Subject: Load Density Study, Circuit Requirements, and Long Range Plan
Dear Ms. Purvis:
Per your request, Leidos Engineering, LLC is pleased to submit this proposal for the following services
requested by Fort Collins Utilities (FCU):
› Task A: Load Density Study to include the Urban Growth Area
› Task B: Circuit Requirements based on the Load Density Study
› Task C: 20-Year Electrical Distribution System Plan
Goals
The following goals are to be achieved in the development of a Load Density Study, Circuit
Requirements, and Electric Distribution System Plan. Leidos will:
› Meet with FCU staff to develop electric system planning and operating criteria
› Meet with FCU staff and City planners to identify current load density; zoning; development plans;
future zoning changes; and estimated load growth to project load density in the FCU service area
› Determine substation and circuit requirements and develop high-level circuit maps
› Review growth trends and the system load forecast to project substation and feeder peak loads for a
twenty-year planning horizon based on the load density projections
› Set up GIS on site at Leidos, extract a WindMil model, and develop modeling results and projects for
input into FCU’s GIS database
› Perform analysis to identify system deficiencies at existing and projected loads, including substation
transformer loading, voltage-drop, power factor correction, conductor loading, and reliability
› Meet with FCU staff to identify system improvements and propose a system expansion plan to
provide for orderly upgrade and expansion of the distribution system to solve the twenty-year design
load
› Develop circuit maps illustrating the proposed construction projects
› Prepare a formal report summarizing planning criteria, results of analyses, and the Electric
Distribution System Plan

Task A: Urban Growth Area Load Density Assessment
Leidos will perform a load density assessment of the urban growth area based on the methodology and
format used on the in-house Southeast load study. Leidos will work with local FCU and city staff to
identify load potential based on zoning and growth expectations. The results will be combined with the
Southeast load study to identify the load centers for the entire FCU service area and provide the basis for
the ultimate circuit requirements. The results will be plotted geographically on the electric system map.
The Receivables from Fort Collins data listed on page 6 of this document should be submitted in
conjunction with this task.
Task B: Circuit Requirements Based on the Load Density Study
Task B1: Kick-off Meeting
Leidos will meet at FCU's office to conduct a one-day meeting. This can be accomplished in conjunction
with the on-site meeting for Task A. In addition to FCU and Leidos responsibilities and schedule, the
items listed below are to be addressed at the preliminary meeting. Following the kick-off meeting, Leidos
will review the data received for adequacy and will then request any additional data needed to effectively
execute the Electric Distribution System Plan.

Task B2: Circuit Requirements
Leidos will determine the future substation and circuit requirements for the FCU service area based on
the Load Density Study prepared in Task A and the Fort Collins 20-Year Growth Study by NEI, with
consideration for available transmission routes. The load boundaries of the existing substation and circuit
capacities will be determined, and the locations of potential substations and circuits required to meet the
projected load density will be identified on the FCU electric system map.

Task B3: Substation and Feeder Load Forecast
Immediately following Task B2, a substation load forecast will be prepared jointly by FCU and Leidos
based on the system level load forecast provided by FCU and the substation requirements identified in
Task B2. This forecast will be used in the electric system analysis for the study.
Based on FCU's knowledge of the distribution system and historical growth patterns, Leidos will jointly
develop relative growth factors for each substation and feeder, to allocate current and projected load
conditions to various regions of the electric system over the 20-year time period; adjustments can be
made for known residential, commercial, and industrial developments with spot loads and/or load control
points.
To avoid the impression that facilities need to be constructed for a specific year, the substation and
feeder load projections will be based on exact loads assigned to a specific load level versus a specific
year. In reality, loads may develop more quickly or more slowly than anticipated. If the actual load
develops as projected in the load forecast, the year given will match the load level.
Task C: 20-Year Electrical Distribution System Plan
Task C1: Existing System Analysis
› Leidos will set up GIS on site at Leidos, extract a WindMil model, allocate existing feeder load by
transformer kVA, and model future load based on the load density study and evaluate the
performance of the existing system. The existing system analysis will include the following:
› Prepare load-flow and voltage-drop calculations for the following cases:
• Existing system with Peak loading
• Existing system with Peak Substation/Feeder Load Forecast loads for Load Levels 5, 10, and 20
› Use the load-flow and voltage-drop analysis results to analyze the existing electric system's ability to
serve the projected load growth considering the following criteria:
• System growth patterns by area. Distribution of the system load shall be determined based on the
relative number of customers, load per customer, and total load for the various areas under present
and projected load conditions.
• System capacity relative to existing load. The existing system shall be analyzed to determine how
well it is meeting current requirements. Leidos shall analyze available metering and billing
information relative to the wholesale reactive billing policy and any current system problems. The
existing bulk power delivery points and distribution substations shall be evaluated in light of current
system load and anticipated growth patterns. The purpose of these various analyses shall be to
identify areas where immediate or significant system improvements will be required.
• System capacity relative to future load. The capability of the existing system to accommodate
anticipated growth patterns shall be evaluated
• System performance. A number of factors will be used in evaluating system performance.
Computer load flows will be made for the proposed system loads, and together with voltage, current,
and power factor measurements, will be utilized in the review of the performance of the existing
system.

