addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Section V(4) of the RPF states the proposer is to include an “additional detailed proposal for
2017 Battalion Chief Assessment.” Would the City prefer one proposal outlining processes
for the ranks for Fire Captain and Fire Battalion Chief, or two separate proposals?
Please structure your proposal in the manner you feel most effectively presents
your processes for both assessments. We are looking for detailed process
descriptions for each rank. If there would not be any variations between the
main proposal description of the Battalion Chief process and your approach to
the 2017 planned Battalion Chief Assessment, there is no need to prepare a
second proposal.
2. The RFP requests proposers to include an overview of the organization’s philosophy and
approach to Sustainability. How does the City incorporate this into contract award?
The City of Fort Collins is a recognized leader in the sustainable purchasing
arena. The City strives to systematically, creatively, and thoughtfully utilize
environmental, human, and economic resources to meet our present needs and
those of future generations without compromising the ecosystems on which we
depend. Therefore, we encourage others to analyze and pursue their own
sustainable practices and policies.
With respect to responses to this RFP, sustainability is not part of the proposal
evaluation criteria (see page 6 of the RFP for proposal review and assessment
criteria). However, we would still like your proposal to include a brief overview
of what sustainability means to your organization.
3. Does the PFA Personnel Rules & Regulations and Policies define exam content, exercise
weightings, etc.?
No. Our Rules and Regulations state:
3.22.1 Applicants will be selected for the promotional eligibility list based
upon their qualifications as determined by examinations and/or other
screening processes or combination of such processes, as determined at the
discretion of the PFA. Examinations may include but are not limited to
written tests and oral tests. Other types of screening processes may include
evaluation of past performance, references, education, training and/or
experience.
4. Are the dimensions outlined set forth by department policy? If so, are all dimensions required
to be measured in all exam exercises? Is there flexibility to score dimensions appropriately
as indicated by the job analysis?
Dimensions are not outlined by policy. There is flexibility in scoring.
5. When was the last time a job analysis was performed for each rank?
The job description is reviewed and updated as needed prior to each
assessment.

6. Is there a written exam for the rank of Fire Captain and/or Fire Battalion Chief? If so, is this
exam a hurdle to move forward to the assessment center?
Any past written tests have been a portion of the assessment provided by the
vendor.
7. Historically, how many candidates have participated in the assessment process for each
rank?
Roughly 10-15 for Captain and 3-6 for Battalion Chief.
8. Is there a preferred format the City would like the Proposer to provide costing in?
No.
9. Which Provider did the City/Department contract with for the previous contract period?
Donnoe and Associates

Yes
b. What was the previous contract value for similar services provided for each rank?
$12,000
c. When were the last processes conducted for each rank?
Captain assessment in 2017 and Battalion Chief assessment in 2016.
10. Has the City/Department ever been involved in litigation regarding its promotional
processes? If so, will you provide details?
There has been no litigation.
