Scope of Work Service Provider shall provide the customization and ongoing licensing instance of Fort Collins in the Green Building Registry (GBR). Additionally, Utilities and Service Provider intend to provide real estate professionals and other consumers with the awareness and knowledge of the value of high performing energy efficient building features and renewables along with the information available in the Multiple Listing Service (MLS). Service Provider shall provide services to meet the tasks outlined below. Task 1 - Customize an instance of the GBR as the database for Fort Collins • The GBR must be able to connect to a variety of data sources • Utilizing the GBR, data will be gathered via API (when available) and through standardized .csv template uploads into the system in order to inform the creation of the EPIC certificate. Specifically, GBR already has the capacity to import data using the DOE’s HES API and the RESNET’s HERS API. • Provision for direct import of records into the GBR • When API systems are not available from a data source the integration of data will use the aforementioned system of .csv data upload into GBR through an administrative login in the system. • Ability to auto-populate data into the IRES MLS System • Service Provider will engage with IRES, the MLS system that serves Fort Collins, to secure an agreement for integrating the RESO compliant data related to the Fort Collins GBR program to flow through the GBR API directly to the MLS. This process requires IRES to integrate an IT solution that would allow realtors to simply click a button to pull data from GBR into their listing in IRES. • The GBR will allow individual homes to be toggled public/private • The GBR has a public/private button built into the workflow process City Staff may select “public” or “private” buttons to indicate whether or not the homeowner has agreed to release their home data. On the backend, the GBR tags the data appropriately based on the state selected by the City Staff. It is up to City Staff to process any City data release paperwork with the homeowner and send it to the City for storage. If the City were to discover there was not a sufficient release from a homeowner, or an incorrect indication as to the state of the data, City staff can easily login to the admin side of the GBR and change the state of the data from public to private, and vice versa at any time. • The database will provide a mechanism for City Staff or administrators to toggle and make the score public or private. • Service Provider will assist in promoting and advertising the GBR as a central location that will be relevant to Fort Collins stakeholders. Task 2 - Development and generation of EPIC certificate • Service Provider will generate a workflow process for retrieving the below data that aligns with existing systems maintained by Utilities and Platte River Power Authority (PRPA). • This task is primarily the merging of two streams of data. One is the data from HES assessments and the other is the data from the utility incentive process. Service Provider will leverage the workflow process created within the GBR in order to verify data collected during the Efficiency Works assessment and rebate process and utilize it to create pre and post improvement EPIC certificates that serve as a homeowner record for the home upgrade process. • Service Provider will work with City Staff to finalize the design parameters for its EPIC certificate and a similar certificate for annual Efficiency Works Homes (EWH) customer contact. • Service Provider will work with City Staff to create the EPIC certificate that both align with the EMPRESS designed standards and the needs of the GBR program for both initial assessments and final assessments that capture program installations. Final certificate templates will be approved by Utilities Marketing and Communications department. • Service Provider will generate each EPIC certificate, which will include the following data: (iEnergy data from PRPA, HES data, Solar PV data, HERS® ratings, utility rate data) • The GBR will utilize validated data gathered by the Efficiency Works staff both through the Home Energy Score database (API) and the iEnergy database (.csv or API) to capture any relevant home data related to green certifications, HERS ratings, Home Energy Score data, solar data or other data sources that become available over time. • Service Provider will be able to regenerate EPIC certificates mapping the latest available. • The GBR will generate an EPIC certificate “on the fly” every time the permanent URL is visited. This will enable the EPIC certificate to always be updated with the latest data. All available and known data types at the time of EPIC certificate generation will be noted both on the EPIC certificate as well as in the GBR data record accessed through the permanent URL. • EPIC certificates will be hosted in the GBR along with other regionally-relevant scores and certificates. • The EPIC certificate will be clearly listed as a unique form of documentation alongside the other verified home data that is stored in GBR for any given address in Fort Collins. The GBR system utilizes proprietary technology that leverages a permanent URL address to generate scorecards at the time the URL is clicked. This allows scorecards to be generated throughout time utilizing the latest utility rate data for the greatest accuracy. GBR will use the DocuSign Envelope ID: E85A6B50-8C5B-493F-93DD-3D8D058B760F Utilities Work Order Form Official Purchasing Form Last updated 10/2017 same system to generate EPIC certificates which will be cataloged