RE: Proposal for Additional Services, Greenhouse Gas Technical Assistance, Greenhouse Gas
Database and Reporting Tool Project, Air Pollutant Data Enhancements
Dear Ms. Pierce:
We appreciate the opportunity to submit this proposal for additional -greenhouse gas (GHG) technical
assistance services to enhance the Community and Municipal GHG Data Storage and Reporting Tool
(GEMS). At this time we understand these enhancements would include adding storage, and reporting
capabilities for air pollutant concentrations and associated programs using GHG usage data -in the GEMS
tool. These services would be completed under the terms and conditions of our eiasting contract for GHG
technical assistance (dated November 10, 2011). Based on our discussions with you, we understand these
additional services may include the following:
1. Task XVII: Develop an interface, capability to calculate air pollutant concentrations, and an
archival feature for the pollutants S02, CO, NO, VOCs, Hg, PM 10, PM 2.5, CH4, and CO2 as a
result of the following:
a. Current community electricity usage on an annual basis.
b. Current community natural gas usage on an annual basis.
c. Current community vehicle miles traveled (VMT) using GEMS defaults for
transportation on an annual basis.
d. Project- and program -level calculations of air pollutants emitted and/or reduced. We
understand that program -level calculations would include the anti -idling and lawn mower
initiatives.
e. Additional GHG reduction strategies developed for the updated Climate Action Plan.
This task would include completing a reviewof available reference sources and recommending
which emissions factors would be most applicable to calculate air pollutant concentrations from
the usage data available.

SUBJECT: Justification for Sixth Amendment to P.O.9110504
The purpose of this memo is to provide justification for a sixth request to amend P.O.9110504
and to extend the contract period to December 31, 2015. Paragraphs A through F describe the
tasks completed under the original contract and amendments one through five:
A. Original Contract: This PO was developed to work on an EECBG-funded project to
provide greenhouse gas (GHGj technical assistance to the City of Fort Collins. SWCA
was hired through -a competitive process to complete four tasks under the original scope
of work:
Task I - Evaluate the City of Fort Collins GHG reporting process
Task II - Develop a GHG data repository and process
Task IIIa - Develop a data reporting tool
Task Illb - Conduct an independent review of the City's 2010 and 2011 GHG reporting.
All deliverables from Tasks I through IIIa were completed by April, 2011, and Task IIIb
was completed by June 2012.
B. First Amendment: On February 16, 2011, the City requested an amendment to P.O.
9110504 in the amount of $9,300 to add two new items to the existing contract that were
not covered under the original scope of work.
Task IV - Design add -on tool functions to upload waste, recycling, and fleet data to the
database.
Task V - Provide on -call technical assistance, as needed, during implementation of the
tool.
Task V services were provided by September 2011, and the complexity of the features
requested under Task IV required modification to the task under the second amendment
to this contract.
