(our clock), SEPTEMBER 3, 2014 The City of Fort Collins is requesting bids from firms for the purchase of streetlight items. Sealed bids will be received and publicly opened at the office of the Director of Purchasing and Risk Management, PO Box 580, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80522, at the time and date noted on the bid proposal and/or contract documents. If delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522- 0580. Bids must be received at the Purchasing Office prior to 3:00 p.m. (our clock), September 3, 2014. The City encourages all disadvantaged business enterprises to submit bid in response to all invitations and will not be discriminated against on the grounds of race, color, national origin. Special Instructions All bids must be properly signed by an authorized representative of the company with the legal capacity to bind the company to the agreement. Bids may be withdrawn up to the date and hour set for closing. Once bids have been accepted by the City and closing has occurred, failure to enter into contract or honor the purchase order will be cause for removal of supplier's name from the City of Fort Collins' bidders list for a period of twelve months from the date of the opening. The City may also pursue any remedies available at law or in equity. Bid prices must be held firm for a period of forty- five (45) days after bid openings. Submission of a bid is deemed as acceptance of all terms, conditions and specifications contained in the City's specifications initially provided to the bidder. Any proposed modification must be accepted in writing by the City prior to award of the bid. Only bids properly received by the Purchasing Office will be accepted. Items to be included at a minimum for the pole are: top diameter, ground line diameter, weight of pole, deflection test force calculated per ANSI C136.20, and strength test force calculated per ANSI C136.20. L 4 373-104 SPECIFICATIONS FOR FIBERGLASS MAST ARM POLES SPECIFICATION NO. 373-104 1. SCOPE This specification outlines the requirements for fiberglass street lighting poles of the embedded and anchor base mounted type. Fiberglass street lighting poles purchased under these specifications shall be round, hollow, and of uniform taper. 2. REFERENCED STANDARDS Poles manufactured per this specification shall comply fully with ANSI standard C136.20-1990 except where otherwise indicated herein. In the event of any conflict between ANSI and this specification, the more stringent requirement shall apply. 3. DIMENSIONAL REQUIREMENTS (see Figures 1 & 2 of this specification) 5. ADDITIONAL REQUIREMENTS 5.1. Each pole shall include a removable, color matched, top cap to prevent entrance of moisture. 5.2. Each pole shall be reinforced and drilled for single or double mast arm attachment (see Appendix A). Drilling requirements for mast arms shall be 180 apart as shown in Figures 1 & 2. Two wire entry holes shall be drilled for double arm mounting. Plug the wire entry hole 90 clockwise from bottom wire entry hole or hand hole (when viewing pole from top). 5.3. Release paper used in the manufacturing process shall be removed from the inside of poles. 5.4. A manufacturer's identification tag shall be placed 12" below the lower arm-mounting hole. Tag shall be imprinted with manufacturer's name and date of manufacture. 5.5. SPECIFIC REQUIREMENTS FOR 373-104-01 (Direct Embedded) 5.5.1. Bottom wire entry hole shall be 2.5" x 5" oval (ref ANSI C136.20, Figure 1), and located 90 from arm holes as shown in Figure 1 of this specification. 5.5.2. The butt end of direct embedded poles shall be enlarged and square so as to increase the resistance to rotation and provide maximum ground bearing resistance (anti-lift). Any alternative anti-rotation methods require written approval by the City of Fort Collins Utilities Standards Engineer. REV. L 5 373-104 5.6. SPECIFIC REQUIREMENTS FOR 373-104-02 (Anchor Base) 5.6.1. The galvanized steel base assembly shall be epoxy bonded to the pole and coated with a polyurethane coating color matched to the pole. The base plate shall be in accordance with Figure 2 (Detail A) of this specification. 5.6.2. A 2.5" x 5" oval (ref ANSI C136.20, Figure 1) hand hole shall be provided. The hand hole shall be located 90 from armholes, 18" from the bottom of the pole, as shown in Figure 2. A color-matched, nonmetallic cover with stainless-steel captive screws and suitable means for attachment shall be provided. 