Background In 2011 and 2012 the Economic Health Office (EHO) led a process to update the community’s strategic plan related to economic health. The update followed the City Plan update process completed in early 2011. Furthermore, the update was intended to move beyond the previous 2005 Action Plan by developing guiding principles and strategic goals to guide future economic health activities. The EHO joined the Sustainability Service Area (SSA) and began reporting to the Chief Sustainability Officer (CSO) shortly after adopting the 2012 Economic Health Strategic Plan (EHSP). Two-years into this new organizational structure it has become clear that the EHSP will benefit from an update focused on alignment with EHO’s sibling departments – Environmental Services Department (ESD) and Social Sustainability Department (SSD). Scope of Work The intent of this project is to revisit the EHSP for alignment with the strategic priorities and goals of the SSA and consider other factors that may impact the future economic health of Fort Collins, including:  Climate change  Population growth and community build-out  Creative destruction and the role of innovation  Workforce demographic shifts It is not the intent of this project to completely re-write or negate the existing adopted EHSP. The existing strategic goals of the EHSP will continue to provide guidance to EHO and city activities. This project will create alignment between the EHSP and the SSA vision and policy theme areas, including:  Climate  Housing  Income Equality  Sense of Place and Community  Health and Well Being DocuSign Envelope ID: 6A6D7354-E214-48A2-BDE4-D83BD657BE4A TIP Strategies | theory into practice Page | ii 1 Baseline Review 1.1 Inventory & Review of Existing Plans | TIP will review pertinent existing plans and extract all strategies, initiatives, and programmatic recommendations. This step will create a foundation for aligning the Economic Health Strategic Plan with the rest of the SSA. 1.2 Identification of Data Sources & Metrics | From the inventory of relevant strategies and recommendations, our analysts will catalogue the metrics to measure success and progress as well as the sources of data need to compile these metrics. 2 Contextual Data Analysis 2.1 Focus & Rationale | With the baseline review from Task 1, we will draw out and highlight the priority strategies, recommendations, and metrics that align with the other city plans, adhere to the EHSP, and have the most potential to affect economic sustainability and health in the city. We will provide the rationale and basis for the selection. 2.2 Analysis | Once the priorities are set, TIP will compile historic and projected (where available) data for those key metrics to identify trends and inform realistic goals for the Economic Health Office. The data points will be presented in a national and state context to add comparative meaning to the analysis. 2.3 Final deliverable | The analysis will be presented in a report with accompanying Excel files that can be easily updated in the future. Budget & Timeline The fee for completion of this work is $15,000, plus expenses. Expenses are subject to approval and include data purchases and travel and lodging associated with conducting this work. The TIP team is available to begin this work upon agreement of terms.
