HomeMy WebLinkAboutRFP - 8049 NEW DOWNTOWN PLAN (2)Addendum 1 - Page 1 of 2 ADDENDUM NO. 1 REQUEST FOR PROPOSAL QUESTIONS & ANSWERS Description of BID 8049: NEW DOWNTOWN PLAN OPENING DATE: 3:00 PM (Our Clock) January 27, 2015 To all prospective bidders please see the following questions and answers. Questions and Answers: 1. Is the City open to consultants proposing a schedule less than 18 months? Answer: Probably not, due to the number of issues expected to be mentioned or addressed, combined with the magnitude of public interest and number of people involved. 2. How do you see the rhythm of the process working with the City taking on a lead role? Will the City pull the consultants in on an “as-needed” basis, or continually as an extension of staff, or some other approach to collaboration? Answer: Primarily, staff has envisioned consultants being pulled in on a tactical basis as needed to address particular topics needing special expertise. However, secondarily, the expectation is that the consultants will collaborate on the overall plan as well. The intent is to maximize consistency and quality among different topic areas. The intent is also to allow for consultants to proactively offer experience, examples, or expertise where they see opportunities to improve the whole approach and plan. 3. Will the consultants be required to attend all public meetings? Answer: No. Consultants will be pulled in on an as-needed basis. 4. Is the City going to prepare the 3D model of Downtown in Phase 2? Answer: Yes. The expectation is that the City will create the model and it will be available as a tool. 5. We typically include a cover letter. Will this be allowed? Answer: Yes, a cover letter is allowed. 6. On page two of the document, a firm sustainability statement is requested. Will this statement, along with a possible cover letter be included as part of the maximum page requirement? Answer: Yes, all pages count (except resumes and samples of work) toward the maximum page requirements. Financial Services Purchasing Division 215 N. We typically include a ‘stakeholder and technical advisory steering committees’ as an alternative to working groups. Would you consider this approach? Answer: The question hits on the exact intent of the working groups, which is to combine those two roles in the groups. The idea is for everyone in each group to have the advantage of seeing both kinds of information. Plus, in this case, we think there will be a lot of overlap in most of the groups, with stakeholders having a lot of detailed knowledge and technical people being fluent in citizen and stakeholder interests. One difference here is that the purpose of the working groups is to focus on different topics, whereas public processes often have overall technical and stakeholder committees, with everyone present for discussion of all of the various topics. 8. On page 1, second paragraph the RFP states: “As part of the City’s commitment to Sustainable Purchasing, proposals submission via email is preferred. Proposals shall be submitted in a single Microsoft Word or PDF file and e-mailed to: purchasing@fcgov.com. If electing to submit hard copy proposals instead, five (5) copies, will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524.” However, on page 19 the RFP states “A maximum number of 15 double-sided pages (30 pages total) are allowed for this proposal (not including resumes and samples of work). In addition (but not instead), the proposal can be submitted in electronic format as a PDF on a CD or DVD.” Please clarify if you are requiring hard copy proposals or if we can opt to ONLY submit electronically. Answer: For this particular RFP the City is requiring hard copy proposals. 9. We will be submitting a proposal via e-mail. Is there a maximum file size that be received by the City’s Purchasing Division. As an alternative, can we submit the proposal via Hightail drop box or similar method such as an FTP site? Answer: Please see the answer for question 8 above. Also, drop box or similar FTP site is not a viable alternative.
