HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 9185312Transfort / Dial-A-Ride 6570 Portner Road Fort Collins, CO 80522 970.221.6620 970.221.6285 - fax fcgov.com September 14, 2018 Ms. Suzette Mallette Executive Director North Front Range Metropolitan Planning Organization 419 Canyon Avenue, Suite 300 Fort Collins, CO 80521 RE: FFY 2018 SECTION’S 5307, 5310 & 5339 FUNDING EXCHANGE Dear Ms. Mallette: The City of Fort Collins, as designated recipient of FFY 2018 FTA Section 5307, FTA Section 5310 and FTA Section 5339 formula funding, proposes the following exchange considerations for the FFY2018 FTA Section 5307, FTA Section 5310 and FTA Section 5339 grants; • That the NFRMPO will relinquish their FFY2018 FTA Section 5307 funding in the amount of $909,786 in exchange for local funds from the City of Fort Collins in the amount of $564,068. • That the NFRMPO will relinquish their FFY2018 FTA Section 5310 funding in the amount of $45,410 in exchange for local funds from the City of Fort Collins in the amount of $28,154. • That the NFRMPO will relinquish their FFY2018 FTA Section 5339 funding in the amount of $116,615 in exchange for local funds from the City of Fort Collins in the amount of $72,301. • The City of Fort Collins, as designated recipient for the following funding sources, will designate the NFRMPO’s former allocations of FTA Section 5307, FTA Section 5310 and FTA Section 5339 funding for alternate transit-related projects within the TMA. • For every year that an exchange of funds is in effect, the NFRMPO will no longer be considered a sub-recipient of the TMA’s FTA Section 5307, FTA Section 5310 and FTA Section 5339 annual grants. • The NFRMPO must continue to report data pertaining to the VanGo program on a regular basis to the National Transit Database (NTD). The City of Fort Collins, as designated recipient for FTA Section 5307, FTA Section 5310 and FTA Section 5339 formula funds, is pleased to enter an exchange of funds with the NFRMPO and sees benefits for the Transportation Management Area (TMA) such as: DocuSign Envelope ID: A05EBFDA-9369-4057-9505-36AE3B4EB4BA • Ensures for additional federal funding for transit capital improvements and operations within the TMA • Allows for the NFRMPO to leverage local funds in the pursuit of federal and state grants • Provides the NFRMPO with adequate resources to purchase necessary vehicles & equipment Funds will be exchanged when the City of Fort Collins receives approval from the FTA on new grants. Additionally, the NFRMPO will annually consult with the City of Fort Collins on the use of the additional 5310 funds available for planning in the TMA. Request for Concurrence If the NFRMPO IS agreeable to the above stated proposal, the City of Fort Collins requests the written concurrence from the NFRMPO by either signing and dating the signature block at the end of this letter, or by separate letter from the NFRMPO to the City of Fort Collins. Once this letter of concurrence has been received by the City of Fort Collins, the NFRMPO may invoice for the above amounts in order to receive funds in a timely manner.
