Project Description: Appraise five (5) parcels of Affordable Housing Land Bank properties for
their current market value based on their highest and best use. Also include a residential
appraisal on the house at 2313 E. Kechter Road. Properties listed on attachment.
Scope of Services: Provide real estate appraisal services for property in accordance
with the UniformStandards Practice (USPAP). Provide three copies of appraisal reports
in a self-contained format.
Professional agrees to perform the services
identified above and on the attached forms in
accordance with the terms and conditions contained
herein and in the Professional Services Agreement
between the parties. In the event of a conflict
between or ambiguity in the term of the
Professional Services Agreement and this work
order (including the attached forms) the
Professional Services Agreement Shall Control.
The attached forms consisting of one (1 ) pages
are hereby accepted and incorporated herein, by
this reference, and Motice to Proceed is hereby
given.

RE: PROJECT: Affordable Housing Land Bank Parcel Appraisals
Dear Ms. Matson:
As requested, I am submitting my proposal to prepare five real property appraisal
reports to estimate the fair market value of parcels held by the City under the affordable
housing land bank program in the City of Fort Collins, Colorado. The properties to be
appraised include the following:
3620 East Kechter Road
West Vine Drive Parcel
6916 South College Avenue
2313 East Kechter Road
1506 West Horsetooth Road
The parcels will be analyzed under two scenarios: First, the parcels will be
appraised as though unencumbered; Second, the parcels will be analyzed as encumbered
by an affordable housing restriction that requires all units developed to be affordable to
households eaming 50% of the Area Median Income for rental properties and 60 percent
of the area median income for owner -occupied units. The fees for the appraisals'will be
$5,500 per parcel, plus $400 for a residential appraisal of an existing home on one of the
parcels. As a result, the total fee would be $27,900. The real property appraisal reports
will be delivered as soon as possible, but no later than 60 days from the date of this
proposal. Please confirm that this is satisfactory by signing and dating your
acceptance below.
