Dear Mr. Paul:
I am pleased to submit this proposal on behalf of the Fort Collins office of CBRE, Inc.
PROPOSAL SPECIFICATIONS
Purpose: Real Property Appraisal Services
Intended User: The intended user is CITY OF FORT COLLINS, and such other
parties and entities (if any) expressly recognized by CBRE as
“Intended Users” (as further defined herein).
Appraiser: Jon Vaughan, MAI, SR/WA, qualifications outlined on following
page
Scope of Services: Jon has 15 years of experience appraising real property in the
Fort Collins area and is on the Colorado Department of
Transportation Qualified Appraiser List. This experience includes:
1. Appraisal of entire parcels for acquisition and disposition
purposes
2. Appraisal for partial acquisitions for roads, mass transit
corridors, recreational trails, natural gas and water
pipelines, as well as electric transmission lines
3. Appraisal for encumbrance with a conservation easement
Appraisal Standards: Uniform Standards of Professional Appraisal Practice
Uniform Relocation Act
Uniform Appraisal Standards for Federal Land Acquisitions
Effective Term: Proposal shall remain valid for a period of not less than 90 days

VALUATION & ADVISORY SERVICES
Fees: $150 per hour for appraisal work and $250 per hour for expert
testimony.
Typical Fee Schedule:
Simple total-take appraisals $4,500 (30 hours)
Complex partial-take appraisals $6,750 (45 hours)
Occasionally, specialists may also be necessary for analysis of
trees, signage, and substantial site improvements. Fees for
specialty contractors are typically between $400 and $1,000,
which would be added to the appraisal fee.

Expert Testimony: Melody L. Rich v. Ball Ranch Partnership, Weld County District
Court, Case Number 2013-CV-30352. This case involved a
valuation dispute between members of the Ball Ranch Partnership
related to the price at which one partner would buyout another.
Several of the partners consistently voted to keep the price below
the market value of the property. Testimony was given on behalf
of Melody L. Rich on May 2, 2017 at trial before a jury. The jury
ruled in favor of Melody L. Rich.

Payment Terms: Final payment is due upon delivery of the final report or within thirty
(30) days of your receipt of the draft report, whichever is sooner.
The fee is considered earned upon delivery of the draft report.
Delivery Timing: Turnaround varies substantially depending on the scope of the
project. Individual property appraisals can typically be completed
within 30-60 days. Projects with more than 10 parcels could
require up to 90 days for completion.
Delivery Instructions: CBRE encourages our clients to join in our environmental
sustainability efforts by accepting an electronic copy of the report.
An Adobe PDF file via email will be delivered to appropriate
parties for each assignment. The client has requested 1 bound
final copy of each report as well.

G. VENDOR STATEMENT
Vendor hereby acknowledges receipt of the City of Fort Collins Request for Proposal and
acknowledges that it has read and agrees to be fully bound by all of the terms, conditions and
other provisions set forth in the RFP. Additionally, Vendor hereby makes the following
representations to City:
a. All of the statements and representations made in this proposal are true to the best of
the Vendor’s knowledge and belief.
b. Vendor commits that it is able to meet the terms provided in this proposal.
c. This proposal is a firm and binding offer, for a period of 90 days from the date hereof.
d. Vendor further agrees that the method of award is acceptable.
e. Vendor also agrees to complete the proposed Agreement with the City of Fort Collins
within 30 days of notice of award.
f. If contract is not completed and signed within 30 days, City reserves the right to cancel
and award to the next highest rated firm.
