Mason St. 2nd Floor Fort Collins, CO 80522 Dear Ms. Matson and Ms. Diven, I’m writing to respond to your RFP 8605 Appraisal Services. This is a revised version of my 3-23 response to include acknowledge receipt of Addenda 2 with a revised bid opening date of April 11, 2018. My proposal will be valid for 90 days past April 11, 2018. I’ve included the Proposal Cost Sheet and signed Vendor Statement in this proposal, last two pages. My company, East West Econometrics LLC, is a Colorado Company that performs appraisals on all property types, but only in the narrative report format. We have four Colorado Certified General Appraisers and three research associates. My company is a designated SBA Small Business. I am the only respondent from my company that is responding to the RFP at this time. I have two other competent Eminent Domain appraisers in my company, one MAI, and one full time eminent domain appraiser, but my qualifications best meet the stated criteria in the RFP. My personal practice consists 90% of Eminent Domain, non-Eminent Domain Agency Acquisitions, damages/ethics violations litigation cases, and appraisal review. I’ve performed appraisals for CDOT since 2003 and have been on their approved appraisal list since then. I’ve also completed a number of Conservation Easement appraisals in Colorado, none recently, but I’m enrolled in the latest CE update class later this spring. I’ve included a detailed resume/CV in this document as part of my submittal, followed by my current agency references. My appraisal education experience and litigation experience are both detail in my resume/CV. In the scope of work section on page 3, Item A; I am experienced and competent to perform all of the 6 potential services listed. In Item B, I meet all of the requirements except #5. Although I’m familiar with the requirements of the Federal Transit Authority including Circulars 5010.10 and 4220.1F, I’ve not done an appraisal where FTA was the client or intended user of the appraisal. I do not have any information to address item D.4.d. on page 5. My resume/CV has a complete list of the States and Counties as well as Federal jurisdictions that I have qualified in as an expert witness. My most recent cost breakout, a five parcel CDOT project ranged from $2,800-$3,700 for partial take eminent domain appraisals. My most recent total take eminent domain fee was $3,700. All things being equal, a total take appraisal fee is less than a partial take fee on the same property. Estimated to complete appraisals depends on the scope of work, number of appraisals involved, and the complexity of the assignment. Typical times are 3-6 weeks from purchase order dependent on those factors. I’ve sent in a separate e-mail a sample of a complex partial take assignment performed for CDOT in 2017, due to potential attachment size considerations.
