Aqua’s proposal is based on the information discussed and provided during their meeting with yourself on August 1, 2018. The contract has the following consultants and related tasks. Russell + Mills Studios - Contract Lead. Manage project. Review drawing completeness, submit, invoicing. Aqua - Irrigation Consultant. Irrigation design scope. Russell + Mills Studios is the lead consultant for the on-call contract, and this contract will be manged by our office. We will play a role in helping Aqua fulfill their contractual requirements to the City. The full irrigation scope is located in Aqua’s proposal attached. FEES The fees for this scope is summarized below. Breakdown of scope and fees is located within Aqua’s and JF Sato’s proposals attached. Fees Aqua Engineering Inc $ 22,500 Sub-total $ 22,500 Russell +Mills 10% Contract $ 2,250 Management Fee TOTAL $ 24,750 Invoices All Invoices are to be paid within thirty days of issuance per on-call contract. Additional Services Additional services shall include providing professional services not specifically identified in our basic Scope of Services described above, or for being asked to modify previously approved drawings. Additional services can be negotiated or will be billed on an hourly basis. The defined Scope of Work to be performed and our proposed Fees to be charged are described in Exhibits A and B, respectively, followed by the Terms and Conditions under which we are available to proceed. If you wish to contract our services, please return this Agreement, signed by an authorized representative. When we receive the executed Agreement from you, we will confer with you about the schedule. Our ability to meet the agreed upon schedule is dependent on timely receipt of the information noted in our proposal. Parks/Streetscapes Irrigation Master Plan – Phase 1 September 14, 2018 - 2 - EXHIBIT A: SCOPE-OF-WORK It is our understanding that we are to develop a process by which City owned and maintained irrigation systems can be evaluated to access the remaining useful life and timing of replacement. The intent is to make a business case for the replacements and so that the City can have a tool to proactively plan and budget for these replacements. To that end, we propose the following irrigation engineering services: TASK 1.0: Irrigation Master Plan – Phase 1 • Review and assemble information on life cycle analysis or examples of irrigation system replacement criteria from: • City of Fort Collins Streets Department • Green Industry Sources such as Irrigation Association, distributors, manufacturers, etc. • Review and/or analyze existing data provided by City of Fort Collins including, but not limited to: • Water use • Water cost • Maintenance/labor time • Maintenance/labor cost • Climate Action Plan • Water Conservation Plans • Drought Response Plan • Review past design criteria and provide recommendations for how to update based on current industry standards or technology. • Attend and analyze input and feedback from various stakeholder committees • Prepare documentation/format for meeting with and obtaining information from different committees. • Prior to each meeting, prepare the methodology for evaluation such that committee members can provide responses. • Attend up to 10 meetings • Develop an irrigation prioritization evaluation method/process for parks and streetscapes. • Test prioritization evaluation method/process on two parks and two streetscapes • Conduct up to four site visits as necessary to observe the irrigation systems in operation and identify things that may be important in developing and/or testing the methodology/process. • Prepare a report describing the proposed methodology/process. Report to include an executive summary that could be used for public presentations.
