Can you please provide the City’s definition of Triple Bottom Line (TBL) and provide an example of how the City incorporates it in the workplace? The Triple Bottom Line (TBL) is an accounting framework that incorporates three dimensions of performance: economic, or financial; environmental, and social. The generally accepted definition for TBL is that it “captures the essence of sustainability by measuring the impact of an organization’s activities on the world…including both its profitability and shareholders values and its social, human, and environmental capital.” Several examples of TBL in practice at the City, include adopting reduced size trash containers at desks to encourage employees to recycle and utilize reusable containers for their daily needs, and the replacement of existing light fixtures in City buildings with LED fixtures. 2. The Section Scope of Work indicates: a. “Provide copies of all written correspondence from the administrator to doctors, claimants, attorneys, rehabilitative counselors, investigators and state agencies”. If the City has on- line access to all claim files, notes, payments, etc. including any written correspondence, does on-line access satisfy this requirement? Yes. 3. How many authorized on-line Users will the City require? 10 4. The Section Claims Investigation and Management indicates: a. Contact of attempt to contact all employees and claimant within three (3) days of receipt of claim. Does contact within one business satisfy this requirement? Yes. You must contact all involved parties 24 hrs. 5. The Section Special Provisions indicates: a. Claims Assignment – The City of Fort Collins does not send all claims to a Third Party Claims Administrator (TPA). Please advise which claims are typically not sent to the TPA and handled in-house. Citizen claims are handled in-house. b. Does the City submit claims that will be denied or subrogated to the TPA? Yes. 6. Who is the current TPA for workers’ compensation claims? Who does the TPA utilize for medical bill review and PPO Network access services? Corvel Enterprise Comp., Inc provides all of these services. 7. Who is the current TPA for auto, property and liability claims? Corvel Enterprise Comp., Inc provides all of these services. Addendum 1 Page 3 of 4 8. Does the City intend to award the contract to one service provider? Yes. 9. Section III Claims Data - In order to properly access the anticipated workload, shelf-life and best rate for the City: a. Please provide the current number of open indemnity claims for all years. Please see page 9, Claims Data, in the RFP. b. Please provide the current number of open medical only claims for all years. Please see page 9, Claims Data, in the RFP. c. Please provide the number of open auto liability (number of bodily injury and number of PD) claims for all years. Please see page 9, Claims Data, in the RFP. We do have specific details for the break down between bodily injury and PD. d. Please provide the number of open general liability (number of bodily injury and number of PD) claims for all years. Please see page 9, Claims Data, in the RFP. We do have specific details for the break down between bodily injury and PD. e. Please confirm the City will not submit any property claims to the TPA. If the City desires the TPA to handle property claims please provide a five year history of property claims and the approximate number of open property claims that may be transferred to a new TPA. No, the City will not be submitting property claims to the TPA. f. Does the City submit record only incidents for workers’ compensation? Yes. 10. How does the City currently report claims to the TPA? Electronically, through Clear Risk. 11. Submittal: the RFP indicates a single Microsoft Word or PDF file must be under 20 MB. The RFP also indicates the proposal format must not be more than twenty-five (25) double sided or fifty (50) single sided pages. May proposers please include Exhibits that are not included in the 25 double sided or fifty single pages? There are approximately 50 questions which may be difficult to answer thoroughly within the given page limit. We are willing to expand the page limitation to forty (40 double-sided or eighty (80) single sided pages. Please provide thorough but concise answers. Do not include marketing materials such as flyers and brochures. 12. What is the current annual contract value for workers’ compensation claim handling? The following is our current contracted pricing schedule. We have encountered challenges with the claim type limits under the annual fee given the unpredictable nature of claims each year. Therefore, we will not be allowing that format for the annual fee option moving forward. Addendum 1 Page 4 of 4 13. What is the current annual contract value for auto and general liability claims claim handling? Please see the answer to Question 13. 14. Will the City please allow a minimum of 10 business days for proposal submission after answers to questions have been released? Proposers will need time to review and evaluate information provided and modify proposals accordingly. Yes. The Opening Date has been changed to October 23, 2018 at 3:00 PM MST.
