Associated with the Downtown River District Improvements Project. Scope of Services: See attached scope of services. Professional agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Professional Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Professional Services Agreement and this work order (including the attached forms) the Professional Services Agreement shall control. The attached forms consisting of one (1) page are hereby accepted and incorporated herein, by this reference, and Notice to Proceed is hereby given. Professional I� Date: City of F ollin By. rG Proje t anag/eer Date: ��l Ar IIi7 By: / I . t ,, Gerry Paul Director of Purchasing and Risk Management (over $60,000.00,) i Date: 8/2� Willow Street —Conceptual Design and Public Outreach Description: Interwest and BHA Design will coordinate with Engineering to complete Conceptual Plans for Willow Street from the intersection of Linden Street and College Avenue. This portion of Willow Street was a part of the 2008 Downtown River District Streetscape Conceptual Design Plans. Since that time, the Linden Street Improvements have been implemented and a number of potential development proposals have been proposed in this area. This project will confirm and update the Conceptual Design for this portion of Willow based on public input, specific design influences in this block, and to respond to and better accommodate recent development proposals. Tasks: 1. Base Map Preparation — Interwest will assemble existing baseline information and studies into a single project base map. This will include existing topographic survey, property information, utility existing information and master plans, and the design linework for Linden Street and the Willow Street sections of the Downtown River District Streetscape Plan. If additional survey is required for this task, it will be provided by the City Survey Department. This exercise will result in a strip map of the project corridor for use in project displays and deliverables. 2. Initial Public Input— Interwest and BHA will meet with city staff and stakeholders to obtain input on the existing plans. We will provide appropriate displays to facilitate plan input, will collect comments and will prepare meeting minutes of discussions. We anticipate the following input meetings: a. City departments including engineering, FCMoves, planning, utilities, Art in Public Places staff, historic preservation staff, Matt Zoccali (5 meetings), b. Property owners — One-on-one meetings with key property owners on the block. We will work with city staff to identify key owners, but anticipate meeting with owners and/or developers associated with Northern Colorado Feeder Supply, Education and Life Training Center, Bas Bleu Theatre, Schrader Oil Company, Interstate Battery, and Lagunitas Companies (8 meetings). c. Open House —to share input findings and obtain additional design input 3. Plan Alternatives — Based on input received, Interwest and BHA will develop 2-3 alternative plans for this section of Willow Street. Plans will address planned utility corridor locations, street lane configurations, bicycle facilities, on -street parking, parkway and sidewalk areas, and adjacent building setbacks. We will coordinate with city staff to refine the alternative plans and develop ROM budgets for the corridor improvements. 4. Public Input on Alternative Plans — Interwest and BHA will meet with city staff and stakeholders to obtain input on the alternative plans. We will provide appropriate displays to facilitate plan input, will collect comments and will prepare meeting minutes of discussions. We anticipate the following input meetings: a. City departments including engineering, FCMoves, planning, utilities, Art in Public Places staff, historic preservation staff, Matt Zoccali (2 meetings), b. Boards and Commissions— Presentation of alternative plans to key boards and commissions including Transportation Board, Landmark Preservation Commission, and City Council (worksession) c. Property owners — One-on-one meetings with key property owners on the block. We will work with city staff to identify key owners, but anticipate meeting with owners and/or developers associated with Northern Colorado Feeder Supply, Education and Life Training Center, Bas Bleu Theatre, Schrader Oil Company, Interstate Battery, and Lagunitas Companies (4 meetings). d. Preferred Plan Preparation - Based on input received, Interwest and BHA will develop Conceptual Plans (30%) for the corridor identifying key design feature locations, planned utility corridor locations, street lane configurations, bicycle facilities, on -street parking, parkway and sidewalk areas, ROW needs, and adjacent building setbacks. 6. Feeder Supply Preliminary Design — The team will work with the Feeder Supply Design Team and Owner regarding the Willow frontage on that project. This coordination and design work will be one of the first steps as the project will begin construction soon and the location of the street in this area is critical to the River District and the Development. Decision made on this part of the project will likely carry through to other aspects of the overall design. Anticipated Fees Task 1 Base Map Preparation - Interwest 30 hours, BHA 20 hours - $5,300 Task 2 Initial Public Input - Interwest 90 hours, BHA 75 hours-$17,625 Task 3 Plan Alternatives - Interwest 80 hours, BHA 50 hours - $13,750 Task 4 Public Input on Alternative Plans- Interwest 60 hours, BHA 60 hours - $12,900 Task 5 Preferred Plan Preparation - Interwest 120 hours, BHA 80 hours - $21,200 Task 6 Feeder Supply Preliminary Design — Interwest 40 hours, BHA 40 hours - $8,600 Reimbursable Estimate for Printing, Mileage, etc. - $6,000 Total Estimated Fee —$85,375 Schedule Because of the large number of meetings needed in the early phases of the project, it is not possible to accurately estimate the schedule for the project. It will be based on the availability of the parties that we are meeting with. It is our hope that numerous meetings can be planned for a single day to speed this process. Our initial estimate of task durations follow: Task 1 Base Map Preparation — 3 Weeks Task 2 Initial Public Input — 8 Weeks Task 3 Plan Alternatives —4 Weeks Task 4 Public Input on Alternative Plans-8 Weeks Task 5 Preferred Plan Preparation —4 Weeks
