As we have reviewed the requested scope of services and the proposed budget, we are concerned that the budgeted amount may be insufficient to complete all of the tasks required. However, the RFP notes that Vendors are “requested to submit proposals with the tasks prioritized…” Does this mean that a proposal that prioritizes certain tasks that would be completed in a phased approach, with key decision points to move forward with additional tasks (for additional fees to be negotiated), could be acceptable to the City? The City recognizes that the proposed budget may necessitate a phased work approach. The City would like for the initial study to include, at a minimum, the first 3 bullet points from the prioritized list of work items on page 3 of the RFP document. Results from the initial study will determine the breadth and scope of any subsequent phases. 2. Page 3 of the RFP mentions a “final marketing package to be shared with City Council Members, government officials, and stakeholders.” Can the City specify what this deliverable is anticipated to include? It would be a detailed report on the topics outlined in the scope of service. Detailing the process used to gather data, findings, options for City Council to consider as we move forward. 3. Has the City identified any potential sites for the project? No. Identifying potential sites will be part of the project.