using a unique ID matched to the address and the associated permanent URL. • After an EPIC has been generated, the GBR will provide a method for distributing the EPIC certificate (and the URL) to both the City and the customer in an organized manner. • Once City Staff have finalized an EPIC certificate it will be available on the GBR with a unique URL link that can be shared via email. This creates 24/7 access to the EPIC certificate that can be achieved by the public search at us.greenbuildingregistry.com, public map at https://map.greenbuildingregistry.com,or via the API for MLS systems if the record is public. If the record is private City Staff can download a copy of the certificate and provide it directly to the customer. • The EPIC URL will be provided to the City for import into CityDocs or other • GBR will create a custom report that can be downloaded as a .csv (in lieu of an API connection with CityDocs) and then imported monthly into CityDocs by an admin user to maintain data alignment between the systems. • Service Provider generation of initial and ongoing certificates • Utilities currently has approximately 1,300 initial Home Energy Scores that the services provider will work to generate to pre-populate the registry. Only a subset of these residences have completed partial or complete home efficiency projects. The provider will continue to populate new participants on a regular basis throughout the remainder of the program year. Task 3 - Real estate and energy efficiency contractor trainings, and professional accreditations and networks • Develop training curriculum based on the following modules and topics: • Service Provider will leverage existing curriculum and develop new content to create 2 one-hour training modules, as described below, that will be delivered via in person trainings (or webinar trainings if preferred) as coordinated with City Staff. Utilities will have the opportunity to provide curriculum feedback and revision requests. Utilities will retain all rights for both modules. Module 1 - EWH program alignment with existing rebate and incentive offerings: energy efficiency upgrade opportunities, features and benefits. The general purpose is for educational awareness of the alignment of Utilities energy efficiency and real estate transactions. (1 hour) Module 2 - EPIC scorecard features and benefits, and energy efficiency sales/marketing. (1 hour) • Service Provider will also provide training opportunities for energy efficiency contractors to develop working relationships with real estate professionals and gain skills in promoting energy efficiency. • Course work providers shall provide standards and alignment with existing EWH contractor network (provided by EWH program administered by PRPA). DocuSign Envelope ID: E85A6B50-8C5B-493F-93DD-3D8D058B760F Utilities Work Order Form Official Purchasing Form Last updated 10/2017 • Provide marketing toolkit for Realtors • Service Provider will provide marketing messaging, email blast, course page, social media and flyer templates as promotional tools that can be utilized by Service Provider, Utilities, and relevant stakeholders. • Service Provider will design and deliver accreditation logos and messaging for an EPIC certificate designation for real estate agents, lenders, contractors and appraisers that increases awareness and promotes benefits of EWH program. • Deliver two (2) in-person trainings targeting real estate agents, appraisers, energy efficiency contractors, and lenders. • Service Provider will deliver trainings approved for realtor CE in Colorado. The goal is to engage 20 participants per training (total of 40 participants) with networking opportunities. • Administer post-training course evaluations. • Evaluations collected will demonstrate: o Trainer and curriculum approval ratings, o Increased awareness of EPIC Scorecard and EWH programs, o Increased rates of referring clients to EPIC and EWH Programs, o Additional opportunities for improgment o Interest level in adding RESO green fields to IRES o Testimonials that can be leveraged by program • Utilities offers the opportunity for real estate agents, contractors, lenders and appraisers to earn an EPIC (or alternatively named) designation. • A variety of professionals (minimum of 5) will be able to differentiate themselves in the market by promoting their EPIC designation and expertise to consumers, lenders and each other, as well as advertising the benefits of EWH program. • Additional tasks to be performed by Service Provider • Service Provider will process participant registrations, provide confirmation emails, reminders and clear instructions for attendance, administer and delivering trainings, and assure satisfactory participation. • Service Provider will earn continuing education (CE) course approval for real estate agents and appraisers with Colorado state licensure boards and deliver certificates of attendance and CE reporting • Service Provider will perform typical coordination efforts with the local Fort Collins Board of REALTORS®, IRES multiple listing service, real estate groups, title companies, and others to promote and/or host trainings. • Service Provider has identified a key local real estate professional, James Mitchell, with appropriate energy efficiency knowledge to instruct the trainings under the direction of the Utilities Project Manager. Up to two train the trainer sessions (via webinar; 1 hour each) will be provided to support their delivery. • Interested contractors will be included in this network to encourage cross- promotion between real estate professionals and energy efficiency contractors.
