Revisions to the Plans/Bid Tab: A. The existing chain link fence along the western property line at 1319 North College is to serve as temporary fencing during the construction, being relocated approximately 10’ off the back edge of the planned concrete ribbon, or as coordinated with the City. Prior to the new chain link specified to be installed along this property, the existing chain link fence is to be salvaged and returned to the owner. The following line item has been added to the bid tab:  210 Relocate Chain Link Fence 120 LF B. The City no longer plans to hydroseed the planned drainage pond. Instead, this area will be drill seeded and crimped with weedfree mulch. The following line items have been added to the bid tab:  212 Drill Seeding (Pond) 1.13 ACRE  213 Mulching (Weed Free Hay) 1.13 ACRE To accommodate this change, the hydroseeding line item has been reduced accordingly:  213 Hydroseeding 0.3 ACRE C. Four Base Post Foundations have been identified in the plans to be removed at 1475 North College but were not accounted for in the bid tab. The following has been added to the bid tab:  202 Removal of Base Post Foundations 4 EA Please see the updated bid tab reflecting this change. D. Rip Rap, Type L has been identified in the plans to be placed as part of the drainage improvements associated with the pond. Rip rap was not accounted for in the bid tab. The following has been added to the bid tab:  Rip Rap, 18” Depth, Type L 6 CY Please see the updated bid tab reflecting this change. E. The bid tab has been adjusted to accurately reflect the type of manhole being installed as part of the drainage improvements associated with the pond.  604 48” Manhole Slab Base (5 foot) 1 EA F. A standard detail for the concrete headwall has been added to the plans on Sheet 12. In addition, please reference CDOT’s M&S Standards for any other necessary construction details. Plans have been updated to reflect this change. H. The City anticipates the removal and replacement of Curb and Gutter Type 2 (Section II-B) around existing inlets in Hibdon Street. The following line items have been added to the bid tab:  202 Removal of Curb and Gutter 41 LF  609 Curb and Gutter Type 2 (Section II-B) 41 LF I. The City has added a miscellaneous item for flowable fill. This line item will be used as directed by a City representative. The following line item has been added to the bid tab:  203 Flowfill 20 CY Flowfill has been specified as the backfill material for the relocated and new private light foundations, but this material is to be incidental to the private light line items. J. To preserve the existing driveway on the south side of Hibdon, the planned 12” Reinforced Concrete Pipe will need to be lengthened. 20’ of pipe has been added to the existing line item resulting in the following:  603 Reinforced Concrete Pipe (CIP) 65 LF The 12” Concrete Flared End Section will shift to the west accordingly. K. Swinging and Sliding Gate line items have been updated to accurately reflect the plans. Revisions to the Project Specifications: A. The project special for Hydromulch has been revised to be titled Hydroseed, matching the corresponding line item in the bid tab. See Attachment A. B. Filter Material Class A will be used as the drainage medium for the 2’x2’ Rock Drain. Filter Material Class A will be included in the cost of the 2’x2’ Rock Drain. Please see revised project special for this item. See Attachment B. C. The project special for line item 630 Construction Zone Traffic Control has been updated to include temporary 6’ chain link security fencing along properties during construction. Orange construction fencing is also included in the 630 Construction Zone Traffic Control line item. Please see revised project special for this item. See Attachment C. D. The project special for the Miscellaneous Removals at 1319, 1475, 1505 North College has been revised to include anticipated items to be removed/relocated. Please see the revised project special for this item. See Attachment D. III. Pre-Bid Clarifications Not Resulting in Changes to the Bid Documents: A. Are the Type III Barricades included as part of the Traffic Control line item? No. The Type III Barricades will be installed by others. B. The plans call for 5’ of 12” RCP pipe to be placed on Hibdon Street. Can a full 8’ section of 12” RCP pipe be used instead? Yes. Additional quantity has been added to the line item to accommodate this change. C. Can the City delay the project to start at a later date? The City is receptive to a slight delay in the project’s start date. However, the completion date for the project cannot change. To provide flexibility with the start date, the project will not be based on a time count for Substantial Completion. Instead, the project must be substantially complete by the following:  Substantial Completion – September 8, 2014 D. Liquidated Damages as defined in the project specifications will begin on September 9, 2014 if Substantial Completion is not accomplished by the above date. Final Completion for the project will remain as 15 days after Substantial Completion. E. What material is to be used to backfill both the relocated private light and the new private light foundations? The City is requesting flow fill be used as backfill for the relocated and new private lights. The Flow fill will not be measured but will be considered incidental to the line item. Removals Prior to starting construction, the City and the Contractor will visit the three sites and document what items remain within the access easement area. In addition, the City will coordinate with the owner to see if particular items are to be relocated on site as opposed to removed. The City and Contractor will compare this new list to the above items for which the lump sum price was submitted. The City anticipates much of the above will be removed/relocated by others prior to starting construction. If all items documented above are removed, the line item will be paid at 100%. If all private property has been previously removed by others, the line item will not be paid. The City anticipates partial removals will be necessary at each site. Final removal payment for each site will be a percentage of the line item based on what was removed/relocated as compared to the above list. The lump sum amount to be paid will be a percentage developed and agreed to b both the City and the Contractor. Contractor shall take care during removals not to damage items identified to be