Fort Collins is no longer purchasing Type 2 transformers because most maintenance situations require Type 1 bushing heights.  Updated all references from ANSI to IEEE standards. The standards development process utilized by IEEE is approved by ANSI, so they do not explicitly place their name on each standard anymore.  Eliminated “Not Used” sections.  Updated references to IEEE C57.12.25, which is no longer active, to now reference IEEE C57.12.38 and the corresponding sections and figures within the new standard.  Added IEEE C57.12.37 – Electronic Reporting of Distribution Transformer Test Data as a reference standard. Amended section 5.1.2 to include details for the application of IEEE C57.12.37.  Added “Operation Test” to the required design tests contained within C57.12.28 to Section 3.1.3.2.  Added section on DOE Energy Efficiency Requirements.  Amended section 3.2.2.4.3 to require that locking nuts be provided on all low-voltage line and neutral terminals. Adam Bromley Kraig Bader 4/3/2013 REV. SYM: HH 3 368-120  Amended section 3.2.2.6.6 to specify a pressure relief device that includes detection and indication of internal transformer faults. The approved device is manufactured by IFD Corporation.  Moved and updated section on Losses (now Section 4) to include new required information to be submitted by manufacturers during the bid process. Additional information to be supplied includes expected winding’s stray losses and losses associated with auxiliary devices such as fuses, breakers, switches, etc. Also updated Special Conditions and Supplemental Instructions to Bidders with new required losses information.  Removed General Electric as an approved manufacturer and added Central Moloney to the Conditionally Approved Manufacturers list.  Deleted Individual Transformer Loss Evaluation Form. Typically, orders include more than one unit and the average form is used. Fort Collins Utilities has always and continues to reserve the right to calculate losses and assess penalties individually, if favorable to Fort Collins Utilities.  Added Special Conditions and Supplemental Instructions to Bidders to the end of this specification. Previously, this had been submitted to Bidders separately. This merge helps to maintain consistency among transformer specifications. REVISION HH  Updated section on DOE Energy Efficiency requirements with new 2016 standards.  Updated “TANKS” section to include applicable sections from IEEE C57.12.38 instead of the archived version of this standard, C57.12.25.  Added stock numbers and requirements for single phase transformers constructed with stainless steel tanks.  Added IEEE C57.12.29 – Enclosure Integrity for Coastal Environments as a reference for the stainless steel constructed transformers.  Added requirement (3.2.2.16) for secondary voltage to be stenciled or painted onto the front face of the accessory cabinet. This label shall be permanent.  Updated date on specific references to sections within C57.12.37 from 2006 to 2015 revision.  Moved Central Moloney from Conditionally Approved to Approved Manufacturers list. CM has produced satisfactory single phase padmounted transformers for us.  Removed 368-120-155 from Table 1 as it is no longer purchased as a preferred option and was removed from specification as part of revision GG. Load loss tests shall be performed and reported on all units regardless of whether or not a record of such tests is available on duplicate units. Loss evaluations and loss costs will be based on the values shown in the “Special Conditions and Supplemental Instructions to Bidders.” Transformers will be evaluated on excitation losses and I2R losses at the specified rates. If tested losses exceed quoted losses but are within the tolerances of paragraph 9.3, IEEE C57.12.00-2010, the additional cost incurred from the differential of losses will be calculated using the following equation and the above specified rates and will be deducted from the original Purchase Order or back charged to the manufacturer. In Table 18 and the following equation “Units” shall mean “Transformers of the same size and design on one order.” Excess loss $ = [No. of units] [(No Load Loss Evaluation $) (Avg. No Load Losses – Quoted No Load Losses) + (Load Loss Evaluation $) (Avg. Load Losses – Quoted Load Losses)]. If this equation results in a negative number no credit will be given the Supplier. If any unit or units exceed the tolerances of paragraph 9.3, IEEE C57.12.00-2010, that unit or units shall not be shipped without express permission from the City. If accepted, the deduction for excess losses will be based on the following equation: Excess loss $ = (No Load Loss Evaluation $) (No Load Losses – Quoted No Load Losses) But Not Less Than Zero + (Load Loss Evaluation $) (Load Losses – Quoted Losses) But Not Less Than Zero. Quoted losses submitted by manufacturers shall include the following:  No load losses  Full load losses – it shall be clearly stated whether this number includes the winding’s expected stray losses and losses associated with auxiliary devices  Winding’s expected stray losses related to quoted transformer design  Losses associated with auxiliary devices such as fuses, breakers, switches, etc. All quoted loss values shall be corrected to a reference temperature of 85˚C. Quotations submitted during the bid process without the required losses information shall be deemed unresponsive and are subject to rejection by the City of Fort Collins. 5 QUALITY ASSURANCE 5.1 GENERAL 5.1.1 RESPONSIBILITY FOR INSPECTION Unless otherwise specified, the vendor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the vendor may utilize his own facilities or any commercial laboratory acceptable to the City of Fort Collins Utilities. Maximum coarse aggregate size 1 1/2 inches. Space requirements for pad and primary switching cabinet will generally be 9' X 12'. Factors to be considered in locating the pad include - 1. Accessibility - The transformer pad shall be accessible to line boom trucks equipped for the installation and removal of heavy transformers. Such accessibility shall not require intrusion on adjacent property. 2. Proximity of Buildings, Walls, Barriers, and/or Overhangs - In addition to the clearances required for installation and removal, the minimum clearance in front of the transformer pad shall be eight (8) feet and the minimum clearance from all other sides shall be two (2) feet. If the building has an overhang, clearance to the edge of the transformer pad shall be measured horizontally from the outer edge of the overhang. Transformers through 300 KVA may be installed under the overhang if the vertical clearance between the pad and the overhang is at least 25 feet and the location is accessible to line boom trucks. 3.
