The master plan improvement recommendations include major capital project work to 1) repair the identified joint discontinuities and 2) provide design assistance and construction documents for an impressed current cathodic protection (ICCP) system for the A-B Line consisting of five rectifiers. The proposed rectifiers are to be located on city-owned property or within city acquired easements. Task 1 – Management, Coordination and QA/QC 1.1 Project Management, Accounting and Quality Control • Initiate project accounting, budget and resource management tools. • Prepare a project guide that clearly identifies the project work elements, deliverables, budget and schedule. • Prepare monthly invoices and progress reports. • Perform QA/QC reviews of calculations and supporting documents. 1.2 Project Coordination Meetings • Hold monthly meetings at City offices (or HDR local office as appropriate) to discuss progress, address technical issues, and review submittal comments. Approximately 8, 1- hr progress meetings are anticipated. • Prepare agendas and notes for each project coordination meeting. Key Assumptions: • 4 month Work Order duration Deliverables: • Meeting notes with Action Items • Monthly invoices Task 2 – Design Development 2.1 Site Plan Development • Develop site plan base mapping from city provided hi-resolution aerial imagery, GIS- based line work for existing utilities and parcels/right-of-way, and existing utility easement line work/legal descriptions. • Identify proposed locations for deep anode groundbeds, rectifier cabinet/structure locations, available electrical power supplies, access roads, and other pertinent features necessary to construct and maintain the proposed facilities. Page 4 of 12 DocuSign Envelope ID: 7C104371-4E98-4391-9995-5F9464EBB804 Fort Collins Utilities | A-B Line Rectification Scope of Work 2 • Develop site plans for each rectifier site for use in stakeholder coordination and to ultimately be included in the construction drawing package. • Hold a focus group meeting with city Planning and Development Services staff to discuss known/upcoming parcel development near or adjacent to the proposed rectifier sites; specifically the Crumb Pond site and Lindenmeir Outfall Channel. • Edit and update site plan drawings based on APDS team input and relevant comments from stakeholder coordination efforts. 2.2 Electrical Service Coordination • Identify power needs for each site and coordinate with FCU Light and Power for distribution line extension and service connections. • Develop electrical loads for each rectifier, including preliminary loads for initial coordination with FCU Light and Power, and finalize loads during the Construction Document task. Note this meeting may take place with the above Planning and Development services staff focus group. • Hold a focus group meeting with FCU Light and Power staff to discuss power needs, optimized rectifier locations, and identify distribution system improvements to be completed by the city. • Identify focus group meeting conclusions/recommendations in meeting 2.3 Instrumentation and Controls • Research and evaluate remote monitoring unit (RMU) equipment with their associated communications requirements. • Develop SCADA integration approach for RMU connection to city system. • Hold a focus group meeting with Fort Collins Utilities and IT departments to discuss network/comms integration and O&M activities. • Identify focus group meeting conclusions/recommendations in meeting. 2.4 Geologic and Well Data • Review and incorporate the geologic subsurface conditions as reported in Anticipated Geologic Conditions AB Waterline Rectifier, Nov 6, 2018, Brierley Associates plus other city supplied geologic and geotechnical information into the project design, specifications, and coordination with rectification sub-contractors. • Research and map existing State registered groundwater well locations within approximately 1,000 feet to identify potential conflicts. Note that an initial data review does not reveal any wells immediately adjacent to the proposed deep anode groundbed with the exception of the Crumb Pond site. It is assumed the deep anode groundbed will be located a sufficient distance away from the existing wells to avoid permitting or hydrogeologic analysis. • Prepare a brief summary memo with associated well location mapping. 2.5 Resistivity Investigations • Evaluate site resistivity at depth for anticipated deep well anodes based on field evaluations using 4-pin testing methodology. Page 5 of 12 DocuSign Envelope ID: 7C104371-4E98-4391-9995-5F9464EBB804 Fort Collins Utilities | A-B Line Rectification Scope of Work 3 • The 4-pin test is proposed at two rectifier sites as determined by a review of geology across the A-B Line and general orientation/spacing of the proposed rectifiers. • The 4-pin testing approach would require access of 900’x900’ area at the rectifier site and 4-days (field work and travel) completed by 2-corrosion engineering specialists. One corrosion engineer is anticipated to have an additional day to coordinate equipment delivery, testing plan, and travel to Fort Collins. • Summarize field work and results in a technical memorandum complete with site plan mapping of 4-pin alignments and photos for the two sites. 2.6 Discontinuity Repair Support • Provide CP field testing to support location of joint discontinuities and testing of joint repairs for span continuity. Spans 2 (east of N College starting at Western States bank to Red Cedar Circle) and 3 (near the “Crumb” pond between test stations W27955 and W10388) will require joint continuity repair. • Field testing is anticipated to be supported by CP staff from the HDR Denver office and is to occur over a 4-week (+/-) period. A level of effort of 24-hrs (three field days) per span is budgeted for this effort. • Provide written field notes and activity log with supporting photos for each field support workday. It is anticipated the 60% drawings and geotechnical data will be used for quote coordination. • Initiate ICE group with project, send 60% drawings and schedule meeting to discuss scope and project, in preparation for independent cost estimate and reconciliation meeting. Task 3.2 Develop Project Specifications • Select and edit city standard technical specifications for application to project scope. • Develop project specific technical specifications to address work elements not covered within the City’s Master Specifications. • Submit specifications for review during project progress meetings. Task 3.3 Prepare 90% CDs for Cost Reconciliation • Discuss and address City/Contractor review comments from 60% drawing submittal and interim review of project specifications • Update 60% drawings and submit 90% for cost reconciliation process. • Attend ICE reconciliation meeting. Task 3.4 Prepare Final Construction Documents • Finalize drawings based on City/Contractor comments during ICE reconciliation process. • Submit Issue for Construction (IFC) drawings. Key Assumptions: • A city stormwater management plan is not required as the impact area will be less than 0.5 acres per site. • Contractor will prepare dewatering permit as required. Deliverables: • Drawings and specifications for use during project coordination meetings (PDF) • Formal 60% and 90% complete submittals - drawings and specifications (PDF) • Issued for Construction drawings and specifications (PDF and 3 hard copies) Task 4 – Master Plan Closeout • Present master plan to the Water Utilities group. • Reconcile and resolve master plan review comments from Water Utilities group presentation and related comments from city review of draft and draft final master plan document submittals. • Update implementation cost table/spreadsheet with refined costs for A-B Line RMUs and other scope items not included in original estimate (e.g. electrical service by city crews). • Prepare presentation for Fort Collins Water Board and present. • Finalize master plan and provide MS Word document, compiled PDF, and associated implementation cost spreadsheets.
