Attached is my proposal in response to the Request For Proposal 8605 Appraisal Services by the City of
Fort Collins. In accordance with the documents provided in the RFP and as stated in the “Appraiser
Requirements” under the Scope of Services, page 3 of the RFP, we affirm the following:
I have a minimum of five (5) years of successful appraisal experience in conformance with the
Uniform Act and/or appraising property interests under the requirements of the Colorado
Department of Transportation.
I am approved by the Colorado Department of Transportation and am included on the lists of
Qualified Appraisers and Review Appraisers.
I have experience with right–of–way acquisition projects based on local, state, and federal
practices and policies.
I have experience with the Colorado Department of Transportation/Federal Highway
Administration projects.
I have experience with appraising property interests with the Federal Transit Authority projects.
I have experience preparing appraisals for preservation easements.
I have read, understand and accept all provisions relating to the proposed contract as contained
in the RFP documents provided.
I have in force and agree to keep in force during the term of any Contract that might be awarded
as a result of the RFP all Worker’s Compensation, Comprehensive General Liability, Automobile
Liability, and Professional Liability insurance in the amounts specified in the RFP.
I have extensive experience in preparing appraisals and appraisal reviews in conformity with the
Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended
(Uniform Act), the Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book),
Interagency Land Acquisition Conference, 12/2016, and the Uniform Standards of Professional
Appraisal Practice, (USPAP).
I have been an Appraisal Foundation AQB Certified USPAP Instructor (No. 44729) since 2003.
I am a Colorado General Certified appraiser (No. CGO1313395).
I have extensive experience in testifying in court or commission condemnation proceedings involving
property valuation assignments as either the appraiser or the appraisal reviewer. I am experienced in
providing litigation support in acquisition matters.

To comply with the Instructions to Consultants on page 4 of the RFP, the following is included
in this proposal:
a. Company history and experience relating to the services required by the City.
Bonnie Roerig & Associates, LLC is a full–service real estate appraisal and value consultation firm
that has been active in the Denver metropolitan area and throughout Colorado for 46+ years. The
company presently consists of the owner, Bonnie D. Roerig, MAI, AI–GRS; associate appraisers
and researchers; office and business manager, and a full–time computer system/information
technology manager.
The firm’s relevant experience was and is as an appraiser for municipal or governmental entities,
quasi government agencies, and private property owners. The firm has undertaken a broad base
of appraisal and appraisal review assignments, including services performed for various private
clients and local, state and federal governmental entities, as well as quasi–governmental bodies.
The scope of services provided includes valuations of income–producing properties for financing
purposes, construction packages, eminent domain, value in use, special purpose properties,
economic feasibility studies, vacant land, and partnership or corporate needs.
Bonnie Roerig & Associates, LLC is a Limited Liability Company. There are no partners or
associates. Bonnie D. Roerig is president and owner. The tax status of the company is as a Sub–S
Corporation.
The firm’s location is in the Centerra building at the northeast quadrant of Interstate Highway 25
and Colorado Boulevard; 1873 S. Bellaire St., Suite 1222, Denver, CO 80222–4359.
Our expertise is in valuation of all types of commercial properties for partial or total acquisition
as appropriate when completed on behalf of an agency or private property owner.
Appraisal review services are also a specialty of Bonnie Roerig, MAI, AI–GRS. The AI–GRS
designation is the Appraisal Institute’s General Review Specialist designation conferred on those
who have specialized education, experience and expertise in appraisal review.
b. The name of the company representative responsible for coordinating with the City. Provide
resumes of key personnel who will be providing appraisal services to the City.
Principal
1. Bonnie D. Roerig, MAI, AI–GRS (see attached resume).
By focusing on Colorado’s Front Range for more than the past 48 years, Bonnie has
gained historical knowledge of the general market and background data affecting
properties of all types.
Ms. Roerig recently completed all appraisal assignments needed for the Bus Rapid
Transit system in Ft. Collins. She has worked on a number of pipeline and road corridor
projects. Much of the corridor valuation work has been done to “Yellow Book” and
Uniform Act provisions and regulations.
Ms. Roerig is the only member of the firm responsible for coordinating with the City
Employees and Associates
2. Sharon Rahn, Associate Appraiser (see attached resume).
Sharon began in real estate appraisal in 1985 as a staff appraiser with Empire Savings
and Loan Association in Denver. Sharon became an associate appraiser with Bonnie
Roerig & Associates, LLC in September 1994. Since that time, Sharon has participated
and assisted with the firm’s complex assignments, including those for eminent domain
and for other types of litigation. Sharon is a practicing affiliate of the Appraisal
Institute.
3. Mary Agnew, office and business manager.
Mary joined the team in May 1989 and is responsible for all aspects of office
management, business management, and coordination for Bonnie and other staff
members relative to property inspections, travel, and meetings. Mary is also
responsible for accounts receivable, accounts payable, payroll, and company
accounting.
4. James P. Konzak, IT manager.
Following a 12–year career in the aerospace industry, Mr. Konzak joined Bonnie Roerig
& Associates in September 1991 with full responsibilities for all technology used by the
firm. Mr. Konzak custom–builds the firm’s desktop computers and does computer
installation, configuration and set up, manages the hardware and software used by the
company, trains the staff, and is responsible for all levels of backups including on–site,
off–site, and cloud–based computing. Both Ms. Agnew and Mr. Konzak participate in
report production as needed.
5. Lisa Roberts, Associate Appraiser.
Ms. Roberts is a Colorado General Certified appraiser, capable of independent analysis and
report preparation. Ms. Roberts maintains her own appraisal firm based in Grand Junction,
Colorado. She is available to participate with Bonnie Roerig & Associates on an as–needed
basis. Lisa is independently included on the CDOT approved appraiser list and is qualified
to value property and property rights for partial or total acquisition consistent with
applicable city, state and federal requirements as appropriate. Lisa and Bonnie Roerig &
Associates, LLC have worked together on many appraisal projects for approximately 8
years including rail corridor assignments.
All appraisal reports will be signed solely by Ms. Roerig acknowledging significant professional
appraisal assistance of others as appropriate and necessary per USPAP. All appraisal reviews will
be done solely by Ms. Roerig. Subconsultants will be assigned specific tasks in their relative related
fields should that information be needed. It is not anticipated than any portion of the services
under the RFP will be subcontracted with the exception of specialty subconsultants such as sign
appraisers or personal property values. There is no anticipated markup to be applied to
subconsultants fees. These fees would be a straight pass–through to the client and can be paid to
the subconsultant directly or paid through the invoice for the assignment from Bonnie Roerig &
Associates, LLC. Due to concerns of timeliness, direct payment of the subconsultant might be
preferable.

Appraisal and appraisal review assignments for RTD began in 1974 and continue to
the present time. Most recent assignment involved two remnant properties for sale
purposes following partial acquisition for A–line rail corridor, DUS to DIA.
d. Show all course work taken by your key personnel in real property appraisals, legal and related
fields.
All course work taken by the principal and all key personnel is shown on the
accompanying summaries of experience and qualifications.
e. Information regarding the extent of previously provided “litigation services” provided by your
key personnel including the number of cases that they have provided expert testimony with the
past three years.
This information is provided for Bonnie D. Roerig, MAI, AI–GRS in the accompanying
summary of experience and qualifications. No other key personnel are qualified to
provide testimony or any litigation services beyond participating in the valuation
process.
My experience with litigation testimony began with my first qualification as an expert
witness in 1974. Since that time, I have testified on behalf of both agencies and
property owners many times and I have been successful in building up my litigation
support practice with regard to appraisal and appraisal review services. I have also
been engaged to assist legal counsel in eminent domain matters including as a
rebuttal witness and as litigation consultant.
Outcomes of eminent domain litigation are not in the hands of the expert witnesses,
but testimony given is relied upon by the trier of fact in making their determination
of compensation for the property and/or property rights acquired. Toward that end,
my experience has been generally positive.
The balance of the information requested in this paragraph is confidential or not
publicly available.
f. Adequacy of firm to provide sufficient experienced technical and support personnel for the
appraisal services to be provided under this proposal.
Bonnie Roerig & Associates is fortunate to have a full–time, in–house Information
Technology department, headed by Mr. James P. Konzak (see separate qualification
summary for Mr. Konzak).
The firm is also extremely fortunate to have Ms. Mary Agnew whose over 29 years of
full–time experience as the office and business manager for Bonnie Roerig &
Associates have provided her with the background knowledge to assist with and
support all of the services provided by the firm.
g. Estimated time to complete each appraisal once work order has been executed.
Completion times typically are between 30 and 60 days depending on project
requirements, however, the answer depends upon the nature of the property to be
appraised, the nature of the property and/or property rights to be acquired, the
availability of background information such as title commitments, final plans and legal
descriptions and owner contact information.
h. Your most recent cost breakout, on a per appraisal basis, for partial take appraisals and total
take appraisals.
Professional appraisal fees vary depending on project requirements, however, the
answer depends upon the nature of the property to be appraised, the nature of the
property and/or property rights to be acquired, the availability of background
information such as title commitments, final plans and legal descriptions and owner
contact information. Recent total appraisal fees have ranged from $2,500 to over
$6,000 illustrating the impact of these and other factors of difference.
Typically, partial acquisitions require more time, analysis, and expertise than total
acquisitions, but more important is the question: what kind of property is involved?
Where is it located? What are its unique characteristics such as floodplain/floodway,
size, shape, zoning, and improvements?
Bonnie Roerig & Associates, LLC develops individual fee estimates for each property
in each project taking these factors into account, based on hourly billing rates for each
member of the firm that will be involved in the assignment. If the project involves
appraisal review, only Bonnie Roerig, MAI, AI–GRS is qualified to perform the
assignment, i.e., all of the time will be billed at her hourly rate (see appraisal proposal
cost sheet, p. 6 of the RFP).
i. Provide an electronic copy of one (1) appraisal report performed by your key personnel of their
most complex acquisition appraisal using the Colorado modified before and after rule.
Please note that while all of the members of Bonnie Roerig & Associates, LLC
participate to greater or lesser degrees in all of the firm’s projects, I am the sole party
responsible for all assignment results.
In response to the request of this RFP, two appraisals of complex assignments have
been provided. One was completed on behalf of a condemning authority in 2011 and
one was completed on behalf of a property owner more recently. Under the Uniform
Standards of Professional Appraisal Practice (USPAP), the identity of the intended
user cannot be allowed to affect development of the assignment results. It was
thought that these two reports taken together would best represent the firm’s
experience and capabilities.

E. PROPOSAL COST SHEET

G. VENDOR STATEMENT
Vendor hereby acknowledges receipt of the City of Fort Collins Request for Proposal and acknowledges
that it has reads and agrees to be fully bound by all of the terms, conditions and other provisions set forth
in the RFP. Additionally, Vendor hereby makes the following representations to City:
a. All of the statements and representations made in this proposal are true to the best of the
Vendor’s knowledge and belief.
b. Vendor commits that it is able to meet the terms provided in this proposal.
c. This proposal is a firm and binding offer, for a period of 90 days from the date hereof.
d. Vendor further agrees that the method of award is acceptable.
e. Vendor also agrees to complete the proposed Agreement with the City of Fort Collins within 30
days of notice of award.
f. If contract is not completed and signed within 30 days, City reserves the right to cancel and award
to the next highest rated firm.

The company was involved in many of the properties that were acquired in part or in full by the City and
County of Denver for development of the new Denver International Airport. The firm completed several
valuations for the Southeast Corridor. (T–Rex project) and is now under contract to provide review
appraisals for Regional Transportation District’s FasTracks project, in compliance with Federal (FTA)
regulations, the Uniform Act, and “Yellow Book” guidelines. The firm is currently involved in valuation of
a segment of Highway 550 between Durango and the Colorado/New Mexico state line for widening and
improvement purposes. Appraisals for number of road other widening projects have been completed for
CDOT through many years. The firm was engaged to provide appraisal services to the City of Ft. Collins for
its Bus Rapid Transit (BRT) project which is now successfully completed and opened.
The company has had extensive experience in the appraisal of properties for various governmental
agencies including GSA, with particular focus on cost/benefit studies, fair rental studies, market and
feasibility analyses. Recent assignments have involved pipeline corridors for Xcel Energy and for
ConocoPhillips.
