Project Description
As of January 4, 2019, the Willow Street Improvements project has been converted from a traditional design bid
project to a construction manager/general contractor (CM/GC) project. The purpose of this change is to get a
qualified Contractor on the design team to help assist with the final design, phasing, and construction sequence for
the Willow Street Improvement project. Currently, there are two private developments in the area that will be
under construction at the same time as this project.
Interwest with assistance from the Team (BHA Design and Larsen Structural Design) will coordinate with
Engineering to complete 75% design level plans, specifications, and bid tabulation which will be included in a
Request for Proposal to find a qualified CM/GC for the Willow Street Improvements project. Once that is
complete, the team will move forward with the 90% Design Level Plans, Specifications, and Cost Estimate.
These 90% Design Level Plans will incorporate all comments received during the October 2018 FOR Design
Review Meeting. After a qualified Contractor is under contract the design team with work with them and
Engineering to complete Final “For Construction” Design plans and documents for this Willow Street
Improvement project.
There will be no CDOT processes required. The City of Fort Collins will provide any additional surveying and
utility coordination needs for this project. Coordination with the Art in Public Places and the two developers are
anticipated and included with this project. No Geotechnical, Potholing, or Environmental services will be
included with this scope of services. As requested by the City, we will prepare plans on 11” x 17” size sheets.
The Work Order will be an hourly-not-to-exceed contract.
Scope of Work
The following tasks will be achieved as part of the Interwest Team Scope of Work:
75% Design Level Plans, Specifications (CDOT Format) and Bid Tabulation
Final Drainage Memorandum and Erosion Control Report
Railroad PUC Application & Graphics
90% Design Level Plans, Specifications and Cost Estimate
Final “For Construction” Plans signed and stamped, Specifications and Final Cost Estimate
Exhibits and Request for Information Details for the selected Contractor
Project Coordination & Meetings with Stakeholders, City Personnel, the Contractor, and current Willow
Street developers (Assumed 2 meetings per week for 6-month design period)
Following is a detailed explanation of each key team member’s responsibility on this project:
Landscape Design:
BHA Design (BHA) will provide the landscaping and mitigation needs for this project. Urban design elements
within the project limits will reference and compliment the Downtown River District Streetscape Report, the
Willow Street Improvements 2015 Conceptual Design Report, other city approved master plan documents, and
planned public art.
BHA will complete the tasks listed above with the following understanding and assumptions:
1. BHA is responsible for preparation of urban design and landscape related plans, details and specs.
2. BHA will be responsible for preparing special provision sections for urban design and landscape features
(Standard format).

3. BHA is responsible for preparing landscape and urban design related cost estimates.
4. BHA will forward PDF copies of documents/drawings prepared by our office to the Client for progress
submittals and bidding. Client will be responsible for printing/reproduction.
5. BHA will forward a PDF copy of the color rendered site/landscape plan to Client and the City.
6. BHA will print and mount urban design and landscape related color presentation boards for open houses
and design meetings.
7. BHA's construction drawings will be prepared using AutoCAD 2019 LT.
8. Landscape and urban design improvements will be limited to areas within the public right-of-way.
9. Improvement to the Willow Street/Linden Street intersection are not included.
10. Irrigation design services are not included.
11. Electrical/lighting design services are not included.
12. Client will provide street basemap in AutoCAD (dwg) format.
13. Railroad ROW are not included.
14. Private property mitigation plans are not included.
15. Duration of remaining design process is 6 months.
16. Grading plans are not included.
17. Signage and striping plans are not included.
18. Structural design services are not included.
19. Bidding Assistance and Construction Services are not included.
Structural Design:
Larsen Structural Design (Larsen) will provide the structural design services and details needed for the urban
design enhancements in this project corridor. Note this does not include the plaza area, that is under a separate
work order with BHA.
Lighting, Electrical, and Irrigation Design:
The lighting, electrical, and irrigation design services for the Willow Street Improvement Project will be under a
separate work order with BHA.
Civil Design Services (Interwest):
Utility Coordination and Design:
Interwest will work with the City on the utility coordination effort, working closely with the utility providers to
ensure the accuracy of the utility mapping process and to develop thorough utility relocations plans as needed.
Interwest will provide all drainage designs, including the preparation of required calculations for the roadway
storm drainage improvements. At this time, it appears a portion of the existing 8” waterline on the east side of
Willow Street will need to be relocated, a large underground electrical vault near Interstate Batteries will need to
be raised, and two painted electrical vaults in front of the Schrader’s property will need to be relocated. New
storm sewer will be required on the west and east sides of the street. There is an existing water quality device
located near the Cache la Poudre River just off Linden Street east of Willow Street. At this time, we are assuming
it will provide water quality for the project.
Roadway Design Plans and Bid Documents:
Interwest Consulting Group will be responsible for the roadway design of the project from start to finish. The
design will include alignment, typical sections, profiles, grading, and cross sections as the base scope. Interwest
will assist the City with coordinating utility relocations, lowerings and abandonments. Interwest will coordinate
all the design and documentation requirements of the team prior to releasing information for review to the City.

We will prepare a complete design that is easily reviewable and conveys the exact intent of the designer to the
contractor and construction inspector. As the lead consultant, Interwest will take full responsibility for quality
control means and methods and will not rely on the city to perform quality control reviews of the construction
documents. At this time, we are assuming all construction will be completed within the right of way.
Interwest and team will complete 75% design level plans, specifications, and bid tabulation which will be
included in a Request for Proposal to find a qualified CM/GC for the Willow Street Improvements project. Once
that is complete, the team will move forward with the 90% Design Level Plans, Specifications, and Cost Estimate.
These 90% Design Level Plans will incorporate all comments received during the October 2018 FOR Design
Review Meeting. After a qualified Contractor is under contract the design team with work with them and
Engineering to complete Final “For Construction” Design plans and documents for this Willow Street
Improvement project. Under the previous scope of work, a Drainage memo has been submitted to the City.
Interwest is waiting on final drainage comments and will address them and complete the required Erosion Control
Report. More individual tasks are identified in the fee estimate for the project.

Assumptions:
1. This project will be approved as a capital project in the right of way and will not go through a
development review process.
2. No Geotechnical Services will be included in the scope of services. The Subsurface Investigation
and Pavement Recommendations Report completed by CTL Thompson in August of 2015 will
be used for this project.
3. No potholing services will be included in this scope of services.

4. No environmental sampling will be included in this scope of services.
5. The water quality requirements for this project corridor will be based on Ayres Downtown River
District Final Design Report completed in February 2012.
6. This overall urban design feel for the corridor will include developing the Mill Race concept
which is consistent with Linden Street and sets the tone for the River District.
7. All front end contract documents for bidding will be prepared by the City.
8. The City agrees the Feeder Supply Frontage design will be held and the existing curb, gutter and
grades around the railroad crossing will not be altered.
