SCOPE OF WORK 2019 SURVEY AND GROUNDWATER MONITORING SERVICES FOR PAVEMENT DISTRESS ALONG CASTLEROCK DRIVE AND GLENMOOR DRIVE The purpose of this Scope of Work is to define the work effort by Anderson Consulting Engineers, Inc. (ACE) for the continuation of the monitoring and documentation of the differential settlement of Castlerock Drive and Glenmoor Drive during 2019. After completion of construction activities associated with the Canal Importation and Ponds Outfall (CIPO) Project, differential settlement was noted along several areas of Castlerock Drive and Glenmoor Drive. In July 2017, City of Fort Collins staff established 5 monitoring cross sections along Castlerock Drive between Avery Park and Larkspur Drive to determine if settlement of the street is still occurring. Three additional cross sections (one along Castlerock Drive north of Avery Park and two along Glenmoor Drive) were added to the monitoring program as part of ACE’s 2018 work efforts. In 2018, ACE also initiated the collection of groundwater data from the monitoring wells installed by Lithos Engineering in 2017. The eight cross section locations and groundwater monitoring well locations are shown on Figure 1. As part of this scope of work ACE will continue the monitoring of the eight cross sections and collection of groundwater data through the end of 2019 and will also develop two memorandums to document the findings of the data collection effort for 2018, as well as 2019. Brian Smith, P.E., CFM, Senior Engineer of ACE, will serve as the Project Manager for this project and will also provide quality assurance and quality control for all work conducted under his supervision. Task 1. Cross Section Survey, Groundwater Monitoring and Data Collection This task will include the collection and processing of survey data for the 8 monitoring cross sections established along Castlerock Drive and Glenmoor Drive, as illustrated on Figure 1. Collection of groundwater data from four monitoring wells along Castlerock Drive will also be conducted as part of this task. Surveys and groundwater monitoring will be conducted on approximately a monthly basis throughout 2019. Collected survey and groundwater monitoring data will be entered into the survey data spreadsheet originally developed by City staff and utilized by ACE for the 2018 data collection efforts. Task 2. Reporting and Coordination Two technical memorandums, one for the 2018 data collection efforts and another for the 2019 data collection efforts, will be developed as part of Task 2. The memorandums will document the findings and observations of the survey data collection and monitoring efforts for 2018 and 2019. Raw survey data, and a figure illustrating the cross section and benchmark locations, will be attached to the memorandum for documentation purposes. Once completed, draft versions of the memorandums will be submitted for City staff review. Comments generated from the City’s review will be addressed and final versions of the memorandums will be prepared. One hard copy and a digital pdf copy of the memorandums and associated documentation will be provided. This task also assumes some coordination time and one meeting between City and ACE staff to present and discuss the findings of the data collection efforts.
