Description of BID 7657: Athletic Field Lighting

To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Is it the intent of this RFP that all pricing today stands well into the future as to
projects not being installed (or bid) until 2019?
No, this establishes a work order system that may have portion of the
estimates listed or as technology changes, be completely different than the
work listed. However, if a ball field needs complete renovation, there is a bid
number for that item. If it occurs significantly in the future, the awarded
company can work with the Purchasing Department to determine if cost
increases should occur.
2. Edora East is to be bid as a small field (90’ base path, 270’/275’/270’), our records
show the field to measure 254’/275’/270’ and originally 60’ base path but now 90’.
Field measurement is important as to accuracy of pricing and installation (wire
runs, etc.), and light levels. How are we to bid this? This same question would be
applicable to the future projects as they become current to the schedule.
Use the 90’ base path, 270’/275’/270’ measurements.
3. RFP (page 3) calls for Full Replacement for Edora East and West. It also calls for
Re-Lamping with 10 year warranty and addition of controls on Rolland Moore, City
Park North and South, and Lee Martinez. Re-Lamping (providing new lamps in
existing fixtures) with Musco has no extended warranty but we can add controls in
most instances. Retrofit means an upgrade to our “Green” system which includes
new fixtures (with lamps), ballasts, and a 10 year maintenance free warranty (parts
and labor) along with controls and monitoring and with guaranteed light levels. Is
the RFP calling for simple re-lamping scheduled in future years, or is it calling for
Upgrade to Green System according to the future years schedule (ex. 2017 or
2018 Lee Martinez)?
Provide information for both options you discussed above.
4. Fossil Creek has controls; are you asking for the addition of a zone to operate the
existing parking lot lighting through our controls?
Yes, this is a potential future project.
5. Is Musco providing a bid as a material supplier only, or are we to bid materials and
installation as General Contractor and hire sub-contractors?
Materials and installation are to both be bid. It is up to you on how to put
together a team to get the work accomplished.
6. Is $0.04 the correct cost/kW hour for electrical expense to be used in the Life Cycle
Cost Summary?
Yes, however, that cost does not include service charges which significantly
add costs to ball field lighting costs. However, when a field is renovated, it’s
current rate group is re-assessed so I thought it best to exclude that in the
calculation since that will be changing significantly.

7. Musco is the only manufacturer/supplier that uses Time Powered Adjustment to
operate the system, and as such can guarantee our light levels for 5,000 hours
(per our lamp cut sheet). All other traditional metal halide sports lighting systems
lamp cut sheets verify that their lamps have an average rated lamp life of 3,000
hours. As such, and per documented independent lamp life studies, can we re-
lamp at 5,000 hours versus the called for 3,000 hours?
Yes.
8. On pg 11 of the bid docs are you looking to price all that's on the list or just the
funded field for now? If so then are you wanting drawings/ specs on the larger
field as well?
Price all that’s on the list. The larger field at Edora is not currently funded in
2014. It most likely will be funded in 2015, but that isn’t guaranteed. If it is
funded in 2015, drawings/specs work can begin on Jan 1, 2015.
