The purpose of this Work Order is to provide an analysis of existing data and potential temperature reduction alternatives to assess the feasibility and cost of implementing a temperature reduction solution(s). This Temperature Reduction Study (Study) is estimated to occur from January 1, 2020 to April 15, 2020 (3.5 month total duration). The scope of work is divided into the following tasks and subtasks, summarized below: Task 1 - Project Administration and Coordination Task 1.1 – Coordination Meetings Consultant will prepare agenda, facilitate meeting, and document minutes for up to four (4), 2- hour project coordination meetings. Task 1.2 – Quality Assurance/Quality Control Perform quality assurance and quality control of all deliverables prepared by Consultant in accordance with Consultant's standard QA/QC policies and procedures. Task 1.3 – Progress Reporting Invoices will be submitted monthly by Consultant's Project Manager to City's Accounting Department in accordance with City payment protocols. Each invoice will be submitted with a progress report detailing the work executed during the invoice period and work remaining Task 2 – Data Review and Analysis Task 2.1 – Review Temperature Data Review and analyze DWRF and MWRF historical effluent and in stream temperature data for future compliance with water quality temperature standards for two designations, respectively: a) current designation “Aquatic life – Warm 2”; and b) the recently proposed designation “Cold Water Tier II”. Review existing documentation and reports, as available. Considering any other pertinent data/information obtained by City, and City Permitting Dept., develop for each of the cases the reduction requirements for temperature and design criteria (i.e., days per year of anticipated exceedance and temperature delta). Task 2.2 – Identify Temperature Reduction Opportunities Obtain historical temperature data from City for all in-fence temperature probes. Conduct a data analysis and recommend possible temperature reduction opportunities, if any, within the treatment process. Identify any future recommended data collection. Task 3 – Alternative Analysis Task 3.1 – Identification of Treatment/Management Alternatives Identify up to three (3) feasible treatment or management alternatives (from comprehensive list suggested by CDPHE’s User Guide: Methods for Evaluating the Feasibility of Domestic Wastewater Cooling Technology Alternatives – A User Guide and Technology Facts Sheets to Page 4 of 8 DocuSign Envelope ID: 743CF644-5DA4-40F1-B548-9A3F429FB74B pg. 2 Support the Development and Evaluation of Alternatives Analyses”, November 8, 2018) to attain compliance at the MWRF and DWRF, respectively. Task 3.2 – Determine Cost Estimates Determine cost estimate (Class 3) for each of the three selected most feasible treatment alternatives. Task 3.3 – Identify Other Evaluation Considerations Identify other considerations than cost for implementing treatment alternative, including but not limited to: a) energy demand; b) chemical addition needs; c) interference with other processes; d) operation and maintenance issues.
