To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
Q1. RFP asks for a fee schedule, based upon hourly rates for each specialty, and in
proposal evaluation section for “Cost and Work Hours” qualifications it is stated
that “Do the proposed cost and work hours compare favorably with the project
Manager's estimate? Are the work hours presented reasonable for the effort
required in each project task or phase?” Please clarify how this evaluation will
apply to the EES proposal as we are not asked to provide work hour estimates for
a specific scope.
A1. Please replace the Cost and Work Hours line in the evaluation table with
the following.

Q2. “Length of Proposal” section limits the proposal to a maximum of 25 pages
(excluding covers, dividers, and sample cost estimate)
a. Does the 1 page resumes for key persons count towards this 25 page limit and
if not can they be provided as an appendix to the proposal?
b. Does table of contents count towards the 25 page limit?
c. Please clarify what you mean and expect to see for sample cost estimate?
Sample cost estimate is not mentioned in any other part of the RFP.
A2a. Yes, resumes count towards the 25 page limit.
A2b. No, the table of contents page does not count towards the 25 page limit.
A2c. See the answer to Q1. No sample cost estimate is required.
Q3. Where in the section outline should “Exhibit B: Proposal Acknowledgement” be
included? Will it be considered part of the 25 page limit?
A3. The Proposal acknowledgement can go at the very back of your submittal
and no, it is not considered part of the 25 page limit.
Q4. The RFP states to include “Resumes for key professional and technical persons
assigned to contract, and” Include resumes of all personnel to be performing the
work.” Our initial approach has been to include only the names, roles and resumes
of key team leaders. We are capable of showing many technical persons that
could potentially work on these projects, but we are also cognizant of the page
limitation described in the RFP. Can you please clarify what depth of staff listing
would be appropriate, and if the approach of including resumes for key personnel
only, with a supporting bio table of additional staff, would be acceptable?
A4. Section II Proposal Submittal, B3, says: A résumé for key professional
and technical persons assigned to the contract, shall be submitted.
Please limit resumes to one page.
