HomeMy WebLinkAboutCORRESPONDENCE - PURCHASE ORDER - 9151561Exhibit A Scope of Work for Dr. Dan Baker of WaterLogic, LLC Project Support of River Health Targets Background: The City of Fort Collins Natural Areas and Utilities departments are developing River Health Targets (RHT) to guide staff work on the Poudre River. The purpose of the RHT is to identify the collective set of objectives and quantifiable targets associated with the City's provision of essential watershed services (such as clean water, reliable water supply, flood conveyance, recreation and habitat and wildlife). This project has four components; biweekly meetings from February through April with an integrated team of City staff and three consultants, a field trial and methods adaptations of a river assessment protocol called FACstream, documentation and report development, and a public process. The project is on a tight and inflexible timeline and the report needs to be in draft form by the end of April. This deadline is driven by subsequent communications with boards and Council enabling its application as guide the City's response to the Northern Integrated Supply Projects Supplemental draft Environmental Impact Statement (anticipated release date June 2015). Within this topic there are inherently conflicting interests and departmental goals. Therefore, to meet the timeline and goals of the project additional project support, excellent facilitation and technical expertise will be necessary. Scope of Work: Dr. Baker's role in this project has four main elements: 1. Support the project lead team: The project lead team will consist of project manager Jen Shanahan, key facilitator Mrs. Ryan Golten and technical expert Dr. Brad Johnson. The project lead team is expected to take care of all the overarching tasks such as developing an approach, agenda and goals for each meeting, careful management of critical timelines and key discussions critical to success in the project. Dr. Baker will work closely with the lead team and participate in project planning on a case -by -case basis as his expertise is necessary to the formulation of an effective process. 2. Technical Input and Analysis: Dr. Baker will participate as a team member by contributing technical information and perspective as well as supporting the overall process. His role will be to provide clarity on terms, keep the team focused on the projects primary goals, and bring forward specific information as its relates to geomorphology or the Poudre River Ecological Response Model (ERM). Analysis is anticipated for the development of quantitative targets and Dr. Baker's role will be central during the analysis phase. The ERM is one of the foundational elements of this this project and Dr. Baker will serve as a critical link between these two projects. 3. FACstream: Dr. Johnson will lead a subteam (Jen Shanahan, Dan Baker, Mark Beardsley, Jill Oropeza) in the application of FACstream to the RHT project. This process will involve considerable dialog centered around appropriate application and methodological adaptations for the Poudre River. Dr. Baker's has a history of working with the Army Corps of Engineers on channel assessment and stream restoration guidance and thus will provide critical evaluation of the methods development, while additionally seeking opportunities to merge ERM information with the FACstream. 4. Report development: Ryan Golten and project manager Jen Shanahan will take the lead role in report compilation and overall report management. Dr. Baker will support report development through contributions of new material primarily to technical areas of the report but may be expected to provide edits or small contributions throughout. Deliverables: 1. Active participation and expert technical input during the seven RHT meetings. 2. Guidance and technical analysis on geomorphology, ERM, and field components of this project. 3. Contributions and to the final report related to specific target development and general editorial support where requested to final report. 4. Other participation in the planning of this process with the lead team as is appropriate. Note: Completion of this project on the projected timeline and budget is contingent on the actions and role of external factors and groups, including City Council and City advisory boards. Dr. Baker will work on a time -and -materials basis, under restriction of the do not exceed amount of $8,000. Dr. Baker and the City will communicate regularly as to the budget remaining in light of expectations. In the event the project must be extended and it is determined that Dr. Baker's role is still necessary this scope -of -work and project budget may be revised, extended or amended at the City's convenience, with the written agreement of such by Dr. Baker and City staff.
