The Opening Date has been changed to February 27, 2018 at 3:00 PM (our clock) 2. What is the current annual value of the incumbent pension consultant contract? $39,500 per year. 2. Is the participant education program fulfilled by ICMARC or the Pension Consultant? Currently, the record keeper provides the education with advice and supplemental information provided by the Pension Consultant. 3. In providing a benchmarking report which details the recipient’s goals and needs, is the pension consultant expected to communicate directly with the plan participant on a quarterly basis? The current Pension Consultant provides a quarterly newsletter regarding recipient interests which are distributed by PFA staff. These communications are not targeted at each individual participant, but rather participants in general. 4. Please provide a copy of the Plans’ Investment Policy Statement, if adopted. See Exhibit 2. 5. Please provide a recent financial statement details the investment options, ticker symbol and plan asset value invested in the fund. Are you able to provide the plan’s current fund lineup? If so we could review the current funds as part of our initial response. See Exhibit 3. 6. General availability – Is this asking when we are available to service plan members i.e. when we are open? Yes. 7. Can “addendums” be added to the service agreement, if needed, that clarify roles and responsibilities so long as they do not conflict with the service agreement? The attached services agreement is our boiler plate and is included for reference purposes only. The final agreement with the awarded vendor will include specific project related details including those you referenced as agreed to by all parties during contract negotiations. 8. Develop a plan to determine plan members investment goals and retirement needs. ICMARC has tools of this nature available to participants on their website. Are you asking for additional tools/options to complement/add to the ICMARC service offering? Do participants not currently have access to such services through ICMARC? Participants have access to these services through ICMARC. The Pension Consultant is asked to work cooperatively with ICMARC to develop education plans and strategies to inform members of retirement related issues and planning. 9. Provide a quarterly report for each plan member addressing fund performance. The report should benchmark to the recipient’s goals and needs. Recommendations to achieve goals should be provided. Is ICMARC currently providing participants with quarterly Addendum 1 Page 3 of 19 statements? If so are you requesting this report in addition to the normal quarterly participant statements? The current Pension Consultant provides a quarterly newsletter regarding recipient interests which are distributed by PFA staff via email. These communications are not targeted at each individual participant, but rather participants in general. ICMARC provides individual participants with detailed performance reports on a quarterly basis. 10. Develop and recommend a participant educational plan that includes a policy statement, goals and measurable objectives. I assume you are interested in group and 1:1 participants meetings regarding the plan and general financial wellness seminars? Does ICMARC currently provide any participant education meetings and/or educational modules online? This service does not refer to delivering the materials one-to-one for participant education, but rather developing and recommending education plans to be provided in partnership with the plan record keeper (currently ICMA-RC). ICMA- RC does provide educational meetings both in person and online. 11. I want to be certain I understand what participant planning and education services are currently being offered by ICMARC. If these services are being offered will they continue to be offered by ICMARC and will our services supplement/compliment their services? For example if we offer a form of financial planning in addition to what education participants currently receive through ICMARC. This service does not refer to delivering the materials one-to-one for participant education, but rather developing and recommending education plans to be provided in partnership with the plan record keeper (currently ICMA-RC). Quarterly statements about individual performance as well as online access to individual performance data is and will continue to be provided by the record keeper. Continuing education about goal Addendum 1 Page 4 of 19 setting and market recommendations is sought from the pension consultant as an unbiased co-fiduciary. 14. Develop and recommend a participant educational plan that includes a policy statement, goals and measurable objectives. I assume you are interested in group and 1:1 participants meetings regarding the plan and general financial wellness seminars? Does ICMARC currently provide any participant education meetings and/or educational modules online? The record keeper provides one-on-one participant meetings and group education programs. The pension consultant is asked to act as advisors to the pension boards regarding education plan development and implementation and to work with ICMA RC on those efforts. 15. We often like to use prospect logos in our RFP responses. May we use the Poudre Valley Fire Authority logo in our response? If so will you provide the logo or is it acceptable to you if we pull the logo off the internet? You may use the logo from the internet in your response.
