Dear Mr. Schaefer:
LT Environmental, Inc. (LTE) is pleased to submit this proposal to the City of Fort Collins,
Operations Services (the City) to provide a limited asbestos-containing material (ACM) and lead-
based paint (LBP) survey for approximately 14 City owned buildings and a visual assessment of 2
buildings. Specifically, the limited ACM survey will include the sampling of roofing materials and
potentially damaged materials on the roof (i.e. ballast membranes, shingles, built up roofing
material, caulking and sealants associated with heating and ventilating air conditioning [HVAC]
Units, etc.). The City also indicated that LBP sampling may be warranted on select buildings. The
City provided LTE with a list of the 16 buildings to be included in the limited ACM and LBP survey,
which are presented on Table 1.
LTE was informed that the City plans to complete renovation, construction, or removal and
replacement of select areas of roofing materials associated with each building effected by hail
damage. The City wants to evaluate the areas where the renovation and construction will occur
for potential ACM and LBP on select roofs prior to completing any work.
LTE has assumed an estimated cost to conduct a limited ACM survey, or a visual assessment on
the roof of each building. The cost estimate includes laboratory analysis and reporting for each
building’s roof. Since each roof maybe a little different, LTE has provided an estimated cost to
complete a limited ACM survey or visual assessment for each, but the billing for each will be on
a time and materials basis.

SCOPE OF SERVICES
LTE has separated the proposed scope of services into three tasks. These tasks include the
following:
Task 1 – Limited asbestos-containing material (ACM) survey;
Task 2 – Limited Lead Based Paint (LBP) survey;
Task 3 – Project Management; and
Task 4 – Reporting.
Task 1 – Asbestos Containing Material Survey
LTE will conduct a walk-through inspection of the areas related to renovation and construction
to assess the presence of ACM. LTE will provide a Building Inspector (BI) to conduct the surveys.
The BI will conduct destructive sampling of materials potentially containing friable ACM, Category
I non-friable ACM, and Category II non-friable ACM. The asbestos surveys will be completed in
accordance with Colorado Air Quality Control Commission Regulation 8, The Control of Hazardous
Air Pollutants, Part B, Asbestos Control, and Sections III.A.1 and IV.C.1, IV.D, and IV F. The surveys
will include:
• An inventory of the locations of homogeneous areas where samples are collected, exact
locations where each bulk sample is collected, dates that samples are collected, and
homogenous areas where friable suspected ACM and homogeneous areas where non-
friable ACM are present.
• Samples will be collect in a statistically-random manner that is representative of the
homogenous areas. Bulk samples will be collected from each homogenous area as
required for suspect surfacing materials, thermal system insulation, and miscellaneous
materials.
• Roofing material will be cut by LTE on the vertical and horizontal areas of the roof. Roofing
layers will be sampled by LTE. If there is remining roofing material it will be placed back
into the holes created by LTE. The City or the City’s contractor will patch all holes.
• The BI will assess if suspect ACM is friable or non-friable and classify the suspect ACM as
being in good condition, damaged, or significantly damaged, and the potential for further
damage.

For costing purposes, LTE proposes to collect up to 30 bulk samples of suspect building materials
from each building roof. Of the 30 bulk samples, LTE proposes to collect a minimum of 3 samples
from the vertical and a minimum of 3 samples from the horizontal areas of roofing materials. The
remaining bulk samples will be collected from other suspect materials located on the roof (e.g.
caulking, sealants, etc). The bulk samples will be submitted to Reservoirs Environmental, Inc.
(Reservoirs) in Denver, Colorado, for analysis by polarized light microscopy. LTE expects that up
to 3 of the bulk samples will require further analysis by point-count methods. Reservoirs will
conduct ACM analysis under standard turnaround times. LTE will notify the City if additional
sampling and analysis is required.
Task 2 – Lead-based Paint Survey
During the pre-planning meeting with the City and LTE, it was determined that only a select
number of buildings would require a lead-based paint survey. For the select buildings, LTE is
proposing to collect up to 10 paint chip samples of various painted surfaces from each building.
The paint chip samples will be submitted to Reservoirs Environmental, Inc. in Denver, Colorado,
for analysis by Atomic Absorption Spectroscopy (AAS).
LTE will notify the City on which buildings would require a lead-based paint survey, and if
additional sampling and analysis is required.
Task 3 – Project Management
LTE will provide the City with a project level geologist to coordinate roof surveys with the City,
manage and review laboratory analytical results, and provide consultation on changes to
proposed renovation and construction scope of work.
Task 4 – Reporting
LTE will provide the City with a summary letter report for each building upon completion of each
building walk-through, sampling, and analysis. The report will include details of each building
walk-through inspections, summary tables listing ACM and LBP sample locations, sample
descriptions, laboratory analytical reports, and recommendations for additional actions. LTE will
provide the summary report for each building within approximately 10 business days upon
receiving final laboratory analysis reports for a building.
COST ESTIMATE AND ASSUMPTIONS
The cost to complete the four tasks listed above is estimated as a lump sum cost for each building
roof for initial budgeting only. LTE will complete the work on a time and materials basis. The lump

sum total cost for all 16 buildings is estimated to be $37,560.00. A cost estimate table indicating
the lump sum cost for each building is included as Table 1. LTE will complete the work per RFP
8631 Environmental Services Contract. LTE can initiate work with the issuance of a work order
issued by the City of Fort Collins.
The cost provided is based on the following assumptions:
• Scheduling can be arranged so that the assessment of each of the buildings can be
completed within a one-day period. LTE has also assumed that some buildings are in close
proximity to one another and multiple building surveys could be completed during a day;
• The building roofs are fully accessible;
• The proposed time and sample quantities detailed in this proposal are estimated based
on LTE’s previous experience conducting ACM and LBP surveys. These quantities are for
costing purposes only. LTE will notify the City if the proposed schedule and/or sample
quantities detailed in this proposal are exceeded;
• A visual assessment of select buildings (noted in Table 1) will not include destructive
sampling. The visual assessment for suspect ACM or LBP will determine if sampling is
warranted based on the City’s renovation scope of work;
• The asbestos survey will include destructive investigation of roofing materials, sealants,
caulking, and other mechanical equipment, as approved by the owner;
• LTE will create the cuts on the vertical and horizontal areas of the roofing material, sample
the layers within those cuts, and replace the displaced material back into the hole if
possible;
• The City or the City’s Contractor will be responsible for patching all holes in the roofs as a
result of the sampling ; and
• All samples will be submitted on standard turnaround time.

LTE will perform the tasks set forth above in a thorough and professional manner. LTE cannot
guarantee and does not warrant that this assessment will reveal all adverse health, safety, or
environmental conditions affecting the Subject Property. Nor can LTE warrant that the
assessment requested will satisfy the dictates of or provide a legal defense in connection with
any health, safety, or environmental law or regulation.
