Scope of Work for Ryan Golten of CDR Associates
Project Support of River Health Targets
Background: The City of Fort Collins Natural Areas and Utilities departments are developing River Health
Targets (RHT) to guide staff work on the Poudre River. The purpose of the RHT is to identify the
collective set of objectives and quantifiable targets associated with the City's provision of essential
watershed services (such as clean water, reliable water supply, flood conveyance, recreation and habitat
and wildlife). This project has four components; biweekly meetings from February through April with an
integrated team of City staff and three consultants, a field trial and methods adaptations of a river
assessment protocol called FACstream, documentation and report development, and a public process.
The project is on a tight and inflexible timeline and the report needs to be in draft form by the end of
April. This deadline is driven by subsequent communications with boards and Council enabling its
application as guide the City's response to the Northern Integrated Supply Projects Supplemental draft
Environmental Impact Statement (anticipated release date June 2015). Within this topic there are
inherently conflicting interests and departmental goals. Therefore to meet the timeline and goals of the
project additional project support, excellent facilitation and technical expertise will be necessary.
Scope of Work: Mrs. Golten's role in this project has three main elements:
1. Project lead team: The project lead team will consist of project manager Jen Shanahan, key
facilitator Mrs. Golten and technical expert Dr. Brad Johnson. The project lead team is expected
to take care of all the overarching tasks such as developing an approach, agenda and goals for
each meeting, careful management of critical timelines and key discussions critical to success in
the project. The project lead team will meet in between each larger team meeting to discuss
and plan. Jen will set a basic agenda for each of these discussions; however, Mrs. Golten and Dr.
Johnson can contribute agenda items as the overarching process is not clear cut nor
standardized. As there are only three individuals on this team, we will take an informal and
collaborative approach towards completing these discussions and managing our time.
2. Facilitate meetings: Mrs. Golten will facilitate each RHT team meeting to make sure we meet
the objectives and keep with the agenda, to help ensure the voice of all team members are
heard, and help identify new key issues to inform subsequent meeting agendas. Prior to each
meeting, she will review and help refine agendas drafted by Jen Shanahan to help ensure
meetings are clear, efficient and productive. Mrs. Golten and Jen Shanahan will alternate taking
raw meeting notes and turn them into summary notes to ensure clarity in actions steps and
decisions with the larger team.
3. Report development: Mrs. Golten will support developing the final report through editing,
contribution of new material for the Section 1 (not anticipated to be a significant amount) and
working iteratively with the lead team and entire team to help them produce the report in a
timely fashion (beginning May). She will also review and provide editorial suggestions for public
material such as presentations for the advisory board and project updates to City staff.
Deliverables:
1. With Jen Shanahan, help develop final agendas before each biweekly team meeting.
2. Prepare 3-4 meetings summaries after biweekly team meetings based on raw notes
provided by other project team members.
3. Facilitate seven team meetings between February and May.
4. In discussion and agreement with Jen Shanahan and project team, draft part of Section
1 of the final report. Provide editing for the remainder of the document and public
material as decided upon by project team and within budget parameters.
Note: Completion of this project on the projected timeline and budget is contingent on the actions and
role of external factors and groups, including City Council and City advisory boards. Mrs. Golten will
work on a time -and -materials basis, under restriction of the do not exceed amount of $10,050. Mrs.
Golten and the City will communicate regularly as to the budget remaining in light of expectations. In
the event the project must be extended and it is determined that Mrs. Golten's facilitation role is still
necessary this scope -of -work and project budget may be revised, extended or amended at the City's
convenience, with the written agreement of such by CDR and City staff.
