RE: IFFY 2014 SECTION'S 5307 & 5339 FUNDING EXCHANGE
Dear Ms. Blackmore:
Similar to last year's exchange of local funding for non -participation in the reallocation of FFY2013
Federal Transit Administration (FTA) Section 5307 formula funding, the City of Fort Collins proposes
the following exchange considerations both for FFY2014 FTA Section 5307 formula finding and
FFY2014 FTA Section 5339 formula funding;
• That the NFRMPO will cede all rights as sub -recipient to FFY2014 FTA Section 5307 funding
in the amount of $357,366 in exchange for local funds from the City of Fort Collins in the
amount of $221,567.
• That the NFRMPO will cede all rights as sub -recipient to FFY2014 FTA Section 5339 funding
in the amount of $44,359 in exchange for local funds from the City of Fort Collins in the
amount of $27,503.
• The City of Fort Collins, as designated recipient for both sources of funding, will designate
the NFRMPO's former allocations of FTA Section 5307 and FTA Section 5339 funding for
alternate transit -related projects within the TMA.
• For every year that an exchange of funds is in effect, the NFRMPO will no longer be
considered a sub -recipient of the TMA's FTA Section 5307 and FTA Section 5339 annual
grants.
• The NFRMPO must continue to report data pertaining to the VanGo program on a regular
basis to the National Transit Database (NTD).
The City of Fort Collins, as designated recipient for both FTA Section 5307 and FTA Section 5339 formula
funds, is pleased to enter into an exchange of funds with the NFRMPO and sees benefits for the
Transportation Management Area (TMA) such as;

• Ensures for additional federal funding for transit operations within the TMA
• Allows for the NFRMPO to leverage local funds in the pursuit of federal and state grants
• Provides the NFRMPO with adequate resources to purchase necessary vehicles & equipment
Request for Concurrence
If the NFRMPO IS agreeable to the above stated proposal, the City of Fort Collins requests the written
concurrence from the NFRMPO by either signing and dating the signature block at the end of this letter,
or by separate letter from the NFRMPO to the City of Fort Collins.