• Reliability. The system reliability history will be reviewed and compared to appropriate service reli-
ability standards to identify particular problems. Historical operation and maintenance expenses will
also be reviewed. Reliability for the future will be analyzed considering single contingency planning.
Single contingency is defined as the ability to maintain adequate service with the loss of a single
transmission line or substation transformer.
Task C2: Develop System Improvements
Leidos will meet at FCU's office for up to two days to evaluate system improvements required to address
substation and distribution deficiencies for the existing system at the maximum projected loads.
Recommendations will be developed jointly with FCU for the Base Case system improvements.
Alternative improvements can be investigated, as needed, and compared to determine the preferred
solution. Economic evaluation of alternatives is not included, but can be added as an additional service.
Solutions to identified system deficiencies can include the following:
› Load switching and balancing
› Increasing capacity of existing substations
› Increasing capacity of existing distribution lines
› Constructing new transmission lines
› Constructing new substations
› Constructing new three-phase circuits
› Voltage conversion
› Converting single-phase lines to multi-phase circuits
› Voltage regulation
› Capacitor placement
Task C3: Prepare Draft Report
Leidos will:
› Summarize the findings and recommendations to present at the draft review meeting.
› Leidos will summarize the cost of the capital projects required for the first five years of the 20-year
planning period for the system expansion plan.
› The study shall include suggestions concerning standardization of such items as conductor size,
substation capacity, and similar items, as appropriate. The study shall also provide summaries of cost
data by types of facilities and year.
› Prepare a report summarizing the analysis of the existing system and the recommended plan,
including the transition to the long-range system. Alternative exploratory plans developed in the
course of the study will be summarized, if applicable.
The draft report will be provided to FCU in advance of the review meeting.

Task C4: Draft Review Meeting
Leidos will meet at FCU’s office to conduct a one-day meeting with FCU staff to review the draft report
document and collect feedback from FCU, which will be incorporated into the final Electrical Distribution
System Plan.
Task C5: Executive Summary and Presentation
Leidos will prepare an executive summary (Summary) of the 20-Year Electrical Distribution Plan. The
purpose of the Summary is for communication with management, the Council, and the public regarding
the Plan recommendations and their alignment with the goals and strategies of FCU and the Platte River
Power Authority (PRPA). The Summary will be based on data and information provided by FCU and will
include:
› Outline of the history of Fort Collins Light and Power
› Values of the City of Fort Collins
› FCU values: community values, reliability, affordable costs
› Purpose of the Plan
› Plan summary
› Conclusion
The Summary report will be 10-15 pages long and include graphics and language applicable to a
non-technical audience. A Microsoft PowerPoint presentation will also be prepared for presentation to the
Council in the first quarter of 2015. Leidos will meet with FCU management to review prior to the
presentation to the Council.
Task C6: Final Document Delivery
Leidos will provide the final study document to FCU. A CD will also be included containing electronic
study files and the engineering model.
Engineering Deliverables
The deliverables to Fort Collins Utilities are identified below. Leidos will manage the deliverables with
Fort Collins Utilities staff through a Leidos SharePoint site that is password protected.
› Load Density Study map
› Substation and Circuit Requirements map
› A System Plan document that includes assumptions, analyses, and recommendations
› Planning level cost estimates for the twenty-year capital requirements to achieve the recommended
plan
› Circuit diagram illustrating proposed construction projects
› Executive Summary of report
› Presentation materials and support for a non-technical Council presentation

Receivables from Fort Collins Utilities
Below is the data request for items needed to initiate the above scopes. The data receivables required
are identified below:
› Existing Growth Study and supporting information
› 2013 FCU annual report
› Southeast load study and supporting information
› Forward-looking city planning and zoning materials
› Applicable substation and distribution system standards
› Existing FCU distribution system electronic maps
› Design and architectural standards for substations and duct banks
› GIS files and load flow model
› System load projections
› Cost summaries for recent construction of various types of facilities in the existing electric system and
other records of operations on which cost estimates may be based
› Any other pertinent data related to the services to be performed by Leidos.
Clarifications/Assumptions
› The required, existing reports, maps, models, and drawings are up to date and available at the time of
award, and are in the approved FCU format.
› Changes to scope will be agreed to in writing via an approved change order.
› Maps will be provided in AutoCad Map format; CAD work will be provided in 2010 ACAD format;
distribution model will be provided in WindMil format.

This work is to be performed per the contract for Electrical Engineering Services dated
September 29, 2014. Leidos proposes to complete this work on a Time and Materials (T&M) basis. The
