PROJECT DESCRIPTION:
This scope of work is for the complete and thorough bridge inspection and structural assessment for two
existing stnictures, (1) located north of the Fort Collins Archery Range and to the west of the West
Frontage Road and spans over the Cache La Poudre River (Poudre River), and (2) a pedestrian bridge
located between the Salyer and McMurray Natural Areas and spans over the Poudre River
The first bridge qualifies as major structure, but has not been inspected and load rated through CDOT's
Off -Systems Bridge Inspection Program. The second bridge has not been previously inspected. This work
order will be performed under the master agreement for the City's Bridge Inspection, Maintenance, Repair,
and Replacement Program. Work elements include project administration, field inspections, structural
evaluation and reporting. A detailed description of each anticipated service is described below.
SCOPE OF SERVICES:
Baker will provide all information collected from the field inspections to the City for record keeping. The
existing bridges will be evaluated as related to current conditions and use. Load ratings or
repair/replacement documents (i.e. construction plans) deemed necessary due to a change of conditions
discovered during the inspection (i.e. structural damage or deterioration, or scour) will not be included with
this work order.
At the completion of the bridge inspection, Baker will prepare a Structural Assessment Report for each
bridge. The intent of these reports will be to evaluate the existing bridge for both their current uses as well
as potential future uses its use as a possible construction access, which would require it to carry normal
vehicle (highway) loadings. At a minimum the report will address the current bridge condition, and make
recommendations as related to its possible uses, necessary repairs & rehabilitation, possible closure &
removal, and complete replacement. The report will include:
• Evaluation of the Bridge in its Existing (as is) Condition
• Necessary Repairs and Rehabilitation Requirements and Estimated Costs

I. Project Administration
Upon notice to proceed, Baker will perform project administration duties throughout the length of the
contract.
A. All documents will receive a quality assurance and quality control (QA/QC) review, in accordance
with the Baker Way, prior to submittal.
B. The following meetings are anticipated:
• Two Progress Meetings (Assume phone meetings only)
• One Project Delivery Meeting
II. Field Inspections and Reporting
Baker shall perform all inspections and reporting in accordance with the GUIDELINES AND
REFERENCES as described below. The general work activities include:
• Inspection Preparation. At the outset of the project, all inspection information will be
compiled and organized. The project team will determine the preferred inspection order
and schedule.
• Field Inspection. Baker will perform structural inspections at each Iocation specified by
the City. Inspectors will evaluate and assess the structural condition of appropriate
elements for the entire bridge including the substructure and foundations, take or update
field measurements, take photos, assess overall performance including scour, and
document recommended maintenance/repair activities. For safety, Baker will provide at
least two inspectors for all activities in the field.
• Report Production. The deliverable report will be a memo style format that summaries
the findings from this inspection, as well as any recommendations for maintenance,
repair or replacement.
• Inspection and Report QC. All inspection and reporting data will be reviewed for
verification of quality control procedures and data accuracy.
• Submittal. All deliverables will be submitted to the City at the end of the project. See
DELIVERABLES below for more information.
III. Ongoing Communication
Baker will coordinate with the City prior to, in preparation of, during, and after inspections. Baker will
verbally summarize the findings of the bridge inspections and will immediately alert the City to any issues
related to safety. Upon delivery of the final inspection documents, Baker will step through the documents
in detail.
GUIDELINES AND REFERENCES
All inspections will be conducted in accordance with current NBIS standards and supervised by personnel
meeting the requirements outlined in the Code of Federal Regulations, 23 CFR 650.307. Applicable
inspection standards include:

DELIVERABLES
The following is an estimate of the deliverables required for this project. As the project develops, the type
and number of deliverables may vary. Refer to the detailed discussions above for further information. All
inspection information shall be compiled onto a single CD and delivered to the City at the end of the
project.
