warranty, Minerva will determine the following: Detailed cost estimate of the repair(s) Original cost of PPE as reported by PFA; and Confirm the serviceable life of the PPE was evaluated and limits and have not been exceeded, the Project Manager will provide the guidance for disposition. Approval to Repair. Upon notice to proceed from to PFA, Minerva will perform all authorized repairs identified prior to the item(s) being returned to the requiring Fire Department. ALTERATIONS IAW NFPA 1851 Chapter 8 – Minerva will perform alterations on all applicable ensemble elements. RECORD OF SERVICE IAW NFPA 1851 Chapter 4 Program para 4.3 Records, Minerva’s system of records shall reflect all elements specified in either Microsoft Excel or a system that can export data into Microsoft Excel. Minerva will maintain the ability to provide a standardized hard copy or digital copy of each file upon request by the Project Manager. Records will not require the Project Manager to download software for the Project Manager to gain access, view or print records. Minerva will provide records of care and maintenance of all services provided to PFA within ten (10) calendar days of written or email required by the Project Manager. Minerva will provide a hard copy receipt and basic description of all Minerva performed services to the Project Manager. The hard copy receipt and basic service description shall be included in the returned PPE shipping package. MANUFACTURER’S WARRANTY & WORKMANSHIP GUARANTEE Enforcing the Manufacturer’s Warranty. Upon discovery of a defect, Minerva shall perform research to determine if the defect is covered under the applicable manufacturer’s warranty. If Minerva determines that a defect may be covered by a manufacturer’s warranty, Minerva will, contact the manufacturer to verify coverage and follow the manufacturer’s procedure for warranty repair. Minerva will notify PFA of the estimated completion time (i.e., to include shipment) of the warranty repair. Minerva shall return the item to PFA when repair is completed, along with documentation of all repairs made. Minerva will provide a workmanship guarantee for all applicable services provided under this contract 6 months from the date of service. 2. Provide and outline of the schedule for completing tasks. Sustainability / TBL Methodology Minerva Bunker Gear Cleaners implements Triple Bottom Line in the following manner within our business: People: ● Employees - We provide our employees with fair wages, benefits, and a safe working environment ● Fire Fighters We Serve - We offer our NFPA 1851 - 2014 edition compliant service facilities to help reduce the inherent risks faced each day by those serving the communities we live in. ● Industry - We provide support through regional and national trade show sponsorship. Provide NFPA 1851 recognized training seminars to end users. We also participate in NFPA 1851 - Committee meetings. Planet: ● Detergents utilized to clean PPE are biodegradable. ● Detergents are 3rd party tested to ensure compliance with current NFPA 1851 - 2014 edition. See pages 24 – 27 for test results. Profit: ● Recycle unused materials discarded from PPE manufacturers. ● Recycle rolls of fabric with flaws in areas of weave - called seconds. While not good enough to manufacture PPE due to the flaws, we recycle the unflawed areas to provide garment repair / alteration. Areas identified above will allow us to not only provide services detailed within the scope of this RFP but will also allow us to provide additional value at the lowest cost to PFA possible. Our support of the industry at trade shows and NFPA meetings allows us to inform PFA of possible industry changes along with potential impact. It also keeps Minerva well informed of up and coming technologies to continue to offer PFA the best economical service possible. Additional Information Distinguishment: ● Utilization of our Denver area location, we will provide door-to-door pick-up & delivery to delivery to the City of Fort Collins / Poudre Fire Authority (PFA). Providing this level of service will allow PFA to have the fastest turnaround available for this proposal within 15 calendar day turnaround. As such, we will work closely with PFA to outline a service schedule to render our services on a scheduled and called upon basis. ● In the event of an emergency - should PFA’s needs exceed our Denver locations capacity while maintaining 15 calendar day turnaround, Minerva Bunker Gear Cleaners has (4) additional locations who can provide service to PFA. All sites have 3rd party verification status as required by NFPA 1851 - 2014. ● Minerva Bunker Gear Cleaners stocks approximately 130 sets of loaner gear. Loaner gear will be made available to PFA at a negotiated cost in the event of an emergency where large amounts of PFA PPE is placed out of service. ● All cleaning agents utilized (FireSoaps) are biodegradable and independently verified to meet the requirements of NFPA 1851 - 2014 edition.
