HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 91908515/8/19 April 16, 2019 Battalion Chief Gary Nuckols Poudre Fire Authority 102 Remington St. Fort Collins, CO 80524 Re: PFA Training Prop Dear Mr. Nuckols, Please accept this letter as our formal fee proposal for providing Poudre Fire Authority (PFA) with those architectural and engineering services for the new Training Prop at the Training Center in Fort Collins, Colorado. The services to be provided are for engineering, entitlement and building permit services through Larimer County. The construction budget for this project, less the prop is assumed to be approximately $350,000.00 Scope of Work Belford Watkins Group, LLC proposes to provide the Poudre Fire Authority with those Schematic Design through Construction Document architectural and engineering services necessary to construct and grade the new building pad, drainage and paving improvements for the new training prop that has been scheduled to be provided by a separate vendor. The Vendor will be required to meet all required building code requirements as well as structural and wind loading for the 2018 building code in Larimer County. In addition to the project management and architectural services on the project, this proposal also includes limited structural, civil and minimal landscape (less irrigation) design services and entitlement processing assistance. The program for these services will specifically include: Architectural Scope:  Serving as liaison and main point of contact between the County, General Contractor and engineering consultants.  Coordination of BWG’s consultant’s design efforts  Providing attached scope of services for the County Site Planning requirements  Land Use Code review  Project narratives  Site data  Code requirements for Land Use Code only  Review and Response to County and outside reviewing agencies comments  Administering the contract during construction  Processing and approving Requests for Payments and Change Order Requests  Review of submittals and distribution to engineers and Owner for review  Visiting the site at regular intervals to observe the progress of the work and to confirm that the Work generally conforms to the requirements of the drawings and specifications. Structural Scope: Belford Watkins Group Architects ARCHITECTURE INTERIORS PLANNING 425 West Mulberry, Suite 207 Fort Collins, CO 80521 (970) 407-0070 www.bwgarch.com  The building is anticipated to be founded on a mat slab. Martin/Martin will provide the structural design for the slab using forces provided by the pre‐engineered burn building supplier. Martin/Martin will provide up to four (4) anchorage details for the connection of the pre‐engineered burn building to the mat slab using forces provided by the pre‐engineered burn building supplier.  As discussed at the site meeting noted above, there is no concern for building damage due to vertical movement or differential settlement such that the slab can be shallow (need not extend below frost level). Presumptive soil values allowed by the IBC will be used for design of the mat slab. It is assumed the foundation drawings for the Project will be issued as an integrated single package for bidding.  All other elements including stairs/ladders, mezzanines and miscellaneous walls are expected to be designed by others. Site walls, retaining walls and substantial curbs are not anticipated.  Construction administration services, such as review of rebar shop drawings and responding to RFIs, are included in the scope of services.  Two (2) design team meetings outside of our office. A minimum of (1) and maximum of (2) visits to the project site during the construction phase to observe the building structure are included. Special inspections or testing are not included.  Consulting with entities performing cost estimating and review cost estimates as it pertains to structural systems. However, cost estimating services are not included in the structural scope of work. Civil Scope:  Attend up to four (4) team coordination meetings.  Attend preapplication meeting with the County.  Gather, review, and document relevant design data from the Owner, surveyor and Larimer County for the site and adjacent properties as required.  Prepare existing base map files from survey files for use by consultant team.  Prepare proposed base map files based on site plan and building layout provided by architect / planner.  Prepare Final Construction Plans.  Includes Cover sheet, Notes, Existing Conditions and Demolition Plan, Horizontal Control Plan, Grading, Drainage & Sediment/Erosion Control Plan, and Details.  Prepare Final Drainage Letter.  Coordinate with other consultants to obtain information required for submittals.  Coordinate and attend meetings with regulatory agencies to negotiate and/or clarify agency requirements.  Assist with the project submittals. Bidding and Construction Administration  Two (2) hours of shop drawing review.  Two (2) hours of response to Requests for Information (RFIs). This service does not consist of owner requested field change orders.  Four (4) hours of site visits. Site visits are for general conformance of construction to the contract documents and do not include construction inspections.  Lot Grading and Detention Certifications as required by the County  As‐built survey to be provided by others. Proposed Fees Poudre Fire Authority shall compensate Belford Watkins Group, LLC for the work described above in the Scope of Work section of this proposal on a not to exceed basis. Reimbursable expenses which are anticipated for the project including postage, and printing will be billed on an incurred basis in addition to the base fee. Printing for bid sets will be produced by the Owner. Proposed fees for the above design services would be as follows: Architectural Design Services SD thru CD $12,000 Burn Building Design Consultant Design Phase N/A Construction Phase N/A Civil Engineering $ 16,500 Structural Engineering $ 3,400 Electrical Engineering $ 3,000 Landscape $ 3,500 Surveying $ N/A Geotechnical $ N/A, Reimbursable Expenses Belford Watkins Group $ 2,100 Total $40,500 Additional Services Should PFA require other work outside the described scope Belford Watkins Group shall produce that work on an hourly fee basis in accordance with the following hourly rates listed in Attachment B. Assumption of Owner Provided Services  Geotechnical Study  Construction drawings of training prop with adequate detail for structural  Environmental Reports  Traffic Studies  Utility and Development Fees  Quality Testing and Special Inspections during Construction  Fire Flow analysis of on‐site or site adjacent fire hydrants  Investigative potholing of utilities  Topographic/Design Survey  Final Plat or Easements Clarifications  Should commencement of services for any of the sections of services outlined above be delayed for a period longer than 6 months, BWG reserves the right to re‐negotiate fees for those specific services.  Cost estimating is assumed to be provided by the Authorities General Contractor selected for Poudre Fire Authority projects.  Basic Services do not include design of photovoltaic, wind generation, solar thermal or geothermal systems.  Basic Services do not include design of traffic signals.  Basic Services do not include lightning protection system design  Basic Services do not include design of retaining walls over four feet in height  It is assumed Water and Sewer services to the site are adequate to support this development and no additional offsite system upgrades are required.  The procurement of any off‐site easements or rights of way (or permissions for vacations) is the responsibility of the owner/client  Topographic Survey shall be provided by a separate contract with the Owner.  Platting and other legal survey services shall be provided by the Owner, if required.  Onsite or regional storm drainage infrastructure.  Sanitary sewer or domestic water utility mains or services.  Tank or cistern type fire suppression system.  Improvements to West Vine Drive.  Negotiations regarding any offsite easements.  Preparation of technical construction specifications.  Services to acquire permits or approvals from additional regulatory agencies not included within the Scope of Services.  Preparation of design documents for off‐site improvements not included in the basic services.  Separate or independent civil engineering construction documents for the Construction Document (CD) and Larimer County process submittals.  Revision of documents based on changes in jurisdictional requirements, or changes in design direction for regulatory agencies after the commencement of work.  Revision of documents based on extensive site plan changes occurring after the completion/approval of Design Development documents.  Preparation of documents required for LEED submittals.  Presenting at Planning Commission, City Council Meeting, or Neighborhood meetings.  Onsite or offsite easements for utilities, emergency access, or drainage. United Civil can provide initial layout for required easements, but subsequent easement exhibits, and descriptions must be prepared by a Licensed Land Surveyor. Negotiation with property owner’s regarding the establishment of easements for utilities and drainage.  Services not provided by United Civil Design Group but required for the project. Such services may include surveying, planning, site and landscape design, lighting plans, geotechnical engineering, traffic engineering services, and legal services. It is expected that the Client or Owner will contract for these services directly with the provider.  As‐built survey.
