The system includes Scheduling, Paratransit, Capital Planning, Repair Tracking, Incident Management, Report Moduling, Customer Access, Dashboards, Notifications, Bus Tracking, and more. Pursuant to Municipal Code Sec. 8-186 no contract shall be made for a period longer than five (5) years. The request for the sole source exemption is for the annual maintenance and software services provided by Trapeze/Trip Spark. Justification: Because the original software system purchase from Trapeze/Trip Spark, the best option for annual software service and maintenance is provided by Trapeze/Trip Spark. They design, develop, upgrade, and maintain their systems. As a result, there exists only one (1) responsible source to provide the ongoing maintenance for the software. Exception to Competitive Bid or Proposal Rational: In accordance with Code Section 8-161(d)(3), the City Manager is authorized to approved exceptions less than $200,000. Code Section 8-161 (d)(1) a. There exists only one (1) responsible source. Recommendation: Recommend approval of an exception to the use of the competitive bid or proposal in accordance with City Code Sections 8-161(d)(1)(a) and 8-161(d)(3) which authorizes the City Manager to approve exceptions less than $200,000. Further recommend use of this approval, as authorized by City Code Section 8- 161(d)(4), as the basis for negotiating additional annual maintenance and software services from Trapeze/TripSpark for up to four additional one-year terms extending through May 2024.
