SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of BID 7618: Downtown River District Roadway & Streetscape Design Project
OPENING DATE: 3:00 PM (Our Clock) April 4, 2014
To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

A. Could you please clarify the page count, does that include the 11 x 17 plan &
profile sheets, resumes’, project examples?
Proposals are limited to twenty-five pages, excluding the cover letter and divider
sheets. All other sheets count toward the twenty-five page limit, including
resumes, project examples, and 11”x17” plan and profile sheets, which count as
one sheet.
B. Could you give the City’s general time line for initial projects and the two
additional work orders?
Two initial projects, the Jefferson Street Improvements Implementation
Evaluation Project and the Willow Street Conceptual Engineering Design Project,
will be administered per separate work orders once the City has entered into a
contract with a Consultant. The following represents a rough time line for the two
projects:
Administer Initial Work Orders – Summer 2014
Complete Initial Work Orders – Fall 2014
Administer Preliminary and Final Engineering Work Orders – Fall
2014/Winter 2015
ROW Acquisition (if necessary) – Fall 2014/Winter 2015
Advertise for Construction – Summer 2015
Please provide a detailed project schedule for both above mentioned projects
which meet a Summer 2015 Construction Ad date. More aggressive schedules
are welcome.
C. Environmental clearance is not needed for Jefferson but do we need it for
Willow?
Both projects are subject to environmental clearances. The extent of
environmental clearances will be determined early in the project development
phase and will vary for each project. The Consultant will be responsible for
preparing documents in accordance with the National Environmental Policy Act
of 1969 (NEPA) and federal, state, and local environmental regulations (as
applicable to the project). Please reference the RFP for which components are
applicable for the Jefferson Street project.
D. Are we to submit billing rates?
The Consultant will be selected based on qualifications. Costs will not be
included as part of the selection process. Costs will be negotiated after a
Consultant has been selected. Payments for services will be Cost plus Fixed
Fee. The Consultant is encouraged to provide a summary of hours anticipated to
complete the initial two work orders.

E. Is there a goal to have a funding mechanism in place for improvements and/or
maintenance and if so will that be design team responsibility?
Funding and long term maintenance for each project will be specific to each work
order. Recognizing that some projects may not be fully funded at the onset of
design, the City will actively pursue funds to complete the project. The
Consultant must be able to adjust to an increased scope if additional funds are
added to the project.
F. If necessary, will the City take the lead on the Right-of-Way Acquisition with
assistance from the Consultant or will the Consultant lead this effort with City
support?
The City of Fort Collins will serve as the lead if property interests are to be
acquired. The Consultant may be asked to provide surveying and drafting
services in the development of Right of Way plans, legal descriptions, and
exhibits. In addition, the Consultant may be asked to provide parcel mitigation
plans and other exhibits during the property acquisition phases. The inclusion of
these services will be unique to each work order and shall be agreed to prior to
the initiation of the work order.
G. What will the information provided by City of Fort Collins be formatted to?
Autocad, GIS, Microstation, PDF, or other.
Information can be provided to the City in various formats, including
AutoCAD/Civil 3D, GIS, PDF, and various Microsoft applications. The City does
not have the ability to read Microstation files. Requested file formats will be
specific to each work order and project manager.
H. Will Autocad/Civil 3D be an acceptable design program to produce the FIR and
FOR.
The City will not dictate what design program the Consultant uses to develop
design plans. As previously mentioned, the City does not have the ability to read
Microstation files. If design surface information is requested by the City for
project surveying purposes, this information shall also be provided in
AutoCAD/Civil 3D.
I. Should we consider a geotechnical engineer as part of the design team or will
LCUASS/CDOT standard and specifications be sufficient?
The Consultant shall consider all disciplines necessary for a successful project
within the Downtown River District. The inclusion of a geotechnical engineer to
develop project specific soils reports and pavement designs is encouraged.
