To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

QUESTIONS & ANSWERS
Q1. My firm is interested in submitting our qualifications for two specific tasks listed in RFP
8047 in which we may offer significant expertise and support to the City of Fort Collins (City).
In regards to the two specific “scenarios” section of our response, should we simply respond to
that potion of each Scenario that is within our area(s) of expertise and disregard the other
elements ?
A1. Yes, please provide a response within your area of expertise.
Q2. Would our firm still receive serious consideration as a Prime Consultant under this RFP as
suggested in RFP Section 5. Award (“It is possible that the City will choose to award one or
more portions of the general scope of services described in this Request for Proposals to one
firm, separately from the other portions of the general scope of services.”); or does the City
intend to contract with a Prime Consultant that can directly address the two specific Scenarios
provided in III.C.3. with the assistance of specialized Sub-consultants?
A2. Your firm would not be considered as a prime contractor – we would prefer to award
to one firm for all services, but understand that we may not be able to. We will make the
best decision for the City based on the proposals that we receive.
Q3. Can you tell me what the budget is? Also, can you tell me how much work and what type
of projects have been completed under this contract in the past?
A3. The RFP and subsequent award will be used by various departments who have
various budgets for both planned and emergency environmental consultation services.
A few examples of 2014 projects are: groundwater sampling, asbestos abatement
oversight and monitoring, pre-renovation building inspection, air monitoring, and large
capital projects involving environmental site assessment and subsequent Voluntary
Clean-up Program application. These projects ranged in amount from $1,054 to
$63,000, with the majority of them being under $10,000 each.
Q4. Can you tell me who held this contract previously?
A4. We had a contract with Walsh Environmental for the last two years. They are
closing their local office which necessitated the new RFP.
Q5. Will the city consider proposals from contractor(s) that only address a portion of the
service categories (Section II, A through H) in which they are capable?
A5. Yes, we will consider proposals from contractors that only address a portion of the
service categories.
Q6. I’m inquiring as to whether a firm (or multiple firms) currently holds this contract and has
been providing these services to the City. We are a small company and are considering
teaming options for the proposal.
A6. The previous contracts were awarded to Walsh and CGRS. Walsh is closing their
Fort Collins office, so we are looking to contract with a firm to fill that void and to provide
backup for the scope of work that CGRS is under contract for, if necessary.

Q7. Section E, “Fees and Costs: A full laboratory analysis price sheet for this work could be
extensive…can we submit pricing for E.1. Labor and Direct Costs and lump sum pricing where
it can be applicable (ie Phase I ESA), equipment that you see would necessary to rent to
conduct this work – but outside lab pricing would be at cost + whatever %. And how do you
apply estimated hours on a task that has no scope or size or schedule?
A7. Submit fee/cost information related to Consultant labor type/category, Equipment,
specific key activities (such as drilling/boring, excavation and disposal of contaminated
soils, and laboratory analyses common to this work.
Delete the last sentence of III. Section E.2. No estimated hours for each task, meeting
or conference call will be necessary.
Q8. For Section III, Part C #3b, will the Consultant be managing/overseeing the Construction
Dewatering operations, including sampling/testing/reporting, or does this scope of work only
include the process for assessing, applying for, and obtaining the CDPHE Construction
Dewatering Permit?
A8. The scope of work includes sampling/ testing/ reporting/assessing and applying for
and obtaining the CDPHE Construction Dewatering Permit.
Q9. Under section II.H.2 the RFP please explain to what media “control technologies” is
referring.
A9. Control technologies is referring to any engineering controls or other systems
designed to control or minimize potential exposures to environmental contamination.
Q10. Section III.B.3 for the organization chart, do you wish to see the corporate organizational
chart or the project team organizational chart?
A10. The project team org chart is adequate.
Q11. Under section III.E.2 last sentence, please identify for which proposed or optional task
the estimated hours is requested.
Q11. I am not sure we want them to provide a run down for every task, only a cost list
for general services. (e.g. a Geologist costs $400/hr, a Field Tech costs $50/hr…)
Q12. Section II.C.1. Are there copies and/or examples of previous riverine/wetland and
terrestrial habitat assessments? Some type of guidance at least as to what level of detail is
expected in these assessments would be helpful.
A12. The level of detail should be similar to the level that others in the industry would
provide.
Q13. Sections II.C.4. and II.C.5. Same as question #12. Is there an example or a template of
a successful reveg/restoration project that has been completed within the City? What is the
expectation regarding level of detail?
A13. Same as #12 above.
