PROJECT DESCRIPTION/SCOPE OF SERVICES: Icon Engineering will provide engineering
services to finalize the B-C analysis for the Old Town Basin. See attached scope and fee for
more detail
Service Provider agrees to perform the services identified above and on the attached forms in
accordance with the terms and conditions contained herein and in the Master Agreement between
the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement
and this Work Order (including the attached forms) the Master Agreement shall control.
The attached forms consisting of five (5) pages are hereby accepted and incorporated herein, by
this reference, and Notice to Proceed is hereby given after all parties have signed this document.

RE: Proposal for Engineering Services: Old Town BCA Analysis – Phase 2
Dear Dan,
ICON Engineering, Inc. is pleased to provide this proposal for engineering services related to
development of the Benefit versus Cost Analysis (BCA) for the Old Town Basin Selected Plan. As
discussed during our meeting last week, this work will be closely coordinated with both the Utility staff
and Anderson Consulting Engineers (ACE), who are currently working to refine the Old Town Selected
plan in reference to our updated hydrologic anlaysis. In general, the assumed distribution of work for this
project is as follows:
City Utility Staff – will assist ICON in data collection for the following: identification of current
building outlines in the updated estimated inundation areas (EIA); current building cost
assessments; identification of any new flood proofed buildings to consider; validation on first floor
elevations (FFEs); and to provide input regarding depth-damage-curves to use. We anticipate
that this information will be provided through working meetings and GIS shape files.
ACE – will provide all cost information as it relates to the current and updated Selected Plan. As
the BCA is refined, ACE and ICON will collaborate on adjustments to be made to increase
stormwater collection effectiveness.
ICON – will be responsible for updating FLO-2D models for other frequencies needed in the
analysis; assembling building damage information into a spreadsheet database; completing
baseline damage assessments and valuation; providing adjustments to the damage assessment
based on refinement; and preparation of residual flooding assessments for independent projects
as part of the Selected Plan.
ICON’s work will be collaborative and presented in graphic / analytical format during workshops and
project meetings. At the conclusion of the project, ICON will assemble the project findings in a summary
report, with a technical appendix and digital data. Goals for the technical work would be that the project
is defensible and repeatable using a similar methodology.
Timeline objectives include:
For the January 17th - Water Board Meeting, a list of number of buildings inundated for the major
(100-year) storm will be identified.
For the March 26th – City Council Meeting, The BCA with the updated selected plan will be
presented.
Other work will be concluded beyond these major objectives. Our scope is as follows:

SCOPE OF SERVICES – Phase 2
1.0 Meetings & Coordination
1. Meetings: Up to eight (8) coordination meetings are proposed with this project.
Approximately five (5) of the eight (8) meetings are assumed to take place prior to the
March 26th City Council meeting. Four (4) of the meetings are assumed to be internet-
based conferences.
2. Additional Project Coordination: Additional coordination for the project will be made via
phone calls and emails.
2.0 Baseline Damage Assessment: The data collected as part of Phase 1 will be compiled into a
spreadsheet data base to complete the damage assessment. The following information will be
related:
EIA – In addition to the 100-year EIA, estimates will be made for both the 2- and 10-year
EIA limits.
For each flood frequency, GIS will be utilized to determine if the EIA intersects the building
layer.
If so, depth of flooding will be estimated from the assigned FFE.
Damage to the structure and content will be estimated from the assigned building types
and associated damage curves
Total damages for each flooding event will be summarized and then annualized to develop
the present worth of flooding within the Old Town Basin.
3.0 Evaluation of Selected Plan Residual Flooding: Following the baseline assessments, ICON
will incorporate the Selected Plan developed by ACE into the EIA 100-year FLO-2D model. In
general, it will be assumed that surface flooding intersecting a new pipeline corridor will be
collected by that system and removed from above ground flooding. ICON will work with ACE
through an iterative process to define the Selected Plan and extended laterals to reduce flooding
and collect the 100-year discharges. This will involve multiple iterations of modifying the EIA 100-
year FLO-2D model Upon development of a successful plan, ACE will provide ICON a summary
of the updated Selected Plan costs for comparison to the annualized damages in Task 3.0, above.
4.0 Evaluation of Selected Plan Individual Segments: Following Task 4.0, ICON will review
individual segments of the selected plan for an independent BCA evaluation. Similar to the overall
systems analysis, it will be assumed that surface flooding intersecting an individual pipeline
corridor will be collected by that system and removed from above ground flooding. ICON will not
evaluate the individual proposed pipe capacities from the Selected Plan, but will work with ACE
to confirm if the results appear valid based on the inflow proportions compared to the selected
plan design assumptions. Each variation will include modifying the EIA 100-year FLO-2D model
to reflect the individual project segments. It is assumed that this may include variations of the
following project components:

For each project segment, ICON will compute residual damages for the 2-(if applicable), 10-, and
100-year flood events. These damages will be annualized to determine the damage reduction for
each project. ACE will provide ICON a summary of the updated project costs for comparison to
the annualized damage reduction.
5.0 Project Reporting – Project assumptions, methodology, and computations will be documented
in a project summary report, computational spreadsheets, and technical appendix. Pertinent GIS
data will also be databased for future use and reference. ICON will address comments on the
final report; however, in order to minimize significant adjustments to the modeling and
calculations, which can be very time consuming, ICON will plan on producing interim deliverables
to the City for review prior to advancing the project.
ASSUMPTIONS & EXCUSIONS
Pertinent assumptions and exclusions are discussed within the proposal sections above.
SCHEDULE
Consultant will complete this project in approximately five (5) to six (6) months from notice to proceed.
Work will progress alongside that completed by the City staff and ACE. Key milestones are noted below:
