Re: City of Fort Collins Parks/Streetscapes Irrigation Master Plan – Phase 2
Dear Jill,
We are pleased to submit this Irrigation Engineering Services Proposal/Agreement for the City
of Fort Collins Irrigation Master Plan – Phase 2 project on behalf of Aqua Engineering who is a
sub-consultant from our on-call contract.
The contract has the following consultants and related tasks.
Russell + Mills Studios - Contract Lead. Manage project. Review drawing completeness,
submit, invoicing.
Aqua - Irrigation Consultant. Irrigation design scope.
Russell + Mills Studios is the lead consultant for the on-call contract, and this contract
will be manged by our office. We will play a role in helping Aqua fulfill their contractual
requirements to the City.
The full irrigation scope is located in Aqua’s proposal attached.
FEES
The fees for this scope is summarized below. Breakdown of scope and fees is located within
Aqua’s and JF Sato’s proposals attached.
Fees
Aqua Engineering Inc $ 53,500
Sub-total $ 53,500
Russell +Mills 10% Contract $ 5,350
Management Fee
TOTAL $ 58,850
Invoices
All Invoices are to be paid within thirty days of issuance per on-call contract.
Additional Services
Additional services shall include providing professional services not specifically identified
in our basic Scope of Services described above, or for being asked to modify previously
approved drawings. Additional services can be negotiated or will be billed on an hourly basis.
Additional submittals (if required) will be done on an hourly basis, unless they are the result of
of Russell + Mills Studios errors or omissions, in which case, we will undertake at no additional
charge.

Agreement
Russell+Mills Studios can initiate the proposed services upon written Authorization to
Proceed. Adding your signature in the space provided below and returning a copy for our file
will provide authorization of this proposal and form the basis of our contractual agreement.

pleased to address them at your earliest convenience.

Paul:
We are pleased to submit this Irrigation Engineering Services Proposal/Agreement for the City
of Fort Collins Irrigation Master Plan – Phase 2 project. Our proposal is based on the
information provided by Jill Wuertz.
The defined Scope of Work to be performed and our proposed Fees to be charged are
described in Exhibits A and B, respectively, followed by the Terms and Conditions under which
we are available to proceed.
If you wish to contract our services, please return this Agreement, signed by an authorized
representative.
When we receive the executed Agreement from you, we will confer with you about the schedule.
Our ability to meet the agreed upon schedule is dependent on timely receipt of the information
noted in our proposal. Please note that our fee is subject to review if this agreement is not
executed within 90 days.

EXHIBIT A: SCOPE-OF-WORK
TASK 1.0: Irrigation Master Plan – Phase 2
Phase 2 irrigation master planning services will be a continuation and refinement of the Phase 1
work effort and tool(s). It is anticipated that Phase 2 will include, but is not limited to, the
following efforts:
• Refine and test the Parks tool by evaluating park sites (exact number TBD). Evaluation will
include use of City provided data to evaluate, compare and prioritize parks. Additional
meetings may be held with crew chiefs and/or park technicians to discuss the results and
compare it to their opinions about how park renovations could be ranked. Develop concepts
on how to address anomalies.
• Refine and test Streetscapes tool by evaluating streetscape/median sites (exact number
TBD). Evaluation will include use of City provided data to evaluate, compare and prioritize
medians. Additional meetings may be held with streetscapes staff to discuss the results and
compare it to their opinions about how medians renovations could be ranked.
• Complete additional site visits to parks and/or streetscapes (if necessary)
• Attend additional meetings with City Staff (as necessary) to solicitate input and test the tool
results.
• Develop a concept for return on investment (ROI) calculation that can be used in the tool.
ROI calculation will be based on meeting with City Finance Representatives.
• Prepare a memorandum that describes the results of the study and how the tool(s) are to be
used.
EXHIBIT B: FEES
We propose to provide the above scope-of-work on a Time and Expense to a Max basis:
