CONTRACT ADMINISTRATION
• Two contracts from single bid (one for each
municipality)
– Bid tab is separated by municipality
• Some “Lump Sum” items have 1 quantity
per municipality
– Payments will be made by Fort Collins and
Windsor separately
• All local funds
– Project will be managed as single project
– Contract times WILL run concurrently

• Potentially long lead time on stone and photo-
voltaic (PV) systems
• City/Town will issue Notice to Proceed to allow
contractor to order materials
• City/Town will issue delayed Notice to Mobilize
once materials are acquired

SUMMARY OF WORK
• Removals – clearing & grubbing, boulders
• Protect the underdrain located around inside perimeter of
median – hand dig to field verify location prior to excavation
• Install base and foundations
• Install Concrete Masonry Unit (CMU) core
• Attach sandstone face and stone sections
• Attach City/Town lettering
• Install photo-voltaic (PV) solar panel unit & lighting
• Reinstall boulders
• Install landscaping – field modifications of irrigation
• Provide traffic control (approved through CDOT)

SUMMARY OF WORK
• Construction Staking
– Provided by the City of Fort Collins
– 48 hours (minimum) required for notification
• Known Utilities
– CDOT traffic conduit crossing western median
(Fort Collins side) – no anticipated conflict
• Testing
– Paid for by City/Town through CTL Thompson
– City will schedule testing as required

SUMMARY OF WORK
• Staging/Stockpiling
– Permission from CDOT to use up to 7 parking
stalls in the Park & Ride lot southwest of
interchange
– Must vacate Park & Ride within 30 days upon
notice from CDOT or City
– Recommend contractor documents existing
condition of staging/stockpiling area prior to
use
– Contractor will be responsible for the repair of
damaged staging/stockpiling areas

If the Contractor goes past the 45 calendar days
for substantial completion, damages in the
amount of Four Hundred Dollars ($400.00) for
each contract day will be assessed through each

– Weekly on-site meetings
– Contractor to update schedule weekly
– Contractor may be required to submit
additional schedules dependent on progress of
the project

• Construction Hours
– Working hours are from 9:00 am to 3:00 pm
Monday through Friday
– CDOT non-working holidays apply
– No lane closures are permitted before 9:00 am
or after 3:00 pm
– Exceptions to working hours must be
approved by the City of Fort Collins AND
CDOT

• Special Considerations
– SH 392 is a state highway managed by CDOT
– Project has an approved variance for auxiliary
lane closure (storage lane next to median) for
prescribed working hours
– Contractor must abide by CDOT regulations,
including days where lane closure is not
permitted (holidays, weekends)
– Contractor shall not stockpile material in the
medians which could pose a hazard to the
travelling public

• Haul Routes
– Arterial and collector streets ONLY. Contractor will
not be allowed to use residential streets to access
the site
• Site Clean Up
– Construction work shall be kept and accomplished
in a neat, clean, and orderly fashion
– Street sweeping may be required in order to
minimize vehicle tracking and to meet EPA storm
water quality requirements
– Dust control will be required as necessary

• Safety
– Contractor shall develop a written Project Safety
Management Plan
– Contractor shall hold safety meetings on site at
least once per week during construction
– Safety plan needs to address the following (not
exhaustive):

weekly progress meetings