Bonnie Roerig & Associates, LLC provides extensive appraisal and appraisal review services to a variety of
private clients, including a private asset–based lender who relies exclusively on the firm in the lending
process for multimillion dollar loans. This client is currently extremely active in financing properties for
legal marijuana grow, dispensary, and retail MMJ medical and recreational use in Colorado.
The firm is located in the Centerra Building at the intersection of Interstate Highway 25 and South

Bonnie D. Roerig, MAI, AI–GRS
Bonnie Roerig is a native of Fort Collins, Colorado, was educated in the Jefferson County Public School
system and earned a degree in Speech Arts from Colorado State University. Graduate work resulted in a
Master of Arts Degree in the interdisciplinary field of Communications, with emphasis on Speech, English
and Journalism.
She entered the real estate appraisal profession in 1970 and has worked full–time since, principally in the
Denver Metropolitan area, appraising a wide range of industrial, multi–family, and commercial real
estate, development land, and income–producing property. She was awarded the MAI designation in
1981 and the AI–GRS (General Review Specialist) in 2014. Bonnie is a Practicing Life Designated Member
of the Appraisal Institute.
The company’s appraisal assignments have pertained to eminent domain proceedings, mortgage loans,
purchase or sale purposes, estate taxation, historic and preservation easements, and IRS needs. Ms.
Roerig has been qualified as an expert witness in metropolitan County and District Courts since 1974.
Most recently, a number of her assignments have involved appraisal reviews and consultation
assignments. The company completed appraisals for the New Stapleton Airport Development office,
subject to FAA conformity and in accordance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act of 1970, and other assignments. Ms. Roerig is under contract to the Colorado
Department of Transportation to provide appraisal and review appraisal services and is currently serving
the Regional Transportation District federal reviewer for FasTracks. The firm completed appraisals for the
Southeast Corridor (T–Rex) widening and light rail extension project.
Ms. Roerig has been active in the Appraisal Institute since 1974, serving as Co–Chairman of the Candidate
Guidance Committee and as Co–Chairman of the Admissions Committee (two–year term). She completed
a three–year term on the Chapter Board of Directors and was the Chapter President in 1990. Ms. Roerig
also served as chairman of the Ad Hoc Committee which affected unification of the three Colorado
Chapters of the American Institute and the Society of Real Estate Appraisers. She is a member of the
International Right–of–Way Association and was chapter President in 2010–2011. She was appointed to
the International Valuation Community of Practice as the Region 9 representative and served as the
community’s vice chair for 2013–2014, chair for 2014–2015, and is currently a member of the COP.
Ms. Roerig began grading non–residential demonstration reports in 1984 and continues as a grader and
Capstone facilitator. Ms. Roerig was the Chair of the Appraisal Institute’s Appraisal Standards Committee
from 2008 through 2011 and was a member of the Strategic Planning Committee in 2008 and 2009. Ms.
Roerig was appointed to a two–year term beginning in 2018 to the Appraisal Institute’s Professional
Guidance and Standards Committee.
Ms. Roerig is an Appraisal Institute instructor for several courses along with Uniform Standards of
Professional Appraisal Practice (USPAP). Ms. Roerig has been an Appraisal Foundation certified USPAP
instructor, No. 44729, since 2003. She also teaches a number of Appraisal Institute seminars including the
demonstration appraisal report seminar for which she recently served as course developer. Ms. Roerig
was awarded the Distinguished Service Award in 1996 by the Colorado Chapter of the Appraisal Institute.
In March 2005, Ms. Roerig became the first recipient of the Helen C. Peck/Frances Reisbeck Memorial
Award of the Mile High Chapter of the International Right–of–Way Association. In 2007, Ms. Roerig was
the recipient of the Vic Ramer Memorial Right of Way Professional of the Year Award. In 2009, Appraisal
Institute President Jim Amorin presented Ms. Roerig the President’s Award for lifetime achievement.
The governor of Colorado appointed Ms. Roerig to a three–year term on the state’s Board of Real Estate
Appraisers in 2017.