5.6.3. A single 1/2" - 13NC tapped hole for grounding shall be drilled in the base on the same side as the hand hole, centered between the edge of the base plate and the edge of the pole sleeve. The hole shall be free of paint and debris. 6. SHAFT FINISH 6.1. The surface of the pole shall be smooth and shall be uniform and consistent for the entire length of the pole. 6.2. The color shall be equivalent to Benjamin Moor Ironclad Bronzetone #163-60. 6.3. The resin shall contain colored pigment to match the finish coat of the pole. Solid coloration shall be throughout the entire wall thickness of the pole. 6.4. The finish coating shall be Sherwin Williams Polane HS pigmented polyurethane finish capable of withstanding exposure to ultraviolet, chemicals, and extreme weather conditions. Use of alternative coatings may be permitted with written approval from the City Fort Collins Utilities, L&P Standards Engineer. 6.5. The surface coating shall be uniformly applied so as to prevent craze-lines, bumps, and pinholes. The surface coating shall be minimum dry film thickness of 1.5 mils. 7. PERFORMANCE 7.1. All performance characteristics shall meet or exceed those of ANSI C136.20 as calculated in section 10.2.4.1 and 10.2.4.2 of said standard. The design limits to be used in calculating maximum wind loading, bending moment, and test force values are included in section 3 of this document. 7.2. Minimum Withstand Minimum withstand test force shall be the greater of either that calculated per ANSI C136.20 or 1300 pounds. 7.3. Static Deflection The maximum slope deviation shall be 0.12 inch in 12 inches, equivalent to a maximum theoretical angular rotation of 0 degrees 35 minutes. This limits the maximum static deflection to 1% of the above ground pole shaft length when loaded with one arm and luminaire. 8. SHIPPING REQUIREMENTS 8.1. Fiberglass dust shall be removed from poles prior to wrapping for shipment. 8.2. Each pole shall be individually wrapped with a weather-resistant paper for protection in shipping and storage. 8.3. Poles shall be shipped on open bed trucks and packaged in such a manner as to prevent damage during shipping and handling. REV. L 6 373-104 9. QUALITY ASSURANCE 9.1. RESPONSIBILITY FOR INSPECTION Unless otherwise specified, the vendor is responsible for the performance of all test and inspection requirements specified herein. Except as otherwise specified, the vendor may utilize his own facilities or any commercial laboratory acceptable to the City of Fort Collins. The City reserves the right to perform or witness any of the test and inspections set forth in this specification where such inspections are deemed necessary. If upon receipt, the City deems that a lot or shipment is inconsistent with the manufacturer's certified test results or does not comply with this specification, it may be necessary to have an independent laboratory verify compliance. If this additional testing or inspection is required, the manufacturer shall be responsible for all fees incurred. 9.2. CERTIFICATION The manufacturer shall furnish to the purchaser certified copies of the results of tests on each type of pole ordered, prior to payment. 9.2.1. For orders equal to or greater than 100 poles: Two (2) poles shall be tested at the beginning of production to substantiate that the design conforms to City of Fort Collins specifications. Weight, dimensions and performance data, including a deflection curve with specific test values shall be reported for these two poles. Weight and dimensional data shall be reported on each remaining pole. Weights shall be within + 5% of the average weight of the original test poles. At the end of the production run, one additional pole shall be tested to re-confirm the design. 9.2.2. For orders of less than 100 poles: One (1) pole shall be tested at the beginning of production. Weights of remaining poles shall be within + 5% of the weight of the original test pole. Full testing of a second pole to reconfirm design is not required. 9.2.3. Any pole tested by the City that does not yield results consistent with certified test reports will be sufficient reason for rejection of the entire shipment. 9.2.4. City of Fort Collins purchase order number shall be noted on the first page of each report. A signed copy shall be sent to the City of Fort Collins Utilities - Light and Power Standards Engineer. Unsigned reports are not acceptable even if accompanied by a signed cover letter. Electronic versions of this report, though acceptable, are subject to file format and certification approval by the City. REV.
