Description of RFP 8826: Acquisition & Relocation Services On-Call

the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Item I.B. on page 3 states that the City may need to acquire property from landowners for
projects using federal funds. Are any acquisition and relocation services contemplated for
the successful proposers to this RFP for projects that do not use federal funds in any phase
of the project? If so, does the City follow the Uniform Act for all of its projects regardless of
project funding, or does the City follow a different non-Uniform Act process for acquisition
and relocation for projects that do not use federal funds in any phase of the project?
Yes, there is a potential for the awarded vendor to participate in acquisitions of
projects that do not utilize federal funds. The City follows the same Uniform Act
for all projects regardless of project funding.
2. Item III.H. on page 9 references Triple Bottom Line (TBL). A definition of TBL is provided on
page 10. Can you provide any additional information on Fort Collins’s Triple Bottom Line
criteria?
The City encourages all Vendors to consider TBL in their day-to-day business
practices to contribute to a more sustainable community. Application of TBL
varies between business types. For an office environment example of TBL, the
City has adopted reduced size trash containers at desks to encourage employees
to recycle and utilize reusable containers for their daily needs, and the
replacement of existing light fixtures in City buildings with LED fixtures to reduce
the City’s energy usage.
3. Page 8 under Question G, 1 – “Can the work be completed in the necessary timeframe…”
and 4 – “Provide an outline of the schedule for completing tasks”. Since this is an on-call
contract with no specific project, should we provide a sample schedule? Please clarify these
two questions.
Each project has its own timeframe and can be dependent on the City moving
forward with an eminent domain case if necessary. Provide a detailed project
schedule sample showing key milestones, deliverable dates and public meetings.
4. Page 32 – The Agency’s overall goal for DBE participation is 2%; is there a DBE goal
established for this RFP or will the DBE goal be established on a project basis after the on-
call contract is awarded?
The DBE will be set on a project basis for project utilizing federal funds and, when
applicable, is established for each project by the Colorado Department of
Transportation.
5. Are there projects other than roadway considered under this RFP?
There could potentially be acquisition projects that are not associated with
roadway such as easement or fee for utility purposes.
6. Will roadway projects include widening and intersections?
Yes, roadway will include widening and intersections
7. Will the road way projects be primarily partial acquisitions and construction easements?
Yes, roadway projects will be primarily partial acquisitions as well as permanent
easement and temporary construction easements

8. Are there any potential railroad issues that may be encountered?
Yes, There is a possibility, depending on the location of the project that railroad
issues (easements, crossings, permits etc.) will be encountered.
