Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing Addendum 1 – 8061 Transit Passenger Surveys Page 2 of 4 EXHIBIT 1 – QUESTIONS & ANSWERS 1) We are very excited about the possibility of submitting a proposal in response to RFP 8061 Transit Passenger Surveys. We have conducted very similar efforts for a variety of local clients. We are surprised to learn that the budget for the project is only $30,000 (Note: the budget for Year 1 given in the RFP shall not exceed $30,000 and all work orders are subject to funding approval), which seems incongruent with the onboard survey services that the City of Fort Collins is requesting. In our experience, a budget of $30,000 is far too low to provide the requested research services in a manner that does not compromise the integrity and accuracy of the research. Does the City of Fort Collins have any more budget available to be more in line with the typical costs for such an effort (likely in the $60,000 - $70,000 range)? Please advise. Answer: The cost was based on the previous Transfort system-wide survey completed in 2008 with an allowance for increased costs from 2008. The City paid the following for other citizen surveys:  2013 Citizen Survey: $27,611  2012 Citizen Survey: $26,151  2011 Natural Areas Survey: $17,881  2011 Air Quality/Solid Waste Survey: $14,919  2010 Citizen Survey: $24,951 It is expected that the procedural work and survey instrument development will be similar to the 2008 effort. Consultant submittals should identify areas of the survey that are intended to be completed by the consultant and areas that they would need City participation. Areas that can be negotiated include surveyor staffing, which is typically provided through temporary employees, survey instrument finalization and printing, public notification, and finalization of the survey document. Items that are expected to be performed by the consultant include development of survey methodology and procedures, training of surveyors, data processing and analysis, preparing survey summary and conclusions, and providing a draft survey report. An on/off survey is NOT being requested. 2) Could you provide a sample of the 2008 survey instrument? The length and scope of the survey instrument will be helpful in determining project scope and budget. a. If not possible to see the survey instrument, how many questions were there/do you anticipate there being? Any information you can provide as to the length of the survey and the type of information you requested will assist us in determining project scope and budget. Answer: You can download the 2008 survey report containing the survey instrument at http://www.ridetransfort.com/abouttransfort/documents-and-forms . 3) Who is the vendor used in previous years’ survey processes? Why are you choosing to go out for RFP? Answer: The City has elected to initiate an RFP process for this in order to award a renewable annual agreement that can be renewed for up to five years maximum, that includes Federal terms and conditions as some of the work, may/will be paid for with Federal funds. Addendum 1 – 8061 Transit Passenger Surveys Page 3 of 4 4) Please confirm data collection is to be completed in Spring 2015. Answer: The data needs to be collected before the end of the spring semester at CSU (basically, by the end of April 2015). 5) What is the desired completion date for the consultant to deliver the final report? Answer: The timeline for the Final Report for the triennial system-wide onboard survey will be firmed up when the Work Order is released for that specific project. Please bear in mind that the goal is to award a Work Order Agreement that will release specific jobs or Work Orders over the life of the contract; and that the triennial survey is the example of the primary task to be performed, but there will be others. 6) Will the City provide transit passes or badges for surveyors to ride the busses? Answer: Yes. 7) Does the City operate all routes out of one central operations hub where all vehicles begin their day? If so, can the surveyors board the buses at this hub/garage? Answer: The specific procedures will have to be worked out once a consultant is selected. Transfort operates buses out of three transit centers, but not all routes begin the day from those locations. We believe that surveyors could begin at the transit centers, which would mean missing the first trip of the day. 8) Are there any other languages besides Spanish in which the survey should be provided? Answer: No. We will need to discuss any formats or procedures for administering surveys to passengers with visual impairments. 9) Will the data from the FLEX, MAX, Green, and Gold routes be analyzed separately from the other survey data? Answer: The survey will not include the late night Green and Gold service. In regards to MAX and FLEX, it is expected that the survey would include route-specific assessment and reporting. 10) Please provide ridership by route, time of day, and direction. Answer: Transfort is currently working on its reporting procedures to obtain ridership by time of day and direction. This information should be available around the time of project initiation. Answer: See #2 above. 12) Are resumes included within the 10-page limit? Answer: Yes. A brief biography of the principal players is sufficient. We are more interested in what other projects you have worked on that are similar to ours; i.e,, conducting onboard transit surveys, and if you also have the bandwidth to do survey projects like the Citizen Survey, the Natural Areas Survey, the Air Quality/Solid Waste Survey, etc.
