Request for Proposal 7649 Dental Administrator
Executive Summary
Delta Dental of Colorado is pleased to submit our proposal to continue providing dental benefits
to the City of Fort Collins and its more than 1,500 employees. By continuing coverage under the
Delta Dental of Colorado plan, the City would experience a seamless continuation of the plan for
both the administrative staff and covered employees. Delta Dental of Colorado is committed to
continuing to bring value to the City as you work to ensure a healthy, productive workforce. We

Stabilized Cost/Claims Savings
After a thorough review of the City’s dental plan design and desired administrative
requirements, Delta Dental can offer the following financial commitments to the City:
• An administrative fee of $4.05 per employee per month guaranteed through December
31, 2017, with a 3% rate cap for 2018 and 2019.
• Updated performance guarantees that encompass our four core measures. These new
measures concentrate on providing exceptional claim administration and customer-
service controls, which today’s employers find more valuable than past measures.
The City of Fort Collins has and will continue to benefit greatly from our provider agreements
and industry-leading net effective discounts. Over the past five years, contractual arrangements
have resulted in savings of more than $2.3 million, including more than $1.3 million in network
discounts alone. As a result of our unique dual-network model (Delta Dental PPOSM and Delta
Dental Premier®), the City received network discounts on 93.3% of all submitted claims over this
time period. These savings are above and beyond what our competitors’ single-network
strategies offer.
Network Accessibility
95% of the City’s employees and families are currently taking advantage of Delta Dental’s
robust provider network. Currently, our networks encompass 91.4% (3,204 of 3,506) of all
licensed dentists statewide in the Delta Dental Premier network, with 58.8% (2,060) of those
also accepting the deeper discounts of our Delta Dental PPO contract. This provides maximum
savings and protection against balance-billing as well as wider accessibility for the City’s
employees and their families. We are confident that our dual-network model will continue to
provide cost-containment savings that are equal to or greater than any other competing carriers.
Superior Reporting Capabilities
As the City is aware, we offer an advanced reporting package available online. These reports
provide detailed information regarding the utilization patterns, network usage, demographics,
and much more.
We are also pleased to offer our proprietary report package, Healthentic® at no additional cost
to the City. Healthentic reporting will provide:
• Oral health care trends specific to the City of Fort Collins.
• Customized reports that include benchmarking data for comparative analysis.

• Benchmarking of the City’s claim costs and employees’ oral health compared with our
national database.
The goal of tapping into Healthentic data and reporting is to help the City continue to see
savings in dental costs through a stronger emphasis on preventive care, leading to better oral
and overall health of City employees.
Approach to Customer Service
Delta Dental understands the importance of making clients and members feel appreciated. Our
local customer service and claims representatives are available to help your employees with
their insurance and oral health questions.
• Local customer relations team that is familiar with the provider landscape in Colorado
and operates on local hours from 8 a.m.–6p.m. Assistance is available in Spanish as
well, and subscribers have access 24 hours a day, seven days a week to our secure
website and automated call center. Through these tools, subscribers can get ID cards,
check on the status of a claim, find a dentist, and much more.
• The City’s local, three-person account management team brings more than 65 years of
combined industry experience to help you find solutions to any challenges face in
implementing, administering, and promoting your dental benefits.
• In addition, because our office is headquartered locally, we have subject matter experts
who can help to support the City of Fort Collins in areas such group administration,
billing & finance, underwriting, and marketing. We also have a dental director who is
available to discuss any trends in dental procedures and oral health care that you and
your employees may be interested in.
