This project will primarily be administered by Tatanka Historic Associates, Inc. with administrative and
clerical work to be completed as needed by RB+B Architects, Inc. per the City of Fort Collins contract. At
present, there is no architectural design work anticipated. If design work is necessary, additional fee will be
required. Upon agreement with the scope and fee, please issue the appropriate work order for the team to
begin work.

Historic Structure Assessment
CONSULTING SERVICES PROPOSAL
Dear Karen,
Please accept this document as my proposal for the next phase of work on the Great
Western Sugar Company's Waste Flume and Bridge. It is understood that the City of
Fort Collins in interested in securing a grant to engage an engineering consultant to
complete an assessment of the bridge's structural integrity and restoration needs. It
would be my pleasure to help the City with this effort, specifically securing the grant,
helping to locate and select an engineer with relevant experience, assisting with the
preservation analysis, and managing the grant -funded project.
Over the past few decades, I have successfully prepared numerous grant applications
and managed many complex historic preservation projects. Due to this body of
experience, I am confident that we can be successful with this project as well. I look
forward to working with you on this phase of the effort to preserve the bridge and flume,
and determine whether it can be put back into use for pedestrian purposes.

SCOPE OF SERVICES
The following tasks will be completed during the course of this project, based upon our
understanding of the site and the City's need for assistance:
Locating an Engineering Consultant - Tatanka will help the City locate an
experienced engineering consultant to complete the Historic Structure Assessment
of the bridge and flume. There are very few engineers in Colorado with
experience in historic preservation and the analysis of historic structures, so this
will prove to be a challenge (in fact, there may be no more than one or two
candidates). This is not the type of work that can be done by an architect.
Instead, it will require the skills of an engineer who is sensitive to preservation
principles and practices.
II. Preparing the Grant Application - Based upon the engineer's cost estimate for
the project, Tatanka will prepare the grant application for the Historic Structure
Assessment. This will be submitted to the State Historical Fund for approval.
III. Assisting with the Historic Structure Assessment - Once funding is secured,
Tatanka will assist the City and the engineer with the Historic Structure
Assessment. This work will include coordination with the engineer to ensure they
are sensitive to the needs of the historic resource. Tatanka will participate in the
fieldwork, provide background and text for the project report, and will review the
draft report to ensure that it complies with preservation principles.
IV. Project Management — Tatanka will manage the grant -funded project for the City.
This will involve the tasks mentioned above, including attending all necessary
meetings and coordination with both City staff and the consulting engineer. It will
also involve the preparation and submittal of all required paperwork for the State
Historical Fund during the course of the project.
PROJECT BUDGET
The following budget provides an estimate of the costs to complete each of the tasks
specified in the Scope of Work.
Locating & Selecting the Consultant (6 hrs. x $75/hr.) $450.00
II. Preparing the Grant Application (16 hrs. x $75/hr.) $1,200.00
III. Assisting with the HSA (40 hrs. x $75/hr.) $3,000.00
IV. Project Management (24 hrs. x $75/hr.) $1,800.00
