PROJECT DESCRIPTION:
This scope of work is for the complete and thorough bridge inspection and related services for an existing
pedestrian bridge over the Cache La Poudre River, located along the south side of Mulberry Road. The
existing bridge consists of two 165-foot long prefabricated steel trusses, which were designed and supplied
by Big R Manufacturing in 2001. Since the existing Mulberry highway bridge over the Poudre River is
being completely replaced and widened (with improved pedestrian access) as part of an ongoing CDOT
project, the existing pedestrian bridge is no longer required at this location. The City is working with
CDOT to remove the existing pedestrian bridge, and salvage the two prefabricated steel trusses. One of the
existing trusses will be moved to the east of Lemay Avenue, and reused as part of a new pedestrian bridge
over the Poudre River, for the new Poudre Trail at Mulberry & Lemay Project, being constructed for the
City Parks Department. The second existing truss will be disassembled and placed into temporary storage,
for use in a future undetermined project.
This work order will be performed under the master agreement for the City's Bridge Inspection,
Maintenance, Repair, and Replacement Program. Work elements include project administration, field
inspections, structural evaluation and reporting. A detailed description of each anticipated service is
described below.
SCOPE OF SERVICES:
Baker will provide all information collected from the field inspections to the City for record keeping. The
existing bridge will be evaluated as related to current conditions and use. If the bridge inspection reveals
significant deterioration, a load rating may be required. Any load ratings or repair/replacement documents
(i.e. construction plans) deemed necessary due to a change of conditions discovered during the verification
(i.e. structural damage or deterioration, or scour) will not be included with this work order. In this case,
Baker will coordinate with the City to amend the work order as necessary. Any variations to the number of

the anticipated inspections and ratings from that listed above will be documented. Baker will coordinate
with the City to modify the work order, as necessary.
Due to the phased removal, transportation, temporary storage and reuse of the existing steel trusses, the
City is anticipating three scheduled inspections to monitor the condition of the salvaged structural elements
during the construction process. Inspections will occur at:
• In -situ inspection with the bridge in its present location.
• In -situ inspection after the existing concrete deck has been completely removed.
• Delivery receipt inspection from the CDOT contractor, for the one truss to be reused for
new Poudre Trail pedestrian bridge and one truss to be placed in storage.
Additionally, representatives from Baker will attend:
• Preliminary site visit with City representatives
• The Removal and Delivery Methods meeting with the entire project team
• Weekly Construction meetings, as directed
I. Project Administration
Upon notice to proceed, Baker will perform project administration duties throughout the length of the
contract.
A. All documents will receive a quality assurance and quality control (QA/QC) review, in accordance
with the Baker Way, prior to submittal.
B. The following meetings are anticipated:
• Two Progress Field Meetings (January 22, 2015 and January 27, 2015)
• One Project Delivery Meeting
• Weekly construction meetings, as directed
II. Field Inspections and Reporting
Baker shall perform all inspections and reporting in accordance with the GUIDELINES AND
REFERENCES as described below. The general work activities include:
Inspection Preparation. At the outset of the project, all inspection information will be
compiled and organized. The project team will determine the preferred inspection order
and schedule. The schedule will be based upon performing inspections once working
conditions are determined both Baker and the City.
Field Inspection. Baker will perform structural inspections at each location specified by
the City. Inspectors will evaluate, assess, and document the structural condition of
appropriate elements for the entire bridge and document recommended
maintenance/repair activities. For safety, Baker will provide at least two inspectors for
all activities in the field. The following are proposed logistics for each inspection:

1st Inspection:
• Date: February 9 or 10, provides time to prepare and deliver draft report and
contractor free to demo deck
• 2 rope access climbers required. The underside of the bridge over the river will be
inspected using rope access.
• Chalk will be used to mark all panel point locations for photo tracking and can be
removed by the City once inspections complete
• Provide draft report with any immediate critical findings and relevant photos. All
photos will be provided as attachment with location information in the photos.
2nd Inspection:
• Date: February 18, 19, or 20, assumed based on 3-4 day window needed for demo
after 1st inspection
• 2 are climbers required. With deck and SIP forms removed, access to floor beam
joints are available from above.
• Any location markings will be refreshed before third inspection.
• Provide draft report with any immediate critical findings and relevant photos. All
photos will be provided as attachment with location information in the photos.
3rd Inspection (assuming worst case on truck, at night):
• Date: February 24 to be coordinated with the City
• 4 climbers are required for an inspection on the truck. The quickest solution is two
climbers on top of floor beams and two below on the truck bed accessing the underside.
A refined assessment with 4 climbers on 1-165' truss should take 1-2 hours to complete
with safety line setup.
• If available, Baker would also like to use on -site flood lights to help speed the
process
• If the truss can remain just off the Lemay Bridge, this will help speed up the process
for access and safety.
• After the inspection of the reused truss, Baker will also perform an inspection of the
truss placed in storage at a later date.
• Once all inspections are complete, a final report will be provided documenting all
three inspections and any critical findings along with any recommended repair items.
All photos from the final inspection will be provided as attachment with location
information in the photos.
4th Inspection (truss at storage site):
• Date: TBD following third inspection, possibly same day as third inspection if reused
truss is placed at temporary site.
• 2 climbers are required. With deck and SIP forms removed, access to floor beam
joints are available from above.
• Any location markings will be refreshed
• Provide draft report with any immediate critical findings and relevant photos. All
photos will be provided as attachment with location information in the photos.
Photo Documentation. Baker will provide photo documentation of all areas of concern.
All panel point connection locations (inboard and outboard) will be documented along
with general photos of primary truss members and wind bracing.

Report Production. Draft reports will be completed after the first two inspections and
submitted to the City for consideration. The final deliverable report will be a memo
style format that summaries the findings from these inspections. The PONTIS database
records managed by CDOT will not be updated during this inspection. However any
discrepancies will be marked by hand on the shop drawings. These markups will be
included as part of the report delivered to the City.
Inspection and Report QC. All inspection and reporting data will be reviewed for
verification of quality control procedures and data accuracy.
Submittal. All deliverables will be submitted to the City at the end of the project. See
DELIVERABLES below for more information.
III. Review of Contractor Work Plan
Baker will provide review of the contractor's work plan for the rigging, lifting, and hauling of the truss.
Through this review, Baker will provide opinions and suggestions on behalf of the City. Baker will not
direct any work activities and will not assume any liability with regard the Contractors work, procedures, or
safety.
IV. Ongoing Communication
Baker will coordinate with the City prior to, in preparation of, during, and after inspections. Baker will
verbally summarize the findings of the bridge inspections and will immediately alert the City to any issues
related to safety. Upon delivery of the final inspection documents, Baker will step through the documents
in detail.
GUIDELINES AND REFERENCES
All inspections will be conducted in accordance with current NBIS standards and supervised by personnel
meeting the requirements outlined in the Code of Federal Regulations, 23 CFR 650.307. Applicable
inspection standards include:

The dates below are anticipated inspection dates, and are subject to change per the contractor schedule.
• February 9 or 10: 151 Inspection — Pre -demolition of deck
• February 18, 19, or 20: 2"d Inspection — Post -demolition of deck
• February 24: 3'd Inspection — "Hand-off" inspection
• February 26 or 27: 4th Inspection — TBD based on 3`d inspection
