Proposed Change Order No. 2

Introduction
The preparation of this change order was initiated by Toole Design Group, LLC (TDG) in response to a City of
Fort Collins FC Moves Department request for additional engineering services and to cover additional costs
incurred to complete the Bicycle Master Plan.
The proposed additional fee to complete the Bicycle Master Plan is $15,000
The proposed additional fee provide engineering services to support a COOT Grant is $20,360
The total additional fee requested for change order number 2 is $35,360
Bike Plan Additional Effort Tasks
Task 3 Existing Conditions Report
Description of additional work: The original contract assumed the Level of Traffic Stress (LTS) analysis
would conform to the Mineta Institute approach. After completion of the LTS analysis, the City requested
modifications to the Mineta Institute LTS. TDG developed modifications to the approach and modified the LTS
formula. The maps required additional revision to reflect the changed LTS, new summary tables were
generated, and the methodology was rewritten for inclusion in the State of Fort Collins report The requested
additional fee for this task is $10,000.
Task 9 Draft & Final 2014 City of Fort Collins Bicycle Master Plan
Description of additional work: The original contractassumed there would be one round ofreview for the
draft plan and final plan. Formatting ofthe draft plan required an additional round of revision to reflect the
final look ofthe plan to respond to City comments which consumed the budgetfor developing revisions for the
final plan. It is anticipated an additional $5,000 will required to address comments received from the public
and the City to revise the draft plan to a final plan in November. In total, the requested additional fee for this
task is $5,000.
CDOT Grant Application Concept Design Effort
TDG was requested to provide engineering services to support the City of Fort Collins' efforts to secure a CDOT
grant to fund construction of two low -stress bicycle routes on Pitkin Street and Swallow Street The
engineering services included development of wayfinding plan, details, and supplemental arterial
intersection improvements. Multiple concepts were required to identify a preferred design for the arterial
crossings. The concepts required development of existing conditions drawings, preliminary designs, field
evaluation, City review, and final revisions. The requested additional fee for this task is$20,360.
Task a: Pitkin, Swallow Route Wayfinding Concept
Description of additional work: Develop a wayfinding plan for Pitkin Streetand Swallow Street bicycle
routes. The effort required developmentofa wayfinding sign design with supporting graphics and details
based on MUTCD D series signs, confirmation of wayfinding route based on the Bike Master Plan proposal, and
determination of wayfinding sign quantities and placement along the route.
Deliverables: Wayfinding sign designs for primary and supplemental signs (Dl1-1 series signs) customized
for the City of Fort Collins. Wayfinding sign approach details formajor, minor, trail, and route turn
intersections. Wayfinding route map with legend keyed to intersection approach to quantify sign placement
Construction cost estimate for wayfinding sign manufacture and installation.
Task b: Pitkin Design Concepts
Description of additional work. Detailed intersection designs were required at the intersection of Taft Hill
Road, Shields Street, College Avenue, and Lemay Street
Deliverables: Draft and final (preferred) conceptual designs atfour intersections. Construction cost estimates
for preferred conceptual design at each location.
Task c: Swallow Design Concepts
Description of additional work. This task supplements prior efforts from Change Order No. 1 which included
development of a protected bike lane pilot on Swallow Street from Dunbar Aven ue to Meadowlark Avenue.
This task adds effort to complete detailed intersection designs at the intersection of Shields Street, College
Avenue, Lemay Street, Power Trail at Centennial Road, and Timberline Road as well as along Vermont Avenue.
Deliverables: Draft and final (preferred) conceptual designs atfive intersections. Construction cost estimates
forpreferred conceptual design at each location.
