During the FTA's Operational Hazard Analysis (OHA) review process, Transfort staff discovered that access to the BRT guideway was unimpeded via the main drive entrance to the South Transit Center. The FTA advised the City that a temporary work around was necessary to prevent access at this location until a permanent solution could be identified. Since the BRT operational date in May 2014, the work around has been to install a temporary "road closed" barricade at this location. Transfort now desires to install a single Hy Security gate at this location matching installation across the BRT guideway system. Through this sole source acquisition request, we are asking for approval to utilize the same vendor and installation contractor that installed the BRT guideway gates and use the same Hy Security product. This request is being made with the following justification. 1. The BRT guideway installation contractor (Wizard Works) is a licensed Hy Security installer and is familiar with the guideway installations thus making a matching installation simple and cost effective for the City. 2. The Hy Security gate system is 100% Buy America compliant. 3. The gate, as designed, matches the arm length and materials Transfort already maintains as spare parts. 4. The Hy Security system matches the guideway gates and parts available to Transfort thereby minimizing the need for other parts and maintenance contractors. 5. The control of the Hy Security system is being implemented remotely for the guideway gates. This gate would be added to the system with matching functionality. 6. Control of this single Hy Security gate would be through opticom control. The BRT and regular Transfort fleet are already equipped with opticom transmitters thus making the installation consistent across the community and BRT system. 7. Tranfort staff has been trained on maintenance procedures for the Hy Security gate system and are familiar with its operations. Limiting the amount of gate systems for maintenance and operational considerations is a direct benefit to Transfort personnel. The Hy Security system and installation requirements at the South Transit Center are estimated to cost $55,436. A formal independent cost estimate is attached to this memorandum.
