RE: Explanation of Award
The City Natural Areas department was trying to prevent having to pay to have this sand from the 2014
runoff flood hauled off site. There estimate was close to $80,000.
This bid only had one response from Connell Resources for $48,000. The bid language did say that we
would consider a $0 dollar bid and also the following:
The award for the contract will be based on the highest total bid including price per cubic yard and
total committed purchase volume of material. Additional awards may be made by the City per total
bid price subject to the availability of material.
After the bid opened, I was talking to John Warren from Connell about schedule and he thought that the
City was going to pay him $48,000. He misread the bid and said that he could not complete the work if
he had to pay $48,000. 1 asked if he could complete the work if the cost was $0 and he agreed.
Natural Area Project Manager Rick Bachand agreed since it would save the City $80,000 to haul it away.
