PROJECT DESCRIPTION/SCOPE OF SERVICES: Please see attached Scope of Services
Service Provider agrees to perform the services identified above and on the attached forms in
accordance with the terms and conditions contained herein and in the Master Agreement between
the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement
and this Work Order (including the attached forms) the Master Agreement shall control.
The attached forms consisting of ten (10) page(s) are hereby accepted and incorporated herein,
by this reference, and Notice to Proceed is hereby given after all parties have signed this
document.

Dear Kyle:
Thank you for giving Ditesco the opportunity to provide engineering services for the Linden Street Renovation
project. Our attached scope of services includes preliminary design to enhance Linden Street to a convertible
street from Walnut to Jefferson Streets.
The intent of this design proposal is to provide for renovation of Linden Street enhancing it to a convertible street
that will include wider sidewalks, gathering spaces, place making and accommodate various events throughout the
year. Currently, the design phase will span from March 2019 through fall 2019 with construction planned for 2020.

Linden Street Renovations
Preliminary Engineering Design
Scope of Services
Project Understanding
The City of Fort Collins is planning a full-scale renovation of Linden Street spanning from Walnut Street to Jefferson
Street. The project is aimed at creating a convertible street that can close to multiple types of events. In 2014,
during the Old Town Square Renovations project design, the design team purposefully opened the northern area of
the Square to invite connections to Linden Street. Now, through this renovation project, the vision will be realized
to finalize a connection from Old Town Square to the River District that provides a cohesive urban streetscape and
convertible space. The project has six primary goals:
Bridge the Gap – make the connection from Old Town to the River District while maintaining the unique
character of each.
Flexible Space – create a space that is flexible and can support year-round events.
Economic Vitality – ensure economic vitality for the area both during and after construction activities.
Partnerships – maintain and enhance partnerships with the City, DDA, DBA and local business owners to
ensure project success.
World Class Experience – create an experience that envelops sustainable techniques; creates a design
that seamlessly blends the spaces and creates a place that drives interest and people traffic; creates a
construction plan that is phased to minimize impacts and honors business operations.
Honoring the Past – develop a historical context in our project design elements that are consistent with
the Downtown Plan and historical considerations.
Overall, our scope of services is to provide engineering design; urban design, public/stakeholder outreach, utility
engineering and drainage design, lighting design, coordination with art in public places and historical context
surveys.
The preliminary design schedule is expected to last through fall 2019.
This project will be delivered using a CM/GC delivery model integrating the construction contractor into the design
process. Design plans and specifications will be developed to the level of completion decided by the team.
Phase: Concept Design / Stakeholder Outreach
• During this phase, we will coordinate stakeholder outreach including workshops and one-on-one
business and stakeholder meetings. We will culminate this effort with a coordinated workshop with the
key stakeholders to ensure a cohesive design effort.
• We will conduct utility potholing and perform a subsurface utility engineering study creating a plan that
will form the basis of our design. We will utilize surveying data collected as part of our design effort to
identify all utility locations. We will prepare subsurface utility engineering plans to a Quality Level B or
greater.
• Our team will perform a full topographic survey of the project site. This effort will generate a detailed
0.2’ contour map and locate all utilities based on 811 locates.
• We will develop a communications and outreach plan to engage all stakeholders.
• We will confirm all design concepts through the stakeholder engagement process. This work will
culminate in a technical memorandum summarizing this phase.
• Our team will prepare all public outreach materials including plans, exhibits, drawings, maps and
handouts to support the stakeholder engagement process.
• Ditesco will prepare a Class 5 level cost estimate based on the concept design plans.

Phase: Preliminary Design
• Field Inspection/Data Collection. During the early portions of the design phase, we will inspect the site.
This work will develop strategies for utility conflicts, construction phasing and urban design context.
• We will develop contextual design for the space focusing on a convertible street concept that allows
events to occur during multiple times throughout the year. We will use complimentary materials to that
provided for in Old Town and the River District.
• We will assess the historical context of our urban design concepts and prepare a submittal to the
Landmark Preservation commission for approval.
• Our team will prepare lighting design concepts that will enhance the placemaking experience. We
expect these lighting concepts to have full lighting controls to adjust light levels throughout the night.
• Our team will prepare urban design plans that show materials, site amenities, textures, space allocation
and landscaping.
• We will prepare a drainage memorandum that summarizes drainage routing, basin delineation and
design storm flows related to the existing and any proposed drainage collection systems.
• Ditesco will provide 60% complete design drawings for this phase of the project including:

- Site Layout/Control (2 sheets)
- Demolition (4 sheets)
- Site Plans (2 sheets)
- Urban Design (4 sheets)
- Paving Plans (4 sheets)
- Grading Plans (6 sheets)
- Roadway Plan and Profile (4 sheets)
- Curb and Gutter Plan and Profile (4-6 sheets)
- Details (4-6 sheets)
- Total Sheet Count: Approx. 40 sheets
• Our design plans will cover the intersection of Walnut/Linden; Linden Street from Walnut to Jefferson;
and the Jefferson Street intersection including lane modifications for Jefferson.
• Ditesco will prepare and finalize CSI formatted technical specifications for preliminary review.
• Ditesco will attend design phase meetings with City staff as needed. For these meetings, we will
prepare meeting agendas, hand out information and meeting minutes. We have assumed bi-weekly
meetings for the duration of design.
• Ditesco will prepare a Class 3 level cost estimate based on the preliminary design plans.
• Ditesco will set up a Bluebeam Studio session to review all drawings. This session will give user
access to view and comment simultaneously to project plans and specifications.

The anticipated schedule is as follows. A detailed CPM schedule is also attached.

We have based our fee estimate on the following assumptions.

Total Estimated Fee: $284,020.00
A detailed task breakdown is included. Please find this on page 6 & 7 of this scope of work proposal.
The fee shown above is to be billed on a time and material basis based on the rates shown in the table on page 5, 6 and 7 of
this proposal. All reimbursable expenses will be billed at direct cost.
