Project Title: Jefferson Street Implementation Plan Original Bid/RFP Project Number & Name: Downtown River District Improvements Project Commencement Date: June 23, 2014 Completion Date: December 31, 2014 Maximum Fee: (time and reimbursable direct costs): $57,775.00 Project Description: Provide an improvements implementation plan along Jefferson Street between North College Avenue and the Lincoln/Mountain Intersection as per the attached proposal. Associated with the Downtown River District Improvements ProjecL Scope of Services: See attached scope of services. Professional agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Professional Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Professional Services Agreement and this work order (including the attached forms) the Professional Services Agreement shall control. Proje t Hager / Date:�Z� By: Gerry Paul Director of Purchasing and Risk Management (over $60,000.00) Date: Description: Interwest and BHA Design will coordinate with Engineering and other stakeholders to prepare an implementation plan for Jefferson Street between College and Mountain Avenues. This corridor has been studied and a preferred roadway geometry has been documented and accepted by the City Council and CDOT with an Intergovernmental Agreement and formal adoption in the US 287/SH 14 Access Management Report. The proposed implementation plan wilt not change the baseline design as it would likely breach the agreements already in place. Tasks: Base Map Preparation - Interwest will assemble existing baseline information and studies into a single project base map. This will include existing topographic survey, property information, utility information (existing and master plans), and the design Unework for the Jefferson Street Plan. If additional survey is required for this task, it will be provided by the City Survey Department. This exercise wilt result in a strip map of the project corridor for use in coordination meetings and ultimately for the Final Implementation Plan. 2. Implementation Plan Conceptual Options - Interwest and BHA will participate in a project kick-off meeting/initial stakeholders work session to discuss the various stakeholder's priorities. From this, Interwest and BHA will prepare 8-10 initial options for a "First Phase" street projects that would have an approximately $500,000 construction budget. Each option will have an associated exhibit with notes and impacts. An alternatives analysis matrix will be developed for the options. Baseline construction costs for median, intersection improvements, "behind the curb" improvements, and right -of way acquisition will be used to determine how far monies could be stretched for a first phase project. This initial list will be reviewed with the Engineering Department and the DDA and shortlisted down to 3-4 options. The impacts and needs for water, sewer and storm drainage upgrades will be a key part of this shortlisting process. 3. Implementation Plan Final Study - Using the top 3-4 options for a first phase of construction, Interwest, BHA, and the Engineering Department will coordinate with City Utilities, FC Moves, the Downtown Development Authority, and CDOT to finalize a project phasing plan and identify the limits and nature of a Phase 1 construction project. A public open house will be held during this phase of the project to show the public the work done to date and the direction that the project is going - various exhibits of the options the team researched as well as the recommended Phase 1 will be presented. There is a chance that the team wilt determine that a Phase 1 project is not feasible and that the best course would be to wait for additional construction monies for a larger first project. 4. Meetings/Coordination/Deliverables - This project will require significant coordination and meetings with the City and DDA. We anticipate standing bi- weekly meetings for the project duration. We also anticipate an initial stakeholder work session to discuss the various stakeholders' priorities. Deliverables throughout the project will include meeting minutes, documentation, exhibits, and a decision matrix, drawings showing the limits of the preferred Phase 1 option, and open house exhibits. Schedule: Interwest and BHA are prepared to begin the project immediately. As soon as the base strip map is assembled, the stakeholder work session can be held. The project duration is not known because of the project complexity and the availability of stakeholders for meetings over the summer may be limited. Our goal for the project is to complete Task 1 in 4 weeks, Task 2 in 6 weeks and task 3 in 10 weeks. Based on a June 16, 2014 start date, this would result in implementation plan completion in December, 2014. Anticipated Fees Task 1 - Interwest 60 hours, BHA 0 hours - $6,000 Task 2 - Interwest 60 hours, BHA 60 hours - $12,900 Task 3 - Interwest 145 hours, BHA 65 hours - $21,975 Task 4 - Interwest 80 hours, BHA 60 hours - $14,900 Reimbursable Expenses - $2,000 Total not to exceed fee - $57,775
