Project Description: To provide analysis of the 2014 and 2015 digester foaming events at the Drake Water Reclamation Facility, and provide a technical memorandum with results and recommendations. Scope of Services: See attached Exhibit "B" Service Provider agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Services Agreement between the parties, In the event of a conflict between or ambiguity in the terms of the Services Agreement and this work order (including the attached forms) the Services Agreement shall control. The attached Exhibit "B" consisting of four (4) pages, plus figures and tables, is hereby accepted and incorporated herein by this reference, and Notice to Proceed is hereby given. M-WRF-2015-2 DWRF DIGESTER FOAM INVESTIGATION TECHNICAL MEMORANDUM SCOPE OF SERVICES PROJECT SCHEDULE Contract Commencement Date: February 28, 2015 Contract Completion Date: May 30, 2015 FEE ESTIMATE Fees shall be on a time and reimbursable direct cost basis with a not -to -exceed limit See Table B-1: Rate Schedule See Table B-2: Fee Estimate Not -To -Exceed Amount = $34,796.55, including Options A and B. Proceeding with Option A only results in a deduct of $4,069.60 SCOPE OF SERVICES This scope of work is being submitted to Fort Collins Utilities (FCU) by MWH Americas, Inc. (MWH) for investigation and evaluation of anaerobic digester performance for two (2) foaming events at the Drake Water Reclamation Facility (DWRF); the first occurred in Q1 2014 and, more recently, a second foaming event which occurred in Q1 2015. This Scope has been subdivided into Options A and B for two separate tasks; upon review of the scope and budget, FCU will decide whether to proceed with both Options, or to proceed only with Option A. The purpose of this work is to: 1) Option A — Provide a summary of the operational conditions and activities that are believed to have contributed to the digester foaming events in 2014 and 2015, including: a. Summarize 2014 foaming mitigation efforts, including: meeting with Dr. Richards and Tom Chapman, and attending the 2014 WEF Biosolids Conference. b. Review operating data c. Identify key causal and contributing factors, including but not limited to a discussion of the impacts of biological nutrient removal (BNR) on digester operation as well as the impacts of the Mulberry Water Reclamation Facility's (MWRF) secondary sludge being delivered to DWRF. d. Compare both digester foaming events MWH Exhibit B: Page 1 of 4 March 9, 2015 e. Recommend and prioritize operational and capital modifications to prevent and/or minimize the impacts of future foaming events f. Recommend operation procedures to be used in future foaming events g. Collaborate with operations staff in developing Standard Operating Procedures (SOPs) 2) Option B - Evaluate the existing storm water collection/transmission system immediately around the digesters and provide recommendations and prepare conceptual design modifications to reduce the likelihood of digester foam from entering the storm water system in the event a foaming episode occurs. Services provided by MWH shall consist of the tasks, activities, assumptions and deliverables described herein. The major tasks are summarized below: Task 1— Project Administration Task 2 —Technical Memorandum (TM) Generation TASK 1 - PROJECT ADMINISTRATION Objectives: • Provide oversight of technical progress, budget, schedule, and quality. Activities: • General Management & Coordination Deliverables: • Monthly Invoices and status reports, delivered via email. TASK 2 — TECHNICAL MEMORANDUM DEVELOPMENT Objectives: • Option A - To provide FCU with a TM reviewing known and probable causal and contributing factors to the 2014 and 2015 foaming events, and to provide recommendations and prioritization of operational strategies and capital improvements to address and mitigate future foaming events. Provide literature citations on digester foaming control strategies • Option B - Provide conceptual recommendations for modifying the existing storm water system to reduce the likelihood of digester foam entering the storm water system, should such foaming episode occur. Activities: • Generate a TM covering Digester Foaming and Storm Water Modifications, and hold a 3-hour workshop onsite prior to finalizing the TM • Option A - Digester Foaming activities to include: MWH Exhibit B: Page 2 of 4 March 9, 2015 o Review historical operating data from 2014 and 2015 foaming events and provide a comparison between the two events o Review of FCU and MWH efforts during and after the 2014 foaming event. o Discuss foaming events with operations staff during a site visit and over phone/email o Identify known and probable key causal and contributing factors, including impacts of BNR and MWRF's delivery of secondary sludge to DWRF o Recommend and prioritize operational strategies and capital modifications to aid in the mitigation of future foaming events o Recommend operation procedures to be used in future foaming events o Prepare a literature compendium on digester foaming within the municipal wastewater treatment industry o Collaborate with FCU operations in the field to generate draft SOPS; finalizing the SOPS shall be FCU's responsibility • Option B - Storm Drain Modifications to consist of: o Review existing storm water drainage and piping drawings o Develop preliminary options and review with FCU during a site visit o Formalize options and recommendations in a TM Deliverables: • Draft electronic copy of Digester Foaming and Storm Water Modifications TM to FCU for review/comment • Final electronic copy of Digester Foaming and Storm Water Modifications TM Assumptions: • All electronic files, including TMs, data, presentations, etc., shall be posted to ProjectWise. • One (1) month duration from receipt of signed Change Order to delivery of the draft TM for FCU review; two (2) weeks FCU review time including one (1) 3-hour onsite workshop for three (3) MWH staff at DWRF to review results of investigation and memorandum and receive verbal/ written comments; and one (1) week to incorporate FCU comments and finalize TM. • One (1) 4 hour site visit to DWRF for two (2) MWH staff to discuss foaming events and storm water modifications. Phone and email discussions with FCU as required. • Requested operating data is returned by FCU within three (3) business days. • Capital or operating cost estimates by MWH are excluded; conceptual plans will be provided to Hydro Construction for cost estimating (if required). • MWH shall provide one (1) onsite visit with two (2) MWH staff for four (4) hours to walk site with FCU operators and begin to draft SOPS; after onsite visit sixteen MWH Exhibit B: Page 3 of 4 March 9, 2015 (16) more hours will be spent progressing the draft SOPs before hand-off to FCU; FCU shall be responsible for finalizing the SOPs. • The digester foaming investigation and results shall be used by MWH to present a digester foaming paper at the 2015 WEF Biosolids Conference. MWH's efforts related to generating the paper and presentation will be covered by MWH and will not be billable to FCU as part of this Project.