returned to owner. If damages occur, Contractor will be responsible to mitigate all damages at his cost. All other debris to be removed becomes the property of the contractor and should be disposed of accordingly and legally outside the project site. Subsection 202.12 shall include the following: Addendum 1 7654 West Side Access Road – North College Road Improvements Page 22 of 26 Payment will be made under: Pay Item Pay Unit Misc. Debris Removal - 1319 N. College Lump Sum Misc. Debris Removal - 1475 N. College Lump Sum Misc. Debris Removal - 1505 N. College Lump Sum Work shall include all material, equipment, labor and disposal of materials, including hauling, to complete the work. Addendum 1 7654 West Side Access Road – North College Road Improvements Page 23 of 26 REVISION OF SECTION 206 2’ x 2’ ROCK DRAIN Section 206 of the Standard Specifications is hereby revised for this project as follows: Subsection 206.01 shall include the following: This work consists of the excavation, compaction of subgrade, disposal of material, placement of both Filter Material Class A and Pea Gravel as defined in the plans, placement of non-woven landscape fabric as defined in the plans, and backfilling of a 2’ x 2’ rock drain. Subsection 206.06 shall include the following: (e) Measurement of the 2’ x 2’ Rock Drain will be per lineal foot. Excavation, compaction of subgrade, both filter material layers and fabric placement, backfilling, labor, and any additional work necessary to construct the improvement will not be measured separately, but will be considered incidental to the construction of the 2’ x 2’ Rock Drain. Subsection 206.07 shall include the following: Payment will be made under: Pay Item Pay Unit 2’ x 2’ Rock Drain LF Excavation, compaction of subgrade, both filter material layers and fabric placement, backfilling, labor, and any additional work necessary to construct the improvement will not be measured separately, but will be considered incidental to the construction of the 2’ x 2’ Rock Drain. Addendum 1 7654 West Side Access Road – North College Road Improvements Page 24 of 26 REVISION OF SECTION 213 HYDROSEED Section 213 of the Standard Specifications is hereby revised for this project as follows: Subsection 213.03(b) shall include the following: Dryland seed shall be added to the hydromulch mixture prior to placement. Addition of seed and placement will be incidental to the hydroseed. Please reference plans for dryland seed mix. Hydroseed to be placed in a manner to best ensure growth of the dryland seeding. Subsection 213.05 shall include the following: Dryland seed will not be measured, but will be considered incidental to the hydroseed. The price bid will be full compensation for all work required to complete the item. Payment will be made under: Pay Item Pay Unit Hydroseed Acre Addendum 1 7654 West Side Access Road – North College Road Improvements Page 25 of 26 REVISION OF 630 CONSTRUCTION ZONE TRAFFIC CONTROL Section 630 of the Standard Specifications is hereby revised for this project as follows: Subsection 630.01 shall include the following: All devices, signs, temporary orange construction fencing, temporary chain link security fencing, flagging, traffic control management, and traffic control inspection necessary for the construction zone traffic control shall be included in the lump sum line item “Construction Zone Traffic Control”. Subsection 630.10 shall include the following after the first paragraph: The Contractor’s Superintendent and all others serving in a similar supervisory capacity shall have completed a CDOT-approved two-day Traffic Control Supervisor training as offered by the CCA. The one-day ATSSA Traffic Control Technician (TCT) training along with the two- day ATSSA Traffic Control Supervisor training will serve as an alternate. If the alternate is chosen, the Contractor shall provide written evidence that at least an 80 percent score was achieved in both of the two training classes. The certifications of completion or certifications of achievement for all appropriate staff shall be submitted to the Engineer at the preconstruction conference. If the Traffic Control Supervisor is replaced during the project, the Engineer shall be given a minimum of one (1) week notice and qualifications shall be submitted for approval of the Traffic Control Supervisor’s replacement. Subsection 630.10(a) shall include the following: For this project, a MHT shall be prepared and submitted for approval to the City Traffic Division by 12:00 noon, two working days prior to the commencement of work for simple lane closures. (Note: MHT’s for work done on Monday and Tuesday shall be submitted the previous Friday by 9:00 a.m.). Facsimiles of plans shall not be allowed. No phase of the construction shall start until the MHT has been approved. Failure to have an approved MHT shall constitute cause for the City to stop work, as well as the Contractor's forfeiture of payment for all work and materials at that location, with no adjustment in the contract time. Subsection 630.14 shall include the following: Additional flagging requested by others, including City Departments and utility representatives, must be approved by the Engineer prior to performing the work. Subsection 630.16 shall be revised as follows: Addendum 1 7654 West Side Access Road – North College Road Improvements Page 26 of 26 The Contractor shall supply and pay all costs associated with the traffic control for this project. Both orange safety fencing and temporary 6’ chain link security will be needed for the project and will be included in the lump sum item for Traffic Control. Please reference the plans for locations of orange construction fencing. Temporary 6’ tall chain link security fencing shall be installed along the following Rear Access Road Frontages:  200 Hickory Street – Northeast corner, approximately 60 LF  1235 North College – Approximately 280 LF  1475 North College – Approximately 350 LF  1505 North College – Approximately 210 LF The accepted quantities will be paid for at the contract unit price for each of the pay items listed below: Pay Item Pay Unit Construction Zone Traffic Control Lump Sum Individual traffic control devices, labor required to erect and maintain traffic control in accordance with approved MHT’s, Traffic Control Supervisor, Traffic Control Management, and Traffic Control Inspection will not be measured and paid for separately, but shall be included in Construction Traffic Control, Lump Sum.
